SUBJECT: Consideration of a resolution declaring the 2015 GO-4 Parking Scooter as surplus and
authorizing its sale.

RECOMMENDATION

Adopt a resolution declaring the 2015 Go-4 Parking Scooter as surplus and authorizing its sale.

BACKGROUND / SUMMARY

The Police Department currently uses Westward industries GO 4- three wheeled parking scooters for parking
enforcement. The scooters have historically been used by Parking Officers to enforce parking time limits. The
vehicles use enabled parking officers to drive with the sliding door open and mark tires with the use of chalk.
Since 2007, the City has operated one scooter with a License Plate Reader (LPR) system which allows the
Parking Officer to work more efficiently without the use of chalk. As a part of the 2014 Parking Management
Plan, the City is moving away from chalking tires with the use of LPRs on all three of our parking scooters.
With the change to exclusive LPR systems the police department is looking for alternatives to the high costs
associated with purchasing and maintaining the GO-4 parking scooters.

Police Department research shows a growing trend in the use of SMART cars, equipped with LPR systems,
nationwide by parking enforcement agencies due to their economy and reliability. The primary benefit of the
SMART car are the cost savings. A new fully outfitted parking scooter can cost the City approximately
$40,000. In comparison a new fully outfitted SMART car would cost the City an estimated $20,000.
Additional benefits with use of the SMART car include a more reliable vehicle that is easily serviced locally by
either a dealer or the contract mechanic used for other City vehicles. Currently with the existing GO-4 scooters
there have been a number of problems which have required costly repairs. In order to repair the vehicles they
need to be taken to Hayward California for service or the City must wait for a technician to travel to make
repairs.

In June 2017 as part of a pilot program, the Police Department purchased a used 2015 SMART car for $6,500,
with an additional cost of $2,500 for outfitting, not including the purchase and installation of the LPR system.
Should the pilot program prove successful the cost of replacing the parking scooters, outfitting and
maintenance will be significantly reduced, saving the City money. The sale of the existing scooter is
anticipated to offset the cost to purchase the SMART car.

In accordance with Carmel Municipal Code Section 3.16.040 and 3.16.050, Council must authorize the sale or
trade of property values over $500.

FISCAL IMPACT
It is anticipated that the scooter will sell for at least $12,000 while the cost of the SMART car was $6,500.

WHEREAS, The Police department has long used the three-wheeled scooters to enforce parking; and

WHEREAS, Parking scooters have become unreliable and expensive to both purchase and maintain;
and

WHEREAS, the sale of the Parking Scooter must be approved by council in accordance with Municipal
Code 3.16.040.

NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-
THE-SEA DOES HEREBY:

Adopt a resolution declaring the 2015 GO-4 Parking Scooter as surplus and authorize its sale.
