It was a steam rail spectacular
throughout Moorabool, even if the wait
was two and a half hours for a two and a
half second glimpse.
Three VR passenger locomotives, D3
639, A2 986 and an R761 climbed the

Hundreds of people lined the route last
Saturday to catch a rare glimpse of these
steam locomotives, with photographers
clicking with glee.
A spokesperson on the Steamrail
Victoria facebook page said it takes a lot
of man hours and many thousands of

The delay, which had keen onlookers
waiting for a number of extra hours, was
caused by a late departure at Southern
Cross, then a fire box had to be dropped
train up for quite some time.
But the volunteers worked hard to get
it back on track and rolling again.
In 1965 the Steam Preservation
Coordinating Committee was formed
and 50 years on they are still able to
operate these specials, a testament to
those who had the vision and sheer
determination in the early days of
preservation.
This event is a celebration of not just
the trains but the passionate people who
have contributed to the success over
those 50 years.
The Moorabool communities hope they
continue to capture the imagination of
many for the next 50 years.

Property valuations for rates are set
to become annual and the increasing
cost to council might be a cash-grab
by the State government.
For more than a century, local
councils have been responsible for
the land valuations required as part
of charging rates to property owners.
Councils have recently been allowed
to opt-in to a system where the Valuer
General takes over all valuation
requirements; but a new bill currently
before state parliament will mean that
the Valuer General will take over all
valuations for all councils, and that
instead of being conducted every two
years, they will be conducted every
year.
A report on the issue, tabled at the
June 7 council meeting, noted that
there are significant unknowns
about the proposed reforms and
the local government sector and the
MAV are currently in the process of
better understanding the detail of the
suggested changes and the potential
implication for councils.
At a glance, there are a number
of potential issues that arise from
the proposal including significant
cost issues relating to the costs of
conducting more frequent valuations,
issues surrounding the management
of supplementary valuations, legal
issues surrounding the standing of
existing valuation contracts and a
myriad of other issues that are yet

report reads.
The report went on to raise more
questions.
The proposed changes are quite
fundamental to local government
at a number of levels, why has there
been no consultation or stakeholder
engagement? What is the impact as to
cost in moving to annual as opposed
to the current bi-annual valuations?
Based on the increased frequency of
valuations, Moorabool could expect a
potential doubling of the current cost
burden to future budgets.
Moorabool signed a new valuations
contract just before the changes were
floated, and the cost of redundancies
for in-house valuations staff is unclear.
Member for Buninyong Geoff
Howard said that centralising
property valuations under the
management of the Valuer General
is expected to improve the efficiency,
consistency and transparency of
property valuations in Victoria, with
18 councils already opting in to using
the Valuer General valuation model.
I understand that Moorabool Shire
doesnt employ in-house valuers and
that this work is currently contracted
out by council, Mr Howard said.
All other states and territories have
a centralised statutory Valuation
Authority responsible for delivering
property valuations and its time for
Victoria to operate under the same
model.

working closely with the Municipal
Association of Victoria on
implementing this reform.
But member for Western Victoria
Simon Ramsay said the proposal
simply looks like another way for the
Andrews Government to make more
money more often because of the
centralisation of the data collection.
What this means is that it will cost
Councils more - they will have to pay
for the work to be done and because
they will not own the data they will
have to pay for that too, said Mr
Ramsay.
Some councils are indicating the
valuation process changes could cost
them up to $300,000 a year. Councils
will need to find ways to pay for this.
However, annual valuations will
also mean higher property values
and ratepayers paying higher rates
councils will pocket this.

Tatchell shot down that theory.
Ramsay doesnt understand the
rate system; rate capping makes
sure Councils dont pocket from a
valuation increase. Cr Tatchell said.
Either way, the council report on the
issue is damning.
Unfortunately for local government
and ratepayers, there will be very little
upside to the proposed changes. The
vast majority of consequences will be
negative for both local government
and ratepayers, the report read.

