The Statistics Provided by Sindh Education Mangement & Information System (SEMIS)

indicates that only 9.7% Teachers with SCIENCE Background and 90.3% Teachers with
Humanities background are working in the department. This Scenario Necessitates the
employement of teachers with science background for improving student learning
outcomes in science subjects from Class 1 to Class 10.

Government of Sindh - School Education Department Recruiment Policy 2017 For


Teaching & Non Teaching Staff (Dated: 22nd May 2017)

Objectives: To Induct Various Teaching Staff At Taluka Level.


1: ECT- BPS 15 ( Early Childhood Teachers) (FEMALES ONLY)
2: JEST BPS- 14 (Junior Elementary School Teachers) For (Class 1 To 8) -
Mathematics, Physics, Chemistry, Zoology, Botany, Computer Science, English.
3: SST BPS- 16 (Secondary School Teachers) For (Class 9th and 10th) - Mathematics,
Physics, Chemistry, Biology, Computer Science, English.

4: SLT (Sindhi Language Teachers)


5: LT (Language Teachers)
6: WI (Workshop Instructor)
7: DT (Drawing Teachers)
8: PTI (Physical Training Instructors
9: MT (Music Teachers)
10: OT (Oriental Teachers)

Note:
i: Recruitment Test Will Be Conducted By Third Party Organization (IBA Sukkur, NTS,
or Any Other Testing Service)
ii: There Will Be 2% of Disabled Quota, 5% of Minorities Quota, 15% of Female Quota
In All General Posts.
iii: The Candiates Shall be required to apply on the basis of his/her Taluka Level,
subject to availability of school specific vacancy in their Taluka

FORMAT OF WRITTEN TEST FOR JESTs (For Both Male & Female)
A) Assessment of Knowledge in Revevant Subjects.
(Maths, English, General Science (Emphasis on Physics, Chemistry, Biology, Computer
Science) 70 Marks
B) Assessment of Understanding of various pedagogies, instructional planning,
assessment, learning enviornment 20 Marks.
C) Assessment of Understanding of Current Affairs / General Knowledge 10 Marks

FORMAT OF WRITTEN TEST FOR SSTs (For Both Male & Female)
A) Assessment of Knowledge in Revevant Subjects.

B) Assessment of Understanding of various pedagogies, instructional planning,

FORMAT OF WRITTEN TEST FOR ECTs (FEMALES ONLY)


A) Assessment of Knowledge in Revevant Subjects (ECE Curriculum 2006) 60 Marks
B) Assessment of IT Skills to improve teaching & learning process 10 Marks
C) Assessment of Understanding of various pedagogies, instructional planning,
learning environment, assessment.
D) Assessment of Understanding Current Affairs / General Knowledge.

PASSING SCORE WILL BE: 60% of Marks From 100% And Appointment Letters Shall Be
Issued To Only Candidates Subject To Number of Vacancies in Particular Taluka From
Where Candidate Belongs To.
SELECTION PROCESS:
i) Merit of the qualified candidates shall be determined on basis of marks secured
in written test. (Highest marks will get chance to get appointment order)
ii) Contract Period of All types of Vacancies is FIVE (5) Years and No Transfer
will be made under any circumstances.

Note:
The Candidates who have successfully appointed as Early Childhood Teacher (ECT) and
do not possess the Diploma in ECE / KG/ Montessori shall have to acquire diploma
within two years at least in 2nd division. In Case they failed there contract will
be terminated.

