Overview
What Is the GHLO Collaborative?
The Global Health Learning Opportunities (GHLO) Collaborative (pronounced glow) is an innovative
international program composed of two major components: the GHLO Application Service, which
facilitates mobility for emerging health professionals, and GHLO Connect, which provides opportunities
for faculty and institutional engagement. Collaborators are faculties and schools of medicine, hospitals,
and nonprofit organizations committed to context-based transformational learning.

Mission: To provide a global network that facilitates educational mobility for health
professionals.

The GHLO Collaborative has accepted more than 100 institutions, some of which are participating in a
role as Home (sending their students abroad), some as a role of Host (accepting incoming students), and
many as both Home and Host.

Click here to see the most updated list of GHLO collaborating institutions.

What Is the Association of American Medical Colleges (AAMC)?

The GHLO Collaborative is a program of the AAMCa not-for-profit association representing all 145
accredited U.S. and 17 accredited Canadian medical schools; nearly 400 major teaching hospitals and
health systems, including 51 Department of Veterans Affairs medical centers; and 90 academic and
scientific societies. Through these member institutions, the AAMC represents 128,000 faculty
members, 83,000 medical students, and 110,000 resident physicians.

The AAMC strengthens the worlds most advanced medical care through programs and services that
support the entire spectrum of education, research, and patient care activities conducted by member
institutions. Along with our member institutions, we are dedicated to the communities we serve and
steadfast in our desire to earn and keep the publics trust for the role we play in improving the nations
health. Learn more about the AAMCs mission, vision, and goals at aamc.org.

7
The GHLO Collaborative Student Handbook 2016
Mission: The AAMC serves and leads the academic medicine community to improve the health of
all.
Vision: The AAMC and its members envision an educational continuum that produces the
medical workforce for todays and tomorrows health needs; a health care system that is high
quality, safe, equitable, and affordable; and a national commitment to discover new knowledge
that continually improves health. To achieve this vision, the AAMC and its member medical
schools and teaching hospitals must be integral to the efforts to improve the nations health care
system. With a unique role in educating and training tomorrows doctors and other health
professionals, a track record of innovation, and the ability to discover, disseminate, and evaluate
new scientific knowledge, the academic medicine community can lead the changes that will
improve our nations health.

Some Definitions
Student Browser: Students may be given browser access to the GHLO Application Service, which
allows them to log on and search and save electives, but not to apply to any.

Student Applicant: Applicants are able to log in and search and apply to electives abroad through the
GHLO Application Service.

Home Institution: The Home institution is the institution from which students will receive their
eventual professional degree.

Host Institution: The Host institution is the institution that receives the student for the international
elective.

Home Administrator: Home administrators are faculty or staff members officially designated to assist
students with the GHLO application process. They determine whether access will be given to a student
as a browser or an applicant, review and release all applications to the Host institution, and verify
information about the student by completing the Home Institution Verification Statements.

Host Administrator: Host administrators are faculty or staff members officially designated to
determine which electives will be offered, set elective requirements and monitor elective offerings in
the GHLO Application Service, and ensure that an evaluation of the student is sent to the Home
institution once an elective has been completed. The Host administrator reviews the applications and
makes the decision to accept, deny, or offer an alternative date or elective to the student (Appendix B).
Note: Neither individual students nor student organizations are permitted to serve as Home or Host administrators
at their respective institutions.

The GHLO Collaborative Student Handbook 2016

Student Responsibilities
As a student using the GHLO Application Service, you must comply with the requirements and
performance expectations of both your Home and Host institutions. Remember that you are
representing both your Home institution and the GHLO program when you are applying to, and
attending, GHLO participating institutions. Please refer to the Student Participation Agreement (SPA),
which outlines your responsibilities and GHLO policies.

Student Conduct
Once you are on-site at the Host institution, you are responsible for following all the guidelines and
conduct rules that apply to students and visitors attending that institution. An institution may require
you to complete a student conduct acknowledgment form either during the application process or upon
arrival. Please consult with the administrators of the programs you are applying to about their
institutions specific rules and regulations for visiting students.

You should expect to submit certain documents at different phases in the application process. The
documents that are needed to make an academic decision about your application will be requested in
the Pre-Decision Phase.

In the Pre-Decision Phase of each of your applications, the Home administrator is also responsible for
providing a completed Home School Verification Statement as the last element of your application.
Without this, your application is incomplete and will not be released to the Host institution.

