2. This checklist MCO applicable to ships carrying dangerous goods, as defined in SOLAS regulation VII/2.
The checklist lists all of the requirements of 1974 SOLAS, Ch II-2, Regulation 54. Only those
requirements applicable to the classes of dangerous goods, and type of ship/cargo space in which the
dangerous goods are to be carried, need be verified.

A GENERAL
1 Have any changes been made or new equipment installed which would affect the validity of
the Document of Compliance for Carriage of Dangerous Goods?
2 Have any changes been made or new equipment installed which would affect the validity of
the Record of Construction and Equipment for Ships Carrying Dangerous Goods? If YES,
details to be reported under section D

3 Were all other Statutory Certificates and the Class Certificate (if vessel MCO classed) valid
at the time of survey?

B SURVEY REQUIREMENTS
2.1 Water supplies (Ch II-2/54.2.1)

2.1.1 Do the arrangements onboard ensure immediate availability of a supply of water from the fire
main at the required pressure?

Is the quantity of water delivered capable of supplying 4 nozzles of a size and at pressures
specified in 1974 SOLAS Ch II-2, Regulation 4?
(b) Are the 4 nozzles capable of being trained on any part of the cargo space when empty?

(c) Is this amount of water applied by equivalent means?

(d) Are 3 additional hoses and 3 additional nozzles provided in accordance with MSC/Circ.847,
paragraph 4.7.4.1?
2.1.3
(a)
Are means provided for effectively cooling under-deck cargo spaces by copious quantities of
water, either by a fixed arrangement of spraying nozzles, or flooding the cargo space with
water?
Where it MCO proposed to flood the cargo space with water, the Head Office should be
contacted on all occasions.
B SURVEY REQUIREMENTS
(b) Is drainage and pumping arrangements such as to prevent the build-up of free surfaces?
(Car deck drains are to be free from obstruction.) Or does the stability information take
account of adverse effect upon stability of the added weight and free surface of water?

2.1.4 Is a flooding medium other than water used to flood the designated under-deck cargo space?
(A high expansion foam system complying with Regulation II-2/9, Is acceptable, except if
cargoes dangerously react with water.)

2.2 Sources of ignition (Ch II-2/54.2.2)

2.2.1 No electrical equipment or wiring, or any other potential sources of ignition, are located in the
cargo spaces.
2.2.2 Is electrical equipment and wiring in enclosed cargo spaces, closed vehicle deck spaces, or
open vehicle deck spaces, essential for operating purposes?
2.2.3 Is any installed electrical equipment of a certified safe type for use in dangerous
environments to which it may be exposed?
2.2.4 If electrical equipment is not of a certified safe type, it is possible to completely isolate the
electrical system by removal of links in the system other than fuses?
2.2.5 Are the bulkhead and deck cable penetrations sealed against the passage of gas or vapor?

2.2.6 Are through runs of cables and cables within the cargo spaces protected against damage
from impact?
2.2.7 Has any other equipment which may constitute a source of ignition of flammable vapor,
located in the relevant cargo spaces, been removed from such spaces?
2.3 Detection System (Ch II-2/54.2.3)

2.3.1 Are ro-ro cargo spaces fitted with a fixed fire detection and fire alarm system complying with
the requirements of 1974 SOLAS Ch II-2, Regulation 13?
2.3.2 Are other types of cargo spaces fitted with either a fixed fire detection and fire alarm system
(Regulation II-2/13), or a sample extraction smoke detection system (1974 SOLAS Ch II-2,
Regulation 13-1)?

2.3.3 Where a sample extraction smoke detection system is fitted, has provision been made to
discharge contaminated atmosphere to open air at a safe location? (Regulation II-2/13-
1.1.11)

2.3.4 MCO a notice permanently exhibited at the sampling equipment, stating that the samples are
to be discharged to open air when cargoes giving off toxic fumes are carried?
2.4 Ventilation (Ch II-2/54.2.4)

2.4.1
(a)
Is adequate power ventilation provided in enclosed cargo spaces?

(b) Is the arrangement such as to provide at least 6 air changes per hour in the cargo space
based on the empty cargo space?
(c) Are arrangements such as to enable the removal of vapors from the upper or lower parts of
the cargo space as appropriate?
B SURVEY REQUIREMENTS
(d) For dangerous goods carried only in closed freight containers, are at least two air changes
per hour provided? This paragraph is only applicable to purpose-built container ships and
cargo spaces intended for the carriage of dangerous goods in freight containers and portable
tanks. For the purpose of this requirement a portable tank is a closed freight container.

