Africa Group for Justice and Accountability and Wayamo Foundation to host
International Symposium Changing the Narrative From Withdrawal to
Constructive Engagement

The Africa Group for Justice and Accountability (AGJA) and the Wayamo Foundation, with the financial support of the FORD
Foundation, is to play host to an international symposium on International Criminal Justice, at the Terrou-Bi Hotel in Dakar from 7
to 8 July 2017.

The event will bring together international criminal justice experts, human rights advocates, academics and practitioners to
discuss a range of issues around the theme of, Changing the Narrative From Withdrawal to Constructive Engagement.

The symposium will be opened by Hassan Bubacar Jallow, Chief Justice of The Gambia and Chair of the Africa Group for Justice
and Accountability, Aminata Tour, Special Envoy of the President and former Prime Minister of Senegal, and Bettina Ambach,
Director of the Wayamo Foundation.

Some of the critical topics to be discussed over the two days will include: moving the Africa-ICC relationship; the ICC-UN Security
Council relationship; the question of Head of State Immunity; AU-ICC engagement, possible reforms to improve the ICC; progress
and obstacles in the investigation and prosecution of sexual violence crimes; complementarity in practice, the re-emergence of
hybrid courts, and finding a balance between peace and justice.

The event will also feature a conversation with Ambassador Christian Wenaweser, Permanent Representative of Liechtenstein to
the United Nations on The Road Ahead- The activation of ICC jurisdiction over the crime of aggression.

Guest speakers and panellists will include: AGJA members, Richard Goldstone, Navi Pillay, Tiyanjana Maluwa, Femi Falana,
Catherine Samba-Panza, Mohamed Chande Othman, Abdul Tejan-Cole and Fatiha Serour; Toussaint Muntazini, Chief Prosecutor
of the Special Criminal Court in Bangui, Central African Republic; Bill Pace, Convenor, Coalition for the ICC (CICC); Didier Preira,
Former Deputy Registrar at the International Criminal Court; Philipp Ambach, Chief of the Victims Participation and Reparations
Section, International Criminal Court (ICC); Sofia Candeias, United Nations Team of Experts on the Rule of Law/Sexual Violence in
Conflict; Stephen Lamony, Senior Advocate for Africa, Amnesty International; Elena Baylis, Associate Professor, University of
Pittsburgh School of Law; Kirsten Ainley, London School of Economics; Stephen Rapp, former United States Ambassador-at-Large
for War Crimes Issues; Alfred Kwende, Former Chief of investigations, ICTR; Fidelma Donlon, Registrar of the Kosovo Specialist
Chambers; Gberdao Gustave Kam, Former President of the Extraordinary African Chambers in Senegal; Mback Fall, Former Chief
Prosecutor of the Extraordinary African Chambers in Senegal; Allan Ngari, Institute for Security Studies, Pretoria; and Christopher
Mahony, Research Fellow at the Centre for International Law Research and Policy.

This will be the fourth major event in the ongoing series of African International Criminal Justice initiatives led by the Africa Group for Justice and
Accountability. It follows highly successful engagements in Cape Town, South Africa, The Hague, The Netherlands and Arusha, Tanzania. About
100 human rights activists, experts on international criminal law and civil society organizations from across Africa and other parts of the world
are expected to be in attendance.

Background

The Wayamo Foundation is an independent, non-profit organisation established to strengthen the rule of law, promote international
criminal justice and foster transparency through informed journalism. Its main field of action is to build the capacity of national judicial
systems that address core international crimes, transnational organised crime and transitional justice mechanisms.

In November 2015, the Wayamo Foundation launched the Africa Group for Justice and Accountability, an independent group of senior
African experts on international criminal law and human rights, whose main goal is to strengthen justice and accountability measures in
Africa through domestic and regional capacity building, advice and outreach, and enhancing co-operation between Africa and the
International Criminal Court. The Wayamo Foundation is the co-ordinator of the Africa Group and acts as the groups contact point and
secretariat.

The Africa Group for Justice and Accountability was established to support efforts to strengthen justice and accountability measures in
Africa through domestic and regional capacity building, advice and outreach, and enhancing co-operation between Africa and the
International Criminal Court. It comprises senior African experts on international criminal law and human rights, including political figures,
members of international and domestic tribunals, and human rights advocates:

organisent un Symposium international intitul Changement de perception - du retrait
l'engagement constructif

Le Groupe Africain pour la Justice et la Fin de lImpunit (AGJA) et la Fondation Wayamo, avec le soutien financier de la Fondation FORD,
organisent un symposium international sur la justice pnale internationale, l'htel Terrou-Bi Dakar du 7 au 8 juillet 2017.

L'vnement rassemblera des experts de la justice pnale internationale, des dfenseurs des droits de l'homme, des universitaires et des
praticiens pour discuter d'une srie de questions autour du thme : Changement de perception - du retrait l'engagement constructif.

Le symposium sera ouvert par Hassan Bubacar Jallow, Prsident de la Cour Suprme de la Rpublique de Gambie et prsident du Groupe
Africain pour la Justice et la Fin de lImpunit, Aminata Tour, Envoy spcial du prsident de la Rpublique et ancien Premier ministre du
Sngal, et Bettina Ambach, directrice de la Fondation Wayamo.

Certains des sujets cruciaux qui seront discuts au cours des deux jours comprennent: la relation entre lAfrique et la CPI et son volution;
la relation entre la CPI et le Conseil de Scurit de lONU; la question de l'immunit des chefs d'Etats; le rapprochement entre la CPI et
lUnion Africaine, les rformes possibles de la CPI; les progrs et les obstacles dans l'enqute et la poursuite de crimes de violences
sexuelles; la mise en uvre du principe de complmentarit, la rmergence des tribunaux hybrides et la recherche d'un quilibre entre la
paix et la justice.

L'vnement comportera galement une conversation avec l'Ambassadeur Christian Wenaweser, Reprsentant Permanent du
Liechtenstein auprs des Nations Unies sur le thme suivant : La Voie suivre : lengagement de la comptence de la CPI concernant le
crime d'agression .

Pays-Bas et Arusha, en Tanzanie, qui ont eu un grand succs. Une centaine de militants des droits de l'homme, dexperts en droit pnal
international et dorganisations de la socit civile de toute l'Afrique et d'autres parties du monde sont attendus au Symposium.

Contexte

La Fondation Wayamo est un organisme indpendant but non lucratif cr pour renforcer l'tat de droit, promouvoir la justice pnale
internationale et favoriser la transparence grce au journalisme inform. Son principal domaine d'action est de renforcer les capacits des
systmes judiciaires nationaux qui traitent des crimes internationaux fondamentaux, de la criminalit transnationale organise et des
mcanismes de justice transitionnelle.

Le Groupe Africain pour la Justice et la Fin de lImpunit, est un groupe indpendant compos dexperts africains de haut niveau,
spcialiss en droit pnal international et en droits humains, notamment des personnalits politiques, des membres de tribunaux
internationaux et nationaux et des dfenseurs des droits humains. Le Groupe a t cr en novembre 2015 afin de proposer des mesures
en matire de justice et de responsabilisation en Afrique. La Fondation Wayamo coordonne le Groupe Africain et agit en tant que point de
contact et secrtariat du groupe.

Le Groupe Africain pour la Justice et la fin de lImpunit a pour mission de promouvoir la justice et le principe de la responsabilit juridique
en Afrique travers le renforcement des capacits nationales et rgionales et travers la sensibilisation. Le Groupe Africain offre son
conseil et propose de servir dintermdiaire dans des questions controverses. De plus, il promeut la coopration entre lAfrique et la Cour
pnale internationale.
