Introduction

Background

JCMS Construction and Consultation (PVT) Ltd is seeking proposals from qualified firms that
are interested in providing construction management services for a wind turbine plant
manufacturing project. Wind turbine should be capable of lighting up to 1 watt LED bulb.
The requirement of wind turbine is: Design a wind turbine to light 1w LED. It should be
design using existing devices like fan, motor, etc.
The request for proposal (RFP) describes the project, required scope of services, project
milestones and minimum information that must be included in the proposal. Failure to
submit information in accordance with these requirements and procedures may result in
disqualification. To assure independent action, the design consultant for this project may not
participate in the Construction Management portion of a project beyond the verification of
details, approval of construction contractor product submittals and other activities normally
expected of the design engineer during construction, for which he will be retained.

any other JCMS staff. Information provided by other than the below contact should be
considered invalid, and proposals which are submitted in accordance with such information
may be declared non-responsive.

In the event that it becomes necessary to revise any part of this RFP, a written addendum
will be issued. Any amendment to this RFP is valid only if in writing and issued by JCMS.

Definitions

Client - Sri- Lanka Institute of Information Technology (SLIIT)

Consultant The entity submitting a proposal to provide consulting services to the client.

Contractor The entity which undertakes a contract to provide services.

Turbine Weight Schedule

Provide the proposed wind turbines weight schedule

Manufacturing capacity and capability.

Proposer shall provide a comprehensive description of its manufacturing capability, including


the following

Identification of Proposers current workload, Identification of the location where the


turbine shell will be manufactured Full description of the equipment used.

Design planning, quality assurance and work flow.

Proposer shall demonstrate, through a single flow chart and narrative, how the turbine
design effort will be managed. The narrative should be keyed to the flow chart. Factors that
should be addressed in both the flow chart and narrative include the following:

Where the design effort for each major turbine system and/or component will be
affected;
How the Proposer will ensure that the design incorporates all Specification
requirements;
How quality assurance of the design will be implemented;
Description of checks and balances in place to ensure a safe design;

Scope of the project

The following is the proposed Scope of Work and understanding of the tasks required for
JCMS Construction and Consultation (PVT) Ltd wind powered turbine Request for Proposal.
It is understood that the services covered under this contract are construction engineering
professional services and will be performed under the responsible charge of a Registered
Engineer.

It is also understood that all work performed under this contract is considered to be
performed by CONSULTANT (JCMS Constructors and Solutions Pvt. Ltd.), under contract to
the CONSTRUCTION COMPANY.

CONSTRUCTORS will insure that the project is constructed in compliance with the project
plans and specifications. The CONSTRUCTOR will represent the CONSULTANT at the project
site. However, any and all decisions regarding changes or materials' suitability shall be made
by the CONSULTANT's In-charge Inspector.

TASK 1 Project Management and Coordination

Project Management and Coordination will include the following subtasks:


Task 1.1 Coordination

1.1.1 Point of Contact (Project Manager) will be the single point of contact for maintaining
liaison and coordination throughout the project with the Consultants of JCMS Constructors
and Solutions Pvt. Ltd.

1.1.2 Project Work Plan CONTRACTOR will develop, maintain, and implement a detailed
work plan that includes project goals and objectives, roles and responsibilities, a
communication plan, project controls, scope and deliverables, schedule and budget, and the
CONTRACTORs Quality Control Plan.

1.1.3 Project Schedule CONTRACTOR will obtain a project schedule from the Construction
Contractor outlining tasks and subtasks to be performed. The Project Schedule will include
the Construction Contractors internal Quality Control process and designated review of
submitted documents. CONTRACTOR shall assure the Project Schedule is updated as
necessary.

1.1.4 Daily paperwork CONTRACTOR shall prepare all daily paperwork required under
SLIITs requirements and shall be submitted daily. All project files will be maintained per
procedures established by CONSULTANT.

1.1.5 Weekly Status Reports CONTRACTOR shall submit progress reports at least once each
week. The reports shall include all paperwork required by SLIIT and be sufficiently detailed
for the CONSULTANTS to determine if the CONTRACTOR is performing to expectations, is on
schedule; to provide communication of interim findings and to sufficiently address any
difficulties or special problems encountered so remedies can be developed. Submittals will
be reviewed by the CONSULTANT's In-charge Inspector.

1.1.6 Invoices CONTRACTOR will prepare monthly invoices providing a summary of


CONTRACTORs work and copies of invoices from any sub-consultants. Invoices shall include
the CONSULTANTs project number and the number of this consultant agreement.

1.1.7 Project Coordination with SLIIT- CONTRACTOR will coordinate with the CONSULTANT
through emails, written memos and other suitable forms of communication.

1.1.8 Schedule and Budget Management CONSULTANT will maintain and manage
Consultant teams schedule and budget and sub-consultant contracts.

1.1.9 Utility Co-ordination Utility co-ordination on the project must be carefully carried out
so that local disruptions of service are kept at a minimum during relocations or other utility
work.

1.1.10 Property Owner Co-ordination All construction on or near private property will be
carried out in accordance with the plans, specifications and any Right of Way agreements
between the property owners and CONSULTANTS.

Bidders Meeting

There will be an opportunity for prospective bidders to meet with JCMS Construction and
Consultation (PVT) Ltd staff for a question and answer session at the Engineering main
auditorium on August 17.

Bidders Meeting Details:

Location: Main auditorium

Participation at the bidders meeting is not mandatory, however it is limited to two people
per firm. The purpose of this meeting is to give potential vendors the opportunity to ask
JCMS questions about the request. If you are intending to send representatives to this
meeting please send a RSVP to JCMS who can be reached at JCMS Constructions and
Consultation (PVT) Ltd. SLIIT, New Kandy Road, Malabe or Contact via email-
jcmsgroup@gmail.com. Please provide us names and titles of those attending by August 10.