Once the Host institution has conditionally accepted your application, you will need to complete
requirements in the Post-Decision Phase. If you do not complete your post-decision requirements, the
Host institution may decide to deny your application. The completion of these requirements is essential
to confirm your acceptance to the elective and need to be completed before the beginning of the
elective and, in many cases, before arriving in the Host country.

Additional information can be found on the Institutional Profile and Elective Information page. See the
example below.

Participation Agreement can be found in Appendix E.

Payment Submission and Completing Your Application

We recommend that after completing the Student Participation Agreement, you complete all other
required documents as soon as possible before you submit payment. Once all other required documents
are complete, we strongly recommend that you conduct a search on the elective of interest to confirm it
is still available and accepting applications. When you have confirmation that the that elective you are
applying to is still available and accepting applications, submit payment by selecting the GHLO
Application Payment link, which will lead you to the PayPal portal.

26

You will then see this screen:

Immediately after you submit payment, you will need to refresh your elective application screen. If you
have refreshed your screen and the check box next to the GHLO Application Payment does not
appear, log out and sign back in. Do not resubmit payment.

Payment submission is the final step of your application. When you submit your application to your
Home administrator, he or she will review and endorse your application by completing the final Pre-
Decision Phase document and the Home School Verification Statement. Your application will then be
sent to the Host administrator for an academic decision.

27
The GHLO Collaborative Student Handbook 2016

Acceptance or Denial of Your Elective Application

When an academic decision has been made on your elective application, you will be notified in the
GHLO Application Service or email via a decision letter. The decision letter is visible only after the
decision date for the elective you have applied to has past.

Committing to an Elective or Declining the Offer

If a Host institution accepts your application for an elective, this is considered a conditional
acceptance. You will have a limited number of days to either commit to the elective or decline the
offer.

While you will receive reminders from the GHLO Application Service to respond to your elective offers,
you alone are responsible for responding in a timely manner to an offer. Offers will expire at the end of
the offer expiration period, and you will not be able to revive expired offers.

Post-Decision Phase
Final acceptance to the elective depends on your completing the post-decision requirements. Some
post-decision documents may include visa information, on-line orientation, and pre-arrival documents
and may need to be submitted well in advance of your arrival at the Host site.

28
The GHLO Collaborative Student Handbook 2016
The GHLO Student Pre-Departure Acknowledgment is a universal post-decision requirement for all
applications and must be completed before you leave for your elective.

Pre-Departure Checklist*
I have a valid passport for at least six months after the elective completion date.
I have confirmed and obtained the required travel documents for this elective.

Know Before You Go
Having a positive international learning experience depends largely on being well-prepared, open, and
flexible. Before you embark on your travels, please review GHLOs very important pre-departure
reminders as well as resources available on the GHLO website. These free, easily accessible resources
will help prepare you for your international experience.

Tools and Resources

Various tools and resources are available via the GHLO website to students attending GHLO participating
institutions. Such resources include:

Health and Safety

Travel Aides

Housing Accommodations
Housing is one of the most important aspects of traveling abroad, and GHLO strongly recommends that
arrangements be made well in advance of your arrival at the Host institution.

Although some Host institutions provide housing, they are not obligated to do so. If housing is not
provided, the Host administrator may be able to provide guidance on housing options. Once accepted
into an elective, consult immediately with the Host administrator and with GHLO housing resources on
the Web. Reach out to student clubs and organizations to see what advice and guidance they can
provide.

Health and Safety

Ensuring your health and safety while abroad is essential for your international experience. For general
information on health and safety, see the resources available through the AAMC GHLO website as well
as other public sites. For more specific health and safety information, contact the Host administrator,

Ethics

Ethical tensions and dilemmas may be present during an elective outside your home country. They may
arise as a result of power dynamics, resource issues, or cultural, religious, gender, or other norms.
Working through the ethical encounters with those from the Host culture and Host site is critical.
Remember that ethical standards vary in different contexts such as cultural, urban/rural, or resource
availability.

One example of an ethical situation you may encounter is being asked to perform patient care for which
you were not trained or you feel uncomfortable performing. This is an example of professional ethics at
play. As a GHLO student, please remember that you are not expected to perform duties that are outside
the scope of your prior training. You should communicate any discomfort you may feel in performing
such tasks to your supervising staff.

