1.0
Purpose for Preparation and Scope of Application

1.1 SECCO 90x104t/a SECCO



These stipulations are applicable to the site construction quality management of
Shanghai SECCO 90x104t/a Ethene Project (hereinafter referred to as SECCO
project).

1.2 SECCO


These stipulations are prepared for the purpose of defining the responsibilities,
working contents, operating process and procedures for the site construction
quality management of the SECCO project and for coordination among the
design, procurement and construction, so as to pursue the modernized, scientific
and standardized mode for project management.

2.0
Principles for Preparation

2.1

These rules are prepared on the principle of the law effectiveness and operating
practicability of the project, under the precondition that the objectives of the
project quality management have been reasonably decomposed and the
organization of project quality management has been established.

2.2 WBS

These rules have given full attention to the inherent links between the project
component division in the quality inspection and evaluation and WBS
decomposed structure in the construction management. We emphasize that the
two divisions should be unified as far as possible.

In order to strengthen the power of active control, it is recommended by these
rules that a specialized construction management record book is established to
integrate the construction quality control into site construction management
system. It is also suggested that specialist engineers should participate in the
bidding and ordering meetings for important materials and equipment to get
acquainted with the product quality, the technical requirements of the contract,
after-sale service provided by manufacturer and the delivery status. And then it is

possible to put the monthly goods-arrival list in the


construction management record book and to realize the systematization of
material acceptance and engineering inspection procedures.

Specialist Technical Manager and Specialist Engineer

5.1
Specialist technical manager

5.1.1
To be responsible for the construction technical and quality management of the
specialty he/she is assigned to take charge of;

5.1.2

To give instructions to the specialist engineer, to supervise and support the
design, procurement, construction and supervisory management and to check the
contractors work.

5.2
Specialist engineer

5.2.1

Specialist engineers of different component packages are sent by the core group
of the Ministry of Construction and directly subject to the instruction and
examination made by the specialist technical managers. At the same time they
should be under the leadership of the construction managers of the respective
component packages.

5.2.2

The specialist engineer of a package shall report to the construction manager
about the major technical changes and engineering volume verification in the
process of project implementation and simultaneously send a duplicate to the
specialist technical manager of the core group in the Ministry of Construction.

5.2.3

The technological information of the package specialist engineer, as well as the
quality weekly report, monthly report and working report shall be submitted to
the construction manager and a copy shall be simultaneously made to the
specialist technical manager of the core group, Ministry of Construction.

In SECCO project, both the Client and contractor should observe and follow the
requirements of SECCO HSE document. The specialist engineer should assist
HSE engineer in the implementation and supervision of SECCO HSE stipulations
in the specific work.

7.0
Quality Control in the Process of Construction

7.1
Main basis

Various contract conditions and technical correspondence at the initial phase of
the project;

Construction quality plan of the project.

7.2
Acquaintance with site management system and establishment of working
interface

7.2.1 ---


A specialist engineer should be acquainted with quality supervision system of
his/her specific industry and familiar with the quality supervision program
issued by the supervisory institution of this project, i.e., Chinese Petrochemical
Quality Supervision Station. When quality control points are set up, the quality
supervision program and the qualification requirements should be included in
the quality management system.

A specialist engineer should fully know the project supervisory management
system and be familiar with the contents and provisions in the supervisory

management plan and the supervisory management


implementation detail rules.

7.2.3

Interface of procurement to quality inspection: To rationalize the management
system and strengthen the organizational interaction, a specialist engineer should
make a close cooperation with the procurement quality control engineer and
procurement engineer, timely get information on material and accessory arrival
and make a spot check according to the plan.

7.2.4
SECCO

A specialist engineer should be familiar to the project organizational structure
and quality management system of various contractors, and especially
investigate whether the effectiveness and implementing ability of their quality
management systems can satisfy the project quality management requirements.
For SECCO specialist engineers in their investigation, focus should be put on
following aspects:

7.2.4.1

Rules and regulations for pipe components management and giving-out.
Attention should be paid to whether the records for the given-out materials
are complete and meet the material follow-up requirements.