Are the ventilation fans such as to avoid the possibility of ignition of flammable gas air
mixtures?
(b) Are the electric motors and associated electrical installation of a certified safe type?

(c) Is wire mesh guards (protection screens of not more than 13 mm square mesh) fitted over
inlet and outlet ventilation openings?
2.4.3 For enclosed cargo spaces intended for the carriage of solid dangerous goods in bulk, is
natural ventilation provided where there is no provision for mechanical ventilation?
2.5 Bilge pumping (Ch II-2/54.2.5)

2.5.1 Is the bilge pumping system designed to ensure against inadvertent pumping of flammable
or toxic liquids through machinery space piping or pumps?
2.5.2 Are additional means of draining cargo spaces provided where large quantities of flammable
or toxic liquids are carried?
2.6 Personnel protection (Ch II-2/54.2.6)

2.6.1 Are four sets of full protective clothing resistant to chemical attack provided, covering all skin
so that no part of the body is unprotected, in addition to the firemans outfits required by
SOLAS Ch II-2, Regulation 17?

2.6.2 Are at least two self-contained breathing apparatuses provided in addition to those required
by 1974 SOLAS Ch II-2, Regulation 17?
2.7 Portable fire extinguishers (Ch II-2/54.2.7)

2.7.1 Are portable fire extinguishers provided for the cargo spaces, with a total capacity of at least
12Kg of dry powder or equivalent, in addition to any portable fire extinguishers required
elsewhere under 1974 SOLAS Ch II-2?

2.8 Insulation of machinery space boundaries (Ch II-2/54.2.8)

2.8.1 No cargo space intended for the carriage of dangerous goods has a boundary with any
machinery space of Category A.
2.8.2 Are bulkheads forming boundaries between cargo spaces and machinery spaces of Category
A insulated to A-60 standard?
2.8.3 Are decks forming boundaries between cargo spaces and machinery spaces of Category A
insulated to A-60 standard? In the case of purpose built container ships, this requirement is
applicable to decks only.

2.8.4 As an alternative to the insulation of bulkheads, are dangerous goods stowed at least 3m
horizontally away from such bulkheads?

B SURVEY REQUIREMENTS
2.9 Water spray system (Ch II-2/54.2.9)

2.9.1
(a)
Is each open ro-ro cargo space having a deck above it fitted with an approved fixed pressure
water spraying system for manual operation?
(b) Can it protect all parts of any deck and vehicle platform in such a space?

2.9.2 Is each closed ro-ro cargo space not capable of being sealed fitted with an approved fixed
(a) pressure water spraying system for manual operation?

 (b) Can it protect all parts of any deck and vehicle platform in such space?

2.9.3 Is drainage and pumping arrangements such as to prevent the build-up of free surfaces?

2.9.4 Is some other effective type of fixed fire extinguishing system installed as an alternative to a
fixed pressure water spraying system, which has been shown to be no less effective by full-
scale test? (Initial Survey only).

2.10
(a)
For ro-ro cargo spaces, is a separation provided between any closed ro-ro cargo space and
an adjacent open ro-ro cargo space?
(b) Is the separation such as to minimize the passage of dangerous vapors and liquids between
such spaces?
(c) The ro-ro cargo space is considered to be a closed cargo space over its entire length, fully
complying with the relevant special requirements of 1974 SOLAS Ch II-2, Regulation 54.2,
and separation is not therefore required.

2.11
(a)
For ro-ro cargo spaces, is a separation provided between any closed ro-ro cargo space and
an adjacent weather deck?
(b) Is the separation such as to minimize the passage of dangerous vapors and liquids between
such spaces?

(c) The arrangements of the closed ro-ro cargo spaces are in accordance with those required for
the dangerous goods carried on the adjacent weather deck, and separation is not therefore
required.

1 Has copy of previous Document of Compliance been forwarded to HO along with survey
reports? (Where previous certificate is not available, HO permission must be obtained before
issue of interim certificates)

2 Do the present arrangements on board comply with the applicable regulations for the list of

3 Have all outstanding surveys/recommendations, if any, imposed by the previous
