FOREIGN FACILITIES CROSSING FOR EXISTING PIPELINES

Increased number of Cross country petroleum pipelines, water pipelines, different types of
cables and other industrial/ agricultural utility pipelines necessitate crossing of pipelines.
Permissions are required from First ROW USER along with fee.

Threats due to other pipeline crossings:

Damage to pipelines

Obstruction for maintenance/future expansion

Threat to Cathodic protection.

A) Existing facilities to be crossed are:

1. Main water pipeline


2. Gas mains and distribution lines
3. LPG pipeline
4. Crude oil and refined oil pipeline
5. Village and urban water distribution line
6. Power cable
7. Telecommunication cable
8. Large roads like state highway, National highway
9. Other roads not falling under above category of roads but having heavy traffic load.
10. Railways
11. Canals (main and branch)
B) Standard guidelines to be followed are:

C) Main considerations for crossing are:

1. Angle of crossing should be preferably 90 degree, minimum angle 45


degree.
2. The external agency pipeline shall be minimum 1meter below the
pipeline.
3. Wherever it is not possible to lay the foreign pipeline, culvert shall be
given to foreign pipeline.
4. For crossing of pucca roads (metaled road) culverts shall be
constructed. For village roads no culvert id required to be made.
5. For underground crossing of HT & LT cables, special provision shall
be made.
6. OFC crossing is to be carried out as per requirement.
7. For canal crossings, design submitted by agency shall be reviewed
preferably syphon structure shall be considered.
8. In case of catholically protected pipelines crossings, mitigation
measures for taking care for interference shall be sought from external
agency.
9. Joint site visits to be carried out by both parties.
10.Safety practices to be followed by Construction Company shall be
submitted and reviewed.
11.No heavy equipment like bulldozer, crane shall be allowed to be
operated in ROW unless adequate precautions have been taken.
12.Provision of soft soil minimum 200 mm.
13.No blasting within 50 meters of ROW.
14.Safety and security of pipeline as per OISD and API 1102 shall be
followed.
15.Inspection by 1st owner.
16.. Payment of Crossing fee& supervising charge to be paid by Licensee
before start of work, Submission drawing. 1st owner pipeline shall be
at TOP.