7.2.4.2
Rules and regulations for welding electrode drying and giving-out

7.2.4.3

Make sure that the valve testing equipment, spectroscopic analyzer, paint-
film gauge, gauge meter, electric-spark detector and anemoscope are
available, welding electrode drying and insulating facilities are intact and
relevant instruments in good condition.

Technical Preparations

7.3.1

Get familiar with the drawings and design documents and understand the design
intention, construction requirements, construction measures and caution matters;
get familiar with the layout of the floor plan, the seven accessible and one
flat (for the infrastructure, such as accessible to water, electricity, etc, and the
leveling of the ground) and the information about underground obstacles.

Sort out the project contents, project volume and workload and collect the list of
material orders; and draw up Construction Management Record Book
(Appendix 1) and Physical Quantity Sheet for Pipeline Project (Appendix 2) and
work out monthly quality inspection plan.

The joint check-up of drawings must be conducted on the basis of the
familiarization of design documents and technical conditions. The followings are
the main contents to be checked:

Make sure if the drawings and other documents are intact, the designing depth
meet the construction requirements and the design has any omission;

7.5.2
Make sure if the drawings, the instruction manual, the datasheet and other
relevant documents are consistent from each other;

7.5.3

Make sure if the Piping Layout drawings and the isometrics drawings are
consistent from each other, any contradiction in specification, material, model,
quantity and design parameter exists and any conflict of piping in the space
occurs;

7.5.4

Make sure if the conflict between the piping and other professional facilities,
such as the facilities for ventilation, electricity, instruments, water supply and
drainage, heating and fire control, occurs.

7.5.5
Make sure if the elevation, coordinate, direction, diameter of pipe orifice and
pressure rating of the pipes that is connected with the relivetion equipment are
in conformity;

7.5.6
Make sure if the construction standard and technical requirements adopted in
the design are practicable.

7.5.7
Make sure if the design has any omissions.

After the specialized joint check-up of the drawings, the relevant personnel
should also participate in the general joint check-up of drawings to solve the
inconsistence problem in the drawings between piping discipline and other
discipline, decide the main construction procedure and coordinate the use of

cars in different constructions.

7.5.9

The general design briefing and joint check-up of drawings shall be conducted
at the same time. Conference minutes shall be kept. Notices for convening
conference shall be sent to Quality Supervision Station, Supervision Company
and various construction units.

7.6
Check-up of Construction Organization Design and Construction Plan

7.6.1



Check if the quality assurance system of the construction units are in proper
status; check the quality principles, targets and responsibilities of the quality
assurance system and improve all administrative activities that facilitate the
implementation of the quality assurance system through quality planning,
quality control, quality guarantee and quality improvement; check if the
organization structure, programs, processes and resources meet the
requirements;

Check if the technology and organization measures are reliable;

Check if the construction units have legitimate documents for the construction
of major sections and sub-sections.

Procedures for the Establishment and Inspection of Quality Control Points
in the Construction Process

7.7.1 SECCO ABC






Establishment of Quality Control Points: the construction quality control of
SECCOs projects adopt a three-level rating system, namely, the three levels of
A, B and C. The control contents of the quality control points at each level are
determined according to the specific construction situation and structural
features. The operation methods, inspection regulation, working flow, working
contents and forms to be filled in must be prescribed as precisely as possible.
Relevant forms must be filled in according to the relevant requirements upon the
completion of each inspection item. The inspection process shall be
simultaneously conducted along with the signing process. The construction
contractor must fill in the forms seriously.

Procedures for the Inspection of Quality Control Points: The construction
contractor must inform, in written form and 24 hours in advance, the specialized
engineers and supervision engineers of various construction tasks of the control
items to be conducted in A-level or B-level Quality Control Points. The written
notice must include the name of the construction project, the inspection items
and parts, the inspection time and places. The specialized engineers of various
projects of SECCO must timely examine the contents of the notice and judge the

quality status of the project and have the right to make


decisions, according to the specific situation, concerning whether to stop or redo
the work or to continue the inspection to the given part.

