1) Policy a) In order to ensure that the Young Democrats of South Carolina is open and accessible to all who wish to associate with it in good faith and in order to insure that all Young Democrats will have a full, meaningful, and timely opportunity to participate, the Young Democrats subscribe to the Democratic National Committee's five elements of openness: i) All public meetings at all levels of the Young Democrats of South Carolina shall be open to all members of the Democratic Party regardless of race, sex, age, color, creed, national origin, religion, ethnic identity, sexual orientation, gender identity, economic, or physical disability hereinafter referred to as status. ii) No test for membership in or oath of loyalty to the Young Democrats of South Carolina shall be required or used which has the effect of requiring prospective or current members of the Young Democrats. iii) The time and place for all public meetings of the Young Democrats of South Carolina at all levels shall be publicized fully and in such a manner as to assure timely notice to all interested persons. iv) The Young Democrats of South Carolina at all levels shall support the broadest possible registration without discrimination on grounds of status. v) Special attention shall be directed at publicizing the delegate selection process in the state. Such publicity shall include information on eligibility to vote and how to become a candidate for delegate, the time and location of each stage of the delegate selection process.
2) Procedures for Qualifying for Delegates and Alternates to the National
Convention a) Delegates must be a member in good standing with the Young Democrats of South Carolina. Any delegate or alternate to the State Convention who has met the requirements of this plan may place his/her name in nomination for a position as a delegate or alternate to the National Convention by following the filing process outlined in this plan, with the understanding that, delegates must be younger then the age of 36 by the first day of convention; August 9, 2017. b) Delegates must submit their written letter of intent to the Young Democrats of South Carolina, addressed to the Executive Board by email at secretary@youngdemssc.org or by mail to the South Carolina Democratic Party headquarters in Columbia by June 30, 2017 to be considered. c) Delegates must be present for the entire election process and must attend at least one training for every day they are at the convention. d) The Young Democrats of South Carolina will attempt to meet or exceed the diversity goals established by the YDA Diversity Committee. The goals are as follows: Female: 50% of total delegation, eleven (11) delegates in 2017; African American: 35% of total delegation, eight (8) delegates; Hispanic/Latino: 5% of total delegation, one (1) delegate; Asian/Pacific Islander: 3% of total delegation, one (1) delegate; LGBT: 10% of total delegation, two (2) delegates; Disability: 5% of total delegation, one (1) delegate. e) All members of the Young Democrats of South Carolina Executive Board shall automatically be selected to serve as a delegate to the National Convention. f) Alternates will be responsible for the responsibilities of a delegate should a delegate be unable to attend the National Convention. g) The Executive Board of Young Democrats of South Carolina will appoint the voting delegates and alternates based upon this plan.
