SUBJECT Spot Report on Violation of Section 10(b), R.A. No. 7610 (Warrantless Arrest)

3. VICTIM/S: Leila Pabebe, 15 years old, single and a resident of Villa Carolina Subdivision Arevalo
Iloilo City

4. SUSPECT/S: Rody F. Tupifty, 50 years old, widower and a resident of Southville Subdivision, San
Jose, Molo Iloilo City

5. BRIEF OF THE FACTS OF THE CASE: At around 10:45 in the evening of June 13, 2017, led by PINSP
ALEXIS SOLACITO, acting Chief of Police and PO1 OLIVER MASTILERO, acting on the request of
Vitaliano Fakenewsaguirre and Leni Yellowbredo, the parents of Leila Pabebe, stating that their
daughter, a minor, had gone missing from their house and was positively headed to where Rody
F. Tupifty, was staying. The parents of Leila informed the two police officers that Rody was a total
stranger to the family, saying that he was not related to them in any way. This prompted the two
police officers to immediately conduct a search for the missing minor heading first over to the
address of the suspect in Blk 1, Lot 2, Emerald St. Southville Subdivision, San Jose, Molo Iloilo City
but failing to find anyone at home that evening. Then, the two police officers, still together with
the parents of Leila, pursued their search in Molo Plaza this time yielding positive results. P01
Oliver Mastilero was able to spot the suspect when the father of Leila positively identified Rody
sitting together with his daughter in one of the benches of the Molo Plaza. PINSP. Alexis Solacito
and PO1 Oliver Mastilero approached the suspect and introduced themselves as police officers
and effected his arrest while informing him of the nature of his offense and his constitutional
rights in a dialect known to him.

6. STATUS OF THE CASE: Investigation has been completed and the case has been referred to the
Iloilo City Prosecutors Office for the filing of the appropriate case in court.

St. Southville Subdivision, San Jose, Molo Iloilo City is presently detained in this station.

The subject person was validly arrested without a warrant by the elements of this police station
at about 11:30 in the evening of June 30, 2017 at Molo Plaza, San Pedro Street, Molo , 5000 Iloilo City,
Iloilo for violation of Section 10(b) of Republic Act No. 7610. Subject person is presently placed inside
the custodial facility of this police station for proper disposition.

This certification is being issued upon the request of subject person for whatever legal purpose it
may serve him.