Safety, Risk Assessment, and Risk Management

Each institution is responsible for managing its own safety and risk assessments. The placement of a
student in a GHLO elective is solely determined by the Home and Host institutions. GHLO staff provide
assistance and facilitate access to safety and risk information, as appropriate.

Students Role
When planning to travel abroad, you need to maintain a high level of vigilance, take appropriate steps
to enhance your personal safety, and follow instructions issued by your Home and Host institutions.
You should also be aware of what your home country recommends for safe travel in your host
country.

One way to prepare yourself is to find the international access codes for calling your home country
from abroad. These are available here: www.countrycallingcodes.com/index.php.

The international access code, a contact at both the Home and Host institutions, an
emergency contact number, and the local embassy or consulate number should be written on a
wallet-size card. You are advised to carry the card with you at all times while traveling abroad. You
can also enter this information into your mobile phone, if you can use your phone while abroad.

If at any time you feel unsafe, you should first discuss the situation with someone at your local Host
institution. If the issue is not resolved to your level of comfort, you should immediately contact your
Home institution for assistance. It is also very important that you honestly report any incidents in
GHLOs post-elective evaluation so that we are aware of the situation and can follow up with the Host
institution.

Home Institutions Role

It is essential that students applying for an elective be carefully evaluated by their Home institutions
not only on academic preparedness, but also on their anticipated ability to function well in a new
environment where risks of any kind may arise. Additionally, each Home institution must adhere to its
own travel policies and consider national travel warnings. It is the responsibility of Home
administrators to be aware of these policies and communicate them to their students. It is the Home

33
The GHLO Collaborative Student Handbook 2016
institutions responsibility not to release any applications to Host institutions from students it does
not deem fit for placement.

Home institutions should have their students emergency contacts on file, should know a point of
contact at the Host institution in case of an emergency, and may contact GHLO staff if assistance is
needed in reaching the Host institution or the student.

Host Institutions Role

It is the responsibility of the Host institution to continually monitor the safety of its visiting students.
While students may prepare generally for living in a new country, they cannot possibly become
familiar with safety tips for each specific locale. Therefore, it is essential that either students or
administrators at the Host site provide pre-arrival information and on-site orientation soon after
arrival, including how to contact the local police or authorities in case of an emergency. Students
should be provided with names and contact information of Host institution administrators.

If a natural disaster or political unrest occurs at the Host location, the Host institution is responsible
for communicating to the Home institution accurate, timely information about the risk and the action
plan for ensuring the visiting students safety. Host institutions should have the emergency contact
information of the students participating in the elective.

During emergencies, the AAMC asks the Host institution to inform the GHLO staff of developing
situations. The GHLO Team may provide emergency assistance, as appropriate.

GHLO Staffs Role

The AAMC will provide operational and technical assistance to Home and Host institutions and
students, including access to safety and risk information. For example, the GHLO Team will help a
Host institution close its electives and notify applicants and Home institutions of the suspension of
the Host institutions hosting capability.

34
The GHLO Collaborative Student Handbook 2016
In the case of an emergency, if a student is unable to reach the emergency contacts, the GHLO Team
may, in consultation with Host administrators, help inform emergency contacts of the students
current situation.

Student Survey of Elective Experience

Once you have completed an elective through the GHLO program, we would like you to complete a
program evaluation about your experience. Your feedback is valuable in our efforts to continuously
improve the GHLO program, and we may share your responses with others who are considering
participating in the GHLO Collaborative or a GHLO elective. We would also like to share some of your
feedback with Home and Host institutions, although, you may chose to remain anonymous to these

GHLOs Social Media and Communication Tools

Role of Student Organizations and Clubs

GHLO welcomes and openly engages with student organizations and clubs. Many of them serve as a
point of contact for students at their institution. They hold informational seminars and may help
connect returning students with those considering going abroad. In addition, students often welcome
visiting international students and help them with airport pickups, finding housing, and getting oriented
to the new setting and culture.

GHLO FAQs

Now that my institution has joined GHLO, when can

students apply?
Students from GHLO institutions can search and apply for electives as soon as
their institution has completed all the requirements to be a GHLO
collaborator. At that time, your institution will be listed on the AAMC GHLO website. You will need to
speak with the GHLO Home administrator at your institution to gain access to the GHLO Application
Service.