Putting it all into perspective
With Central Ward Councillor Paul Tatchell having already
announced that he will not seek re-election because he wants
to give others the chance to lead, he is keeping his promise to
not hold back on commenting in his final term.
The rates system, it seems, is certainly not exempt from the
firing line.
Whilst I am not sure if it is ironic, moronic or possibly both; its
probably time to lift the obvious illusion that rates are actually
rates; lets call it for what it is, a bloody tax, Cr Tatchell said.
The Geoff Howards, the Natalie Hutchins, of this world can
continue to trade off the rate capping headline as all warm and
caring, never having to tell the real story; knowing full well that
property owners in the peri-urban regions are hardest hit by
the city-centric policy making of the troglodytes.
Its a bit rich the conservatives crying foul on the differential
rating system; they were given ample opportunity to balance
the ledger and put in place a sensible re-set policy; lets face
it the bush has been squeezed harder than the butt cheeks on
an elephant with dysentery.
The maths is simple, even for the deluded pin-stripes of
Spring Street; 30 per cent of the people live outside the city of
gold, but only three per cent is returned to the long-suffering
tax-paying rural sector.
Now with the wisdom of one flying directly over the cuckoos
nest, our fearless leaders want to put a $300k impost on the
rate payers to annually value the rural castles of the great
unwashed, topping up their coffers through land tax; seriously
these people have the fiscal credibility of Scrooge Mc Duck,
and they want more. The system isnt just broken, its rotten to
the core, Cr Tatchell said.
The rural sector cant keep up with the economic lunacy,
something has to give; Fire levies, land taxes, road tolls, rates,
insurance levies, water levies GST, living taxes, dying taxes, if
we keep going the way we are going, the mortgage will be the
cheapest debt we have; And they still cant balance the book.

ceremony.

I am not impressed by Mr Strangios
(Letter to Editor MN 13 June) crocodile
tears regarding the desecration of the
quality of life of residents of Bacchus

town. As I suffer the noise of B-double
trucks, at all hours, screaming down our
residential road, with air brakes in full
throttle I am reminded with deep regret
of Mr Strangios relentless opposition to
the original, RSL approved Woolpack
Road solution. The trees along the
avenue are being replaced all the time.
Right now, around 50 of them are young
replacements of the originals.

memorial roundabout commemorating

would have been a fitting reminder of
those servicemen who held the welfare

routes. The people of our town and their
children have a right to live in safety and
peace. This right is more sacred than
trees, however much we all cherish the

Gorge scene of rescue Police Rounds

A man has been rescued
from the Werribee Gorge
State Park after he injured his
ankle while rock climbing.
Bacchus Marsh SES vol-
unteers responded to assist

at around 1pm on Sunday,
June 18.

who was located at Falcons

Paramedics also made the
hike in to the patient who
was suffering from an in-
jured ankle, he said.
Additional crews made ac-
cess to the isolated area by
4WD and Ambulance crews
requested an air ambulance
to undertake a winch out
due to the isolated and steep
terrain in the area.
Mr Robson said Air Am-
bulance crews promptly at-
tended and lowered a para-
medic to the base of the cliff
face.

The area was bustling with

ily homes were also seen in
Shepparton (six per cent),
Horsham (5.9 per cent) and
Hamilton (5.7 per cent).
While a high yield allows
investors to service their
loan, it is no guarantee that

area will continue to do

Ballan took on Carngham/
Linton at home and follow-
ing their high profile match
the week before Carngham
came back to earth with a
thud. The first quarter was
a scrappy session with the
Blues gaining a one goal lead
but from then on the Blues
took compete control of the
match. Ash Mullane was in-
strumental up back and set
the stage for numerous goals
and Jake Wilkie ran his op-
ponent ragged up forward.
As the game progressed the
Blues confidence grew and
in the third quarter their
lead grew to eight goals and
they maintained that to the
end. Zac Boland had a great
game and Dan Christie also
lead the way in the ruck and
in the tall man department.
Jack Connor also made a
good impression this time
around. The Blues now have
a week off (bye) before tak-
ing on Clunes away and
this is also a very winnable