Inspection Records: All Quality Control Points must keep an Inspection Record
(or Joint Inspection Record) and relevant forms specified in the Technical
Document for the Handover of Project Construction Work (SH35032001).
The relevant forms specified in the Technical Document for the Handover of
Project Construction Work (SH35032001) must be kept by various
construction contractors and be put into the work handover documents when
preparing Technical Documents for Work Handover. The documents not
specified in the Technical Document for the Handover of Project Construction
Work must be returned to the specialized engineers of various projects of
SECCO for reference. The C-level control points are items to be inspected by
various construction contractors themselves. Written records in this respect must
be made to function as Handover Work Documents or the basis for the
evaluation of the quality of sub-projects. Specialized engineers of various
projects of SECCO reserves the right to make spot-check for the C-level Control
Point and reserves the spot-check records.

7.7.4
Handling procedure for on-site quality problems of piping components.

7.7.4.1

During the piping fabrication and installation stage, once discovering any
quality problem in the piping components, the site construction personnel of
the contractors must immediately stop the construction.

7.7.4.2

Mark positions of flaws, check the marks and reserve flawed samples, and
make timely report to the specialized engineers in oral or written form about
the flaws.

7.7.4.3 SECCO

Specialized engineers of various projects of SECCO are responsible for
notifying the quality inspection engineer for procurement to contact the
manufacturer.

7.7.4.4 SECCO


Specialized engineers and quality inspection engineers of various projects of
SECCO are responsible for confirming the name of the piping components,
zone number, isometrics drawing number, manufacturer, product mark, nature
of flaw, responsibility, handing method, handling depth and handling scope.

7.7.4.5


In the event that disagreements occur as to the nature of the flaw, the
responsibility, handling method, handling depth and handling scope, special
meetings must be held for discussion and solution, the report must be made to
the specialized technology manager, and minutes must be prepared to send to
various relevant leaders of the center group. The decisions made in the
meetings must be carried out.

7.7.4.6

SECCO
The handling scope must specify the manufacturer, contract number, ex-
warehouse time, name of the installation team or group, whether the pipe is
preassembled, whether any flaw detection has been made, the product mark,
material, specification, quantity, location (zone number, isometrics drawing
number). Problems to be handled by the construction contractors must be
placed under the responsibility of various specialized engineers of SECCO.

7.8
Quality Control During the Construction Process

7.8.1
Principles for the Inspection and Verification of Raw Materials

Pipe Appearance Inspection


Pipes must be subject to appearance inspection before they are used. Their
appearances must conform to the following requirements:

There must be no cracks, shrinkage cavities, mixed dregs, folds, double
skins and other flaws.

Depth of rusts, pits and other mechanic damages must not exceed the
permitted negative tolerance of wall thickness specified by the relevant
standard.

(3)
Processing precision and coarseness of screw threads, sealing faces and
grooves must conform to the design requirements or manufacturing
standard;

(4)
There must be product markings.

Non-Destructive Inspection

The non-destructive inspection of the pipes must be conducted according to
the provisions of the design documents and relevant specifications and

7.8.6.1 SECCO SD-00-TSC-PP-0003


Requirements for Underground steel piping coating and cladding refer to
SECCO's regulation of SD-00-TSC-PP-0003.

7.8.6.2

The application of Petroleum bitumen and epoxy coal tar paint as
anticorrosive coating of steel piping in rainy days and/or winter season shall
adopt the following regulations:

Epoxy coal tar paint is not allowed to use when ambient temperature is lower
than 5 0C, and the measures for winter construction should be taken in the case
of petroleum bitumen paint. No construction is allowed without any measures
when ambient temperature is lower than -150C or relative humidity is larger

No construction is allowed in the open air when it is raining, foggy, snowy or

The pipe coated with petroleum bitumen shall not withstand direct light in an
extreme hot weather. No lifting, handling and laying is allowed for pipes coated

lower than the brittle point of bitumen. Brittle point test shall comply with the
current national measurement standard for bitumen brittle point, "petroleum
bitumen brittle point measurement".

construction company, is subject to the third party random check. The
sampling percentage shall not be less than and 2% of the pipe (same

sampling quantity shall be doubled. If the off-spec sample is found, re-
inspection for all welding joints is required. The re-inspection cost for off-
