During the reign of King Veer, there lived a wise magistrate. Haripants verdicts were always
just and people from all over the vast kingdom came to him in order to settle their disputes. In
the city where Haripant lived, there was a greedy ghee merchant named Niranjan. He always
kept twenty barrels of ghee. Of these, fifteen would contain good quality ghee and the remaining
would be adulterated. He would mix the two and sell it. This went on for a long time, till finally
the people fed up of being cheated, complained to Haripant.

Haripant had the ghee examined and found it to be adulterated. He gave Niranjan a choice of
punishment drink the five barrels of adulterated ghee from his shop, or receive a hundred
lashings, or pay a thousand gold coins to the treasury. Niranjan thought for a while. Losing a
thousand gold coins was too much and a hundred lashings too painful. So he decided to drink the
five barrels of ghee. Though Niranjan sold adulterated goods in his shop, he made sure his own
food was of the best quality. So after drinking one barrel of ghee he began to feel sick. By the
second barrel, he was vomiting. At this point he decided to opt for the lashings instead. But he
was pampered and his body was unused to any harsh treatment. After ten lashes, he started
trembling and by twenty he was giddy. Stop ! he screamed. I will pay the thousand gold coins
! And he handed them over.

So he ended up suffering all three punishments, something he did not forget in a hurry and the
people of the city got to use only the best quality ghee in their food from then on !

In a welcome development, small cities and towns appear to be doing more to power Indias
growth story than big metros. Confirming this are the latest income tax statistics, which indicate

continue to be drawn to metros due to the allure of better career prospects. The only way to
reverse this trend is to have multiple growth poles spread across the length and breadth of the
country. It is encouraging that many of the small cities showing robust economic growth are
located in the backward regions. They could serve as magnets for intra-state migration and take
the burden off traditional metropolitan hubs.
As emerging markets within the Indian economy these small urban centres can become hotspots
for new investment opportunities. Many outsourcing companies are already setting up operations
in Tier II and Tier III cities to minimize their running costs. Conductive conditions need to be
created to encourage india Inc as well as foreign investors to increasingly invest in small cities
and townships. Crucial to this is creating sound infrastructure. There needs to be a significant
number of quality schools and colleges to churn out skilled professionals to cater to the needs of
emerging businesses. This in turn will have a positive trickle-down effect and galvanise the rural
economy of the respective states.
In planning these new urban hubs, error of the past that have given rise to chaostic and
dysfunctional cities muat not repeated. Our metros may have reached a point of saturation.
While they should be no means be ignored, pay attention to Tier II and III cities as well to
continue Indias growth story and make it more inclusive.

and eat me up. Why has he chosen me as his chief minsiter? I am not even fit enough to be a
minster as I am not as intelligent as other animals. The clever fox laughed and, said, Dear, you
dont know your great qualities. Our king is dying to meet you. He has chosen you because you
are wise, gentle, and hard working. By serving the king, you will be the second most powerful
animal of our forest. Imagine, all the other animals will respect you and seek favours from you.
You must not lose your greatest chance in life. So, the poor donkey was convinced and got
ready to go along with the fox.

In this way, the fox managed to attract the donkey to the lions den. When the fox and the
donkey approached, the lion was hungrier than ever. But he kept a smiling face and said,
Welcome, my dear friend. Come near me. You are my chief minister. As the donkey came
closer, the lion pounced on him and killed him instantly. The lion thanked the clever fox and
was happy to get the food. As the lion sat down to take his meal, the fox said, Your Majesty, I
know you are very hungry but a king must take a bath before his meal. The lion thought it was a
good idea and told the fox to keep a watch on the carcass of the donkey. The fox silently sat
down to keep a watch of the donkey and thought to himslef, I took all the trouble of getting the
