EXPLANATORY NOTES
APPLICATION FOR SINGAPORE CITIZENSHIP
ARTICLES 123 (1) AND 123(2) OF THE CONSTITUTION OF REPUBLIC OF SINGAPORE
Eligibility
This set of notes relates to citizenship application for a Singapore Permanent Resident (PR), his/her spouse and/or
unmarried children below 21 years old.
A Singapore PR may apply for Singapore citizenship if he/she is above 21 years old, and has resided continuously in
Singapore as a PR for at least 2 years at the time of citizenship application. The spouse must also be a Singapore PR
for at least 2 years, and be married for 2 years or more.
3) Please tick () box on the correct application type on the application form.
5) All information declared in the application form must be complete, accurate and verifiable. False particulars or
concealment of material facts will render you liable prosecution in court.
6) Leave the declaration portion of the application form unsigned. Signing of the declaration will be done at ICA at
the end of the interview.
7) All the required documents must be submitted together with the completed application form. Incomplete
documents may result in non-acceptance of the application.
b) In-person: You must make an appointment to submit the completed application form and supporting
documents at Citizenship Unit, Level 6, ICA Building. Go to Electronic Appointment Booking system at
https://eappointment.ica.gov.sg/ibook/index.dot to select your preferred date and time.
Photograph Requirements
10) Affix one (1) recent passport-sized coloured photograph of applicant on the completed citizenship application
form. The photograph must be:
35 mm wide by 45 mm high without border and taken within the last three months;
taken full face without headgear, unless the applicant habitually wears a headgear in accordance with
religious or racial customs. The headgear must not hide the applicant's facial features;
the facial image must be between 25 mm and 35 mm from chin to crown; and taken against plain white
background with a matt or semi-matt finish.
12) For married applicants, spouses documents must be provided even if spouse is not applying.
13) Documents not printed in the English language must be officially translated into English. Translations done by the
Embassy of the document-issuing country, or a local Notary Public are acceptable. A privately translated copy
attested by the Embassy of the document-issuing country or notarised by a local Notary Public is also acceptable.
a) Identity Card;
b) Birth Certificate, official household census list or family register (where applicable).
c) Official Marriage Certificate (if applicable);
d) Passport, or any other travel document (if any);
e) Entry Permit or Re-entry Permit;
f) Educational certificates, transcripts, vocational trade or skill certificates and Professional license,
membership certificates;
g) Latest letter of employment from current employer addressed to Commissioner, ICA, dated no more than
3 months from the date of citizenship application, stating occupation, date of commencement of
employment, basic and gross salary per month;
h) Payslips for the last 6 months;
i) Signed Authorisation Form (Appendix (SC) ) giving consent for ICA to obtain and verify financial
information provided in respect of this application with the Inland Revenue Authority of Singapore and
the Central Provident Fund Board.
j) For self-employed applicants, the latest Business Registration Certificate from Accounting & Corporate
Regulatory Authority (ACRA), latest balance sheet, profit and loss account.
k) Death or divorce certificate (Certificate of Making Interim Judgement Final/Certificate of Making Decree
Nisi Absolute) or separation deed and the custody papers for the children in respect of
applicants/spouses previous marriages (if any);
l) Deed poll or religious certificate for change of name (if any);
m) Birth Certificate(s) and Passport(s)/ travel document(s) of spouse and child/children;
n) Entry permit(s) and Identity Card(s) of spouse, and child/children (where applicable);
o) Foreign Citizenship Certificate(s) and foreign Identity Card(s), if any;
p) National Service (NS) Certificate of Service for all applicants who have completed NS;
Fees
If application is approved, an additional fee of S$70 is payable for the issuance of Singapore Citizenship
Certificate.

18) ICA collects personal information to administer immigration and registration functions in Singapore. We may
share necessary data with other Government agencies (or non-Government entities authorised to carry out specific
Government services) so as to process any applications you made or to render you a service, to serve you in the
most efficient and effective way, unless such sharing is prohibited by law.
Warning
If you knowingly and wilfully falsify or conceal a material fact or submit a false document in
relation to any application, action will be taken against you and you will be denied all immigration
facilities. In addition, you will face severe penalties provided by the law.

relating to the income or items of income, provided in respect of this application
for the grant of Singapore Citizenship with the Inland Revenue Authority of
