TO Honorable Members of the Dallas City Council
SUBJECT Revised City Council Committees

To better align our policy direction with the organizational structure, strategic goals and operations
laid out by City Manager T.C. Broadnax and his staff, I believe we need to revise our City Council
committees. As such, I am proposing that we amend Section 9.1 of our City Council Rules of
Procedure as outlined in the attached resolution. This item will be placed on the June 28 City
Council meeting addendum. The proposed committees are:

(1) Economic Development and Housing Committee


(2) Government Performance and Financial Management Committee
(3) Quality of Life, Arts and Culture Committee
(4) Public Safety and Criminal Justice Committee
(5) Mobility Solutions, Infrastructure and Sustainability Committee
(6) Human and Social Needs Committee

The item on next weeks agenda will only address the titles of the various committees. However,
for your background, I anticipate the subject areas of each of these committees to include, but not
necessarily be limited to, the following departments and topics:

Human and Social Needs Committee Office of Homeless Services, Welcoming Communities
and Immigrant Affairs, community centers, senior affairs, poverty, education, domestic violence,
LGBT, job training

Pending approval of the committee revisions, we will vote on August 2 to amend the committee
meeting schedule.

I am continuing to visit with City Council members to assess your interests and plan to release 2017-
19 committee assignments by mid-July.

WHEREAS, the city council seeks to amend the city councils standing committees to
align with the city managers organizational structure, strategic goals, and operations;
Now, Therefore,

BE IT RESOLVED BY THE DALLAS CITY COUNCIL:

Section 1. That Subsection (a) of Section 9.1, Committees Established, of the City
Council Rules of Procedure, is amended as follows:

(a) The following standing committees of the city council are established:

(1) Economic development and housing committee.

(2) Government performance and financial management


[Budget, finance, and audit] committee.

(3) Quality of life, arts, and culture [and environment] committee.

(4) Public safety and criminal justice committee.

(5) Mobility solutions, infrastructure, and sustainability


[Transportation and Trinity River project] committee.

(6) Human and social needs [Housing] committee.

[(7) Arts, culture, and libraries committee.]

Section 2. That the City Council Rules of Procedure, as amended, will remain in full
force and effect, save and except as amended by this resolution.

Section 3. That this resolution will take effect immediately from and after its passage in
accordance with the provisions of the Dallas City Charter, and it is accordingly so
resolved.
