community colleges. With a membership that includes
95% of all two-year colleges, AACC represents 1,200
colleges serving more than 11 million students each
year, making community colleges the largest and
fastest-growing sector of higher education.

Addressing the Nations Health-Care and Emergency

Preparedness Needs
In collaboration with policymakers and hospital and business leaders, AACC and
its member colleges are working to meet a critical and growing national need for
increased numbers of nurses and allied health professionals. To serve the nation
and its aging population, AACC has set the following goals:
Secure a fair share of federal and state funding appropriated to strengthen and
increase the number of students enrolling in and graduating from nursing and
allied health programs.
Expand the nursing faculty workforce by increasing the number of associate
degree RN graduates from existing (163) RN to MSNregistered nurse to masters
in science of nursingprograms.
Increase awareness of continuing education and professional growth
opportunities among associate degree RNs and allied health graduates and
encourage bachelors- and graduate-level educators to provide seamless
articulation for associate degree graduates.
Ensure that federal and state laws and policies support nursing and allied health
education at two-year colleges.
Develop and implement new and innovative programs to meet current and
emerging health-care and security needs.
FACTS ABOUT
Registered Nurses (RNs)
Associate degree programs educate approximately 60% of new RNs.
All RNswhether they hold an associate or bachelors degree or a diplomapass
the RN licensure exam at the same rate and are authorized to provide the same
scope of practice.
Associate degree RNs are a good economic and social investment, particularly
vital to rural settings, since they are more likely to live and work in the states
where they earn degrees.
In 20042005, associate degree RN programs turned away 3.3 qualified applicants
for each student turned away from bachelors degree RN programs (110,576
compared with 33,279).
Associate degree RN programs educate more minority nurses than do bachelors
degree programs (in 2004, 12,907 compared with 9,377).
Nearly half (47%) of RNs caring for patients in long-term care settings practice
with the associate degree.
Nearly 21% of associate degree RNs obtain a second undergraduate RN
(bachelors) degree.
Associate degree RNs are eligible to pursue graduate degrees via approximately
163 masters-level (RN to MSN) programs, qualifying them to teach as well as
expand their scope of practice and earning capacity.
An average of 98% of associate degree RNs are employed within six months
of graduation.
Associate degree or diploma RNs account for 42% of nurse clinicians, 29% of
clinical nurse specialists, 47% of head nurses, and 62% of supervisors.
Licensed Practical Nurses (LPNs)
Two-year colleges educate more than 60% of LPNs.
Many community college LPN programs encourage graduates to earn the
associate degree in nursing by completing a second year of nursing study
referred to as 1+1 programs.
The U.S. Department of Labor projects LPN job growth between 2004 and 2014 to
be 17.1%, increasing from 726,000 to 850,000.
Nursing homes alone report a 13.2% (25,100) LPN shortage.
Allied Health Professionals
Approximately one third of the nations health-care workforce comprises allied health
professionals. Community colleges educate the majority (63%) of these workers.
Allied health careers include, but are not limited to, professionals practicing in the
following areas: dental hygiene, dietetics or nutrition, emergency medical services,
health information management, clinical laboratory sciences and medical
technology, cytotechnology, occupational therapy, physical therapy, radiologic
technology, nuclear medical technology, rehabilitation counseling, respiratory
therapy, speech-language pathology, and audiology.
Many allied health professionals educated in two- and four-year programs
(e.g., respiratory therapists and radiographers) pass the same licensure exam
and share the same scope of practice.
Key allied health professions are experiencing workforce shortages, including
radiographers (18% vacancy), medical imagers (15.3% vacancy), and pharmacy
technicians (12.7% vacancy).
Community
Colleges Are
Vital to protecting the nations health
As the largest educator of the nations nursing and allied
health workforces, community colleges are essential to
ensuring the quality of U.S. health care. The colleges provide
accessible, affordable education to millions of health-care
professionals caring for patients throughout the nation.
Without community college allied health and nursing
graduates60% of both RNs and LPNs and an even greater
number of allied health professionalsevery state in the
nation would face an immeasurable health-care crisis,
making patient safety virtually impossible.

Essential to the nations homeland

security and emergency
preparedness needs
Community colleges are also critical to the nations security
and safety. They educate the majority of Americas first
responders (84% of emergency management technicians
and 60% of RNs) and have quickly expanded or created
programs as policymakers have redefined what is needed to
keep America healthy and secure. Community colleges have
strengthened existing curricula and revised public safety
management programs to emphasize homeland security,
food chain management, food safety, agroterrorism,
bioterrorism incident management, airport security
training, rail and pipeline security, and mass casualty/fatality
management. Community colleges have also incorporated
into their curricula training for first responders, incident
management, triage, and disaster relief elements.
Furthermore, community colleges have been a catalyst to
invigorate community analysis of homeland security issues,
volunteer programs, and service centers that can respond
to disasters should the need arise. Responsive and engaged,
community colleges are also attuned to new and emerging
homeland security and disaster preparedness needs.