In what year of study can medical students participate in GHLO?

GHLO is currently available to students who have completed all public health or clinical science courses
and rotations. This is usually toward the final year of study, but it can vary from institution to institution.
Check with your own medical school to see whether it has other restrictions on when you can
participate.

What are the selection criteria for student rotations abroad?

Medical and public health students who have completed all required courses and are given access to the
service by their Home institution are eligible to participate. However, each elective rotation has its own
requirements. For example, some institutions require fluency in a language, while others require the
completion of specific courses. All requirements, such as proof of insurance and immunizations, will be
stated in the GHLO Application Service.

How much do students have to pay?

The GHLO Application Service charges $45 (U.S.) for each application submitted for Home institution
review. Host institutions determine their own application processing and tuition charges, which are
clearly stated in the GHLO Application Service. Host institutions are required to provide a total
estimated cost of attendance for one-month rotations so students have adequate cost information as
they make their elective selection.

39
The GHLO Collaborative Student Handbook 2016

What are the benefits for a student applying to an elective through GHLO? Why
cant I just apply to the same elective directly through the website of the
hosting institution?
Institutions that receive student applications through the GHLO network are assured that the applicants
are in good academic standing at their Home institutions and that the Home institutions endorse their
applications. Furthermore, when students apply from a GHLO institution, they can be assured that both
parties have agreed to the GHLO Collaborative Participation Agreement terms and conditions, which
require that applications be acted upon in a timely manner. Many students applying as international
visiting students whose institutions do not participate in GHLO report needing to send numerous emails
and having to make phone calls to follow up on their applications.

Does applying through GHLO give me a better chance of being accepted than
applying directly to the Host institution?
Most likely, yes. When you apply to an institution through the GHLO Application Service, you transmit
your documents electronically through one portal. It is likely that you will have fewer documents to
submit to the Host institution for an academic decision than if you apply directly. In most cases, applying
through the GHLO Application Service helps move consideration of your application by the Host ahead
of unaffiliated international visiting students. Additionally, some institutions limit international visiting
students to those from partner institutions and from the GHLO Collaborative.

Does a GHLO institution dedicate a fixed number of its electives to the GHLO
Collaborative?
Institutions annually commit to offer a minimum number of electives through the GHLO Application
Service. This number varies from one institution to another. Some institutions create a GHLO-specific
elective to which only GHLO students can apply.

Do GHLO institutions require fewer documents of GHLO applicants than of non-

GHLO applicants?

40
The GHLO Collaborative Student Handbook 2016
Generally, yes. Standard GHLO application requirements and GHLO Home institution verifications
streamline the application process. Furthermore, because GHLO divides the application process into
phases, a GHLO applicant will often have fewer documents to submit to the Host institution for an initial
acceptance. After acceptance, other documents may be required of applicants.

Does paying the GHLO application fee guarantee my placement?

No. You are paying a GHLO application fee to submit an application via the GHLO Application Service.
There is no guarantee of acceptance because every Host institution must evaluate each application on
its merits. Furthermore, availability at the Host institution is not guaranteed and is at the Hosts
discretion. Students do not need to pay the GHLO application fee to access resources or to browse
opportunities in the Application Service.

Am I eligible for a refund of my application fees if an elective becomes

unavailable?
No. The GHLO application fee is nonrefundable. Fees will not be returned to students who submit an
incomplete application or apply to electives that become unavailable. As the applicant, it is your
responsibility to complete all documents before you submit your application fee. Once you have paid
the required application fee, your Home institution will evaluate your application. If your Home
institution endorses your application, your application will be released to the potential Host institutions
to which you have applied.

Will I receive credit for the successful completion of my GHLO elective?

Home institutions may grant credit to students who have successfully completed a GHLO elective. Please
consult with your Home administrator because each Home institution has different credit and
curriculum requirements.

Does GHLO offer any scholarships?

Scholarship opportunities are not yet available through the GHLO program. However, your Home or
Host institution may have information for you about financial assistance for experiences abroad.

GHLO applicants, participants, or alumni for the purpose of surveying them on issues that are important
to medical education. We do this infrequently, and only by notifying the person by email of the
opportunities to participate in such research. We do not provide the email addresses of GHLO
applicants, participants, or alumni directly to these researchers.