ACADEMIC QUALIFICATION & PROFESSIONAL QUALIFICATION REQUIRED:

(1) Junior Elementary School Teacher ( JEST )

Academic Qualification:
Intermediate with Associate Degree in Education (ADE - Three Years Degree) at least
2nd Division fro recognized board and institute.
Or
Having B.SC in Mathematics, Zoology, Botany, Chemistry, Physics (Major / Optional)
Or
Having BCS / MCS/ BS (In Any Computer Discipline)
Or
Having BA English / BS English / MA English / MS English

Professional Qualification:
M.Ed / B.Ed at Least 2nd Division from HEC Recognized University / College /
Institute

(2) Secondary School Teacher ( SST )

Academic Qualification:
Having M.SC/ B.SC in Mathematics, Zoology, Botany, Chemistry, Physics (Major /
Optional)
Or
Having BCS / MCS/ BS (In Any Computer Discipline)
Or
Having BA English / BS English / MA English / MS English

Professional Qualification:
B.Ed (Hon) At Least in 2nd Division From University HEC Recognized
Or
B.Ed (2 Years Degree) At Least in 2nd Division from University HEC Recognized.

(3) Early Childhood Teacher - ECT


Academic Qualification:
Graduate at Least in 2nd Division from University/College/Institure HEC Recognized
OR
Graduate at Least in 2nd Division from a recognized University/ College/ Institute
(UP TO 2020)
OR
Intermeidate at Least in 2nd Division from a recognized board (UP TO 2020)

Professional Qualification:
Diploma in ECE/KG/Montessori at least in 2nd Division from Recognized
University/College/Institute
B.Ed at least in 2nd Division from Recognized University/College/Institute (UP To
2020)
OR
Early Childhood Education Certificate Accredited by STEDA in Early Childhood
Setting (UP TO 2020)
Associate Degree in Education (ADE) at least in 2nd Division from
University/College/Institute HEC recognized and accredited by STEDA (UP TO 2020)

DISQUALIFICATION / REJECTION of CANDIDATES


i) He/She secures less than 60% marks in the Entry Test conducted by the third
party.
ii) He/She fails to submit his/her applications in office of concerned appointing
authority / third party firm on or before the closing date of applications.
iii) He/She does not having required qualification, Domicile, PRC-D and other
mentioned documents before closing date of advertisement
iv) He/She submits false information regarding his/her candidature at any stage at
recruitment process.
v) Mismatching Documents.

Note:
In Case of Tie, when two or more candidates secure equal marks, the merit list will
be determined in the following order/ priority:
a) Senior in age (Age will be determined as in Matriculation Certificate)
b) Higher Qualification
c) Attainment of Higher Qualification First
d) Acquiring Higher Percentage / CPGA i nHigher Qualifications.

About Contract of Teachers:


Contract of Teachers Can Be Terminated At Any TIme For The Reason of Unsatisfactory
Performance, Absenteeism, And Alarming Decline in Enrolment or Disciplinary
Matters. The Teacher will be given opportunity to be heard in person by Competent
Authority.
The Service of Contract Teachers in NON-PENSIONABLE (NO Pension, NO G.P Fund Will
Be Provided To Contractual Teachers)
Contractual Teacher will be entitled to avail 25 days casual leave annually.

PART II (NON TEACHING STAFF)


Induction of Non-Teaching Staff Through Third Party Written Test At Taluka Levels
as Follows:
a) Induction of support staff in Basic Pay Scale (BPS) - 1 To 4
(i) Sanitary Worker
(ii) Peon, Watchman, Attendant, Cleaner and All Other Staff Falls in BPS-1 To
BPS-4.
b) Induction of office staff in Basic Pay Scale (BPS) - 5 to 14
(i) Office Assistant, Assistant Accounts Officer, Assistant Computer Operator
and All Other Staff Falls in BPS-5 To BPS-14

Eligibility Creteria:
Only those candidates shall be considered for recruitment, who has acquired the
requisite academic professional qualicatios, Domicile, PRC-D and CNIC before
closing of date.

Academic Qualification Required for NON-Teaching Staff.


1: BPS-1 To BPS-4 (Matric (SSC) at Least 2nd Divison From Recognized Board (Age
22-40 Years)
2: BPS-5 To BPS-14 (Graduation) at Least 2nd Division From Recognized University/
College / Institute (Age 22-40 Years)