Challenged to meet the nations

demand for more associate degree
RNs and allied health professionals
Both two- and four-year nursing and allied health programs
face many challenges. Shortages of faculty to teach in
classroom and clinical settings; shortages of clinical sites
where students learn to care for patients; and shortages
of classrooms, lab spaces, and equipment are common
problems. However, community colleges face challenges
in addition to these. Because they are more reliant upon
funding from their states, state-level budget reductions
 have disproportionately affected community colleges
ability to expand existing programs and establish new ones.
Furthermore, the federal government directs most of its
capacity-building funding for nursing and the allied health
professions to bachelors- and graduate-level programs.

Overcoming obstacles to increase

nursing and allied health enrollments
Many community colleges have been able to increase nursing
and allied health program enrollments by implementing
such innovative methods as weekend and online courses,
staggered enrollments to take in a second cohort of students
later in the year, and the use of patient simulators. At least
one college is attempting to grow its own faculty through
an RN to MSN scholarship that will make it possible for
its associate degree RN graduates to achieve the credential
to teach. These colleges are helping to define even newer
innovations to allow for program expansion, but other
colleges continue to struggle.

Solutions to Rapidly and Cost-Effectively

Reduce Shortages of Health-Care
Workers and Ensure Patient Safety
What can Congress do?
Direct a more proportionate share of federal support to nursing and allied
health programs at community colleges. Community colleges educate the
majority of health-care professionals and nurses more efficiently and cost-effectively
(at an annual average cost of $2,272 versus $5,836 for four-year programs at public
colleges), yet they receive only a fraction of the funding awarded to nursing programs.
In FY 2006, community colleges received only 6% of almost $106 million in grant
money awarded to schools.
Make community colleges eligible for participation in both existing and
new federally funded programs to address the nursing shortage. Only
bachelors degree nursing programs are eligible for grants from the current federally
funded Nurse Education, Practice and Retention program for the purpose of
expanding enrollments.
Address the nursing faculty shortage with an RN to MSN faculty
scholarship that enables associate degree RNs to achieve masters level
nursing education, which credentials them to teach. The nursing faculty
shortage would be significantly eased through creation of a program that directed
just a fraction of the 21% of associate degree RNs who elect to obtain second
undergraduate (bachelors) degrees to the nations 163 RN to MSNregistered nurse
to masters in science of nursingprograms. In exchange for RN to MSN scholarship
funding, program recipients would commit to teach upon graduation.
Request and fund an Institute of Medicine study to determine how best
to ensure an adequate nursing workforce to protect patient safety. All
nursing education programs would benefit from research to discover how best to
build capacity to educate RNs and enhance programs to improve the recruitment,
preparation, and retention of future generations of nurses.
Enact the Allied Health Reinvestment Act. Educational institutions and
students must have federal resources similar to those supporting nursing education
(i.e., scholarships and loan programs for students and faculty) to overcome
faculty shortages and other barriers to providing the nation with the allied health
professionals it needs.
Increase funding for the Public Health Service Act, Title VII. In 2006, Congress
appropriated 37 times more funding to nursing ($149.7 million) than to allied health
($4.0 million) education. Allied health funding fell by two thirds from 2005 to 2006
($11.8 million $4.0 million), while total Title VII funding fell by just over one half,
from $299.6 million to $145.2 million.
Reinstitute a Division of Allied Health Professions at the Health Resources
and Services Administration. Make allied health programs a greater priority
and more visible within the federal bureaucracy to facilitate greater awareness
about the nations allied health shortages, opportunities, and funding needs. (The
administrations FY 2006 and FY 2007 budget requests included no funding for the
allied health professions, resulting in a 51% drop in funding for both years.)

What can state legislatures do?

Ensure that state regulations and laws recognize the single scope of
practice that exists for all RNs. For more than 50 years, associate degree RNs
have demonstrated their value as well-educated professional nurses by passing the
RN licensure exam at the same or a better rate than have their bachelors-degree
counterparts and by ably demonstrating the same professional competencies.
Provide state funding to community colleges to increase the number of
graduates by expanding health program capacity and reducing attrition
rates. State support constitutes a significantly higher percentage of community
college budgets than it does the budgets of four-year institutions. Community
colleges are turning qualified students away from health
professions programs, a trend likely to continue as tuitions
increase at four-year institutions, shortages of faculty grow,
and the nations demand increases.

What can hospitals and other health-

care providers do?
Provide faculty to teach in classroom and clinical
settings, clinical sites, and resources to community
college nursing and allied health programs. In addition
to faculty shortages, community colleges most frequently
cite a lack of clinical education facilities and preceptors
(clinical faculty) as barriers to increasing nursing and allied
health program enrollments.
Recognize the value of associate degree RNs. Provide
equal opportunities and compensation to associate and
bachelors degree RNs.
Encourage associate degree RNs who elect to
continue their education to enroll in RN to MSN
programs. Nursing programs cannot educate the RNs
that hospitals need without an increase in the number of
faculty. Hospitals can encourage and enable associate degree
RNs to achieve graduate-level education through RN to
MSN programs.
Partner with community colleges to secure federal
funding. Congress has provided federal support to enable
colleges to partner with health-care providers to increase
numbers of health-care professionals.
Share board representation: Serve on community
college boards and ensure that community college
representatives serve on hospital boards. By working
together, community colleges, hospitals, and health-care
organizations can develop pragmatic community solutions.
Recruit high school students and others into health-
care careers. Collaborate with community colleges to
increase awareness in secondary schools of the nursing and
allied health professions.
