The COC 3 consists of competencies that a person must achieve to develop design
studies, develop designs for product packaging, design booth and product/window display.
A person who has achieved this Cluster of Competencies is competent in Visual Graphic
Design and shall be awarded Certificates of Competency in Visual Graphic Design NC III.
The Units of Competency comprising ths Cluster include the following:

for Visual Graphic Design NC III
TRAINING DELIVERY
The delivery of training should adhere to the design of the curriculum. Delivery should
be guided by the principles of competency-based training.
a) Course outline is based on competency standards/training regulations;
b) Training delivery is learner-centered and should accommodate individualized and
self-paced learning strategies;
c) Training can be done on an actual workplace setting or on a simulated workplace;
d) Assessment is based in the collection of evidence of the performance of work;
e) Assessment of competency takes the trainees knowledge and attitude into account
but requires evidence of actual performance of the competency as the primary
source of evidence;
f) Training program allows for recognition of prior learning (RPL) or current
competencies; and
g) Training completion is based on satisfactory performance of all specified
competencies indicated in the progress chart.
The quantity of tools and equipment to be used for the conduct of training for this
qualification shall depend on the number of students, size of the class, and/or modality of
training. The most important consideration is to make sure that tools and equipment are
adequately provided to all trainees when needed. The actual list of tools, equipment,
machines, supplies and other materials to be used shall be identified and detailed in the
Competency Based Curriculum (CBC) to be submitted by the TVET provider when
registering a course or training program with TESDA.
Due to the fast-changing nature of the Information and Communications Technology (ICT)
sector, TVET providers are reminded to use and provide their trainees with the latest
technology tools, equipment and materials where appropriate and applicable.
In cases where there are specialized tools, equipment and facilities that are not generally
considered standard requirements or not absolute requisites for training, the industry
working group or TESDA may provide guidelines or specific advice on such matters.
TRAINERS QUALIFICATIONS
Trainers shall be required to be certified to the National Certificate for which qualification they
will train. TESDA shall provide an online training on Plan Training Session and Facilitate
Learning Sessions to the potential trainers.1
Minimum requirements:
Holder of a National Certificate in the Qualification s/he will teach; and
Has completed the following units of Trainers Methodology Level I:
i. Plan Training Sessions;
Identifying learners training requirements
Prepare session plan
Prepare instructional materials
Prepare assessment instruments (Institutional)
Organize learning and teaching resources ;and
ii. Facilitate Learning Sessions
Prepare training facilities /resources
Conduct pre-assessment
Facilitate training session
Conduct competency assessment
Review delivery of training session

LEADING TO
MODULE DESCRIPTOR : This module covers the skills, attitude and knowledge in reception
and interpretation of design brief, generate and assess ideas,
conduct research, select media materials, apply visual design and
techniques and evaluate design
Upon completion of this module, the trained student must be able to:

1. Range of visual design and communication ideas are responded based on the design
brief and creative solutions to all design issues are generated
2. Visual design and communication ideas are discussed and collaborated, as required, with
relevant personnel to ensure contribution of a range of ideas and creative solutions to
the initial concept
3. Creative ideas and solutions are continuously reflected on and assessed for implications
on budget, timeline, technical feasibility and suitability to meet the brief

identified media are researched and selected based on the design brief
2. Characteristics and differences of digital imaging and traditional imaging are explored
and compared for appropriate selections and used
3. The range of delivery platforms for the identified media are researched and compared
based on the design brief
4. Range of typographical and visual elements to be used in the development of the media
are explored and selected
5. Relationship between the visual components and the hardware required is identified and
applied
6. Organized research media and findings for use by all relevant personnel throughout the

1. Range of visual design and communication techniques available are identified and
presented to the relevant personnel for the consideration of their ability to meet the
creative, technical and production brief
2. Appropriate visual design and communication techniques are selected to fulfill the
creative, technical, and production requirements of the brief
3. Relevant materials and media are gathered based on their compatibility to the creative
and technical specifications of the selected media
4. Relevant personnel is consulted to ensure that all required media is identified and
sourced and ensuring that selection is based on the understanding of the user