Note: Each bidder will be responsible to provide detailed minutes and notes of the
meeting within two (2) business days of the conclusion of the conference including
detailed description of any changes made to the scope of work.

These should be forwarded to JCMS Constructions and Consultation (PVT) Ltd. SLIIT, New
Kandy Road, Malabe or Contact via email- jcmsgroup@gmail.com as Microsoft Word
documents or PDFS. JCMS will then create a master meeting record that will be distributed
to Bidders within the following two (2) days. The minutes will serve as the (only) official
record of the items discussed and resolutions made during the meeting. All modifications
noted in these minutes will be shared with all bidders.

Procedure for proposal submission

The proposal must be formatted in accordance with the instructions of this Request for
Proposal. Promotional materials may be attached, but are not necessary and will not be
considered as meeting any of the requirements of this Request for Proposal. Contractors
must submit 3 copies of their proposal no later than the deadline given below.

Proposers are expected to examine all provisions, specifications and instructions included in
this Request for Proposal. Failure to do so will be at the proposers risk.

All proposals must be dated and signed by a representative authorized to enter into
contracts with the Consultant.

The name and address of the bidder must also appear on the envelope.

E.

All proposals will remain in effect and legally binding for at least ninety (90) days from the
opening date.

F.

Expenses incurred in preparation of the proposal, site visits and any other actions related to
responding to this Request for Proposal shall be the responsibility of the contractor. Any and
all damages that may occur due to packaging or shipping of the proposal will be the sole
responsibility of the Contractor.

G.
All proposals, response inquiries and correspondence relating to or in reference to this
Request for Proposal, and all reports, charts, displays, schedules, exhibits and other
documentation submitted by Contractor shall become the property of SILVERLINE
Constructions and Consultation (PVT) Ltd.

Time when stated as a number of days, shall include Sundays through Saturdays, excluding
legal holidays.

Contractor must examine all information and materials contained in and accompanying its
proposal. Failure to do so will be at the Contractors risk. This will include, but not be limited
to, all relevant laws and regulations of in all respects by the law and statutes of the
government socialist republic of Sri Lanka.

J.

The successful consultant will be subject to verification of non-fraud and for listing on the list
for debarred contractors/consultants per federal funding requirements

JCMS reserves the right to waive irregularities and to reject any or all bids. The Owner also
reserves the right to negotiate with the selected bidder in the event that the price exceeds
available funds.

JCMS may consider informal any bid not prepared and/or not submitted in accordance
with the provisions hereof and may waive any informalities or reject any and all bids. Any
bid may be withdrawn prior to the above scheduled time for the opening of bids or
authorized postponement thereof. Any bid received after the time and date specified shall
not be considered. No bidder may withdraw a bid within sixty (60) days after the actual
date of the opening there of.

Modifications or withdrawal of proposals

Modifications to bids already submitted will be allowed if submitted in writing prior to the
time fixed in the Request for Proposals. Modifications shall be submitted as such and shall
not reveal the total amount of either the original or revised bids.
A proposal that is in the possession of JCMS may be altered by letter or facsimile bearing the
name and signature of the Consultants authorized representative, provided it is received
prior to the deadline for submission of proposals. Telephone or verbal alterations will not be
accepted.

Selection process

A. JCMS Construction and Consultation (PVT) Ltd reserves the sole right to judge the
contents of each contractors proposal.

The selection process will be governed by the following criteria:

1. The proposal must adhere to the instructions and format as specified in this Request for
Proposal.

2. The evaluation will include a review of all documents and information relating to the
Contractors services, organizational structure, capabilities qualifications and past
performance.

3. Contractors may be required to make an oral presentation and interview before final
selection is made.

4. The SILVERLINE Construction and Consultation (PVT) Ltd may evaluate any information
from any source it deems relevant to the evaluation.

5. False, incomplete, or unresponsive statements in a proposal may be sufficient cause for its
rejection.

Evaluation Criteria

The proposal will be judged based on service capabilities and experience of the prospective
Contractor and all persons who will be providing services under contract.

The following are the critical areas of the proposals that will be evaluated by the
Selection Committee.

1. Adequacy of the described plan and approach to deliver requested services as described
in this Request for Proposal.

2. Experience of Contractor in providing services and quality of work.

3. Status of Professional Certification including whether the Contractor meets the minimum
requirements to provide service.

There are further parameters noted in EXHIBIT IV EVALUATION CRITERIA (see Appendices)

Award and contract Information

The JCMS Construction and Consultation (PVT) Ltd hereby notifies all proposers that it will
affirmatively ensure that minority business enterprises will be afforded full opportunity to
submit proposals in response to this invitation, and that no proposer shall be discriminated.

The JCMS Construction and Consultation (PVT) Ltd reserves the right to reject any or all
proposals and to waive any irregularities if deemed in the best interest of the JCMS to do so.
JCMS will select the Contractor whose proposal is determined to be the most responsive and
responsible proposal and of the best advantage to SLIIT. The JCMS shall be the sole judge in
making such a determination.

D.

The successful Contractor will be required to enter into and sign a formal agreement with
the Contactor, which agreement will be in effect for the duration of the contract period. It is
the Contractors responsibility to review the contracts terms and conditions and to state any
exceptions to those conditions in its response to the Request for Proposals. (See Exhibit V:
General Terms and conditions of the agreement) .If no exceptions are noted, the JCMS will
understand that the Contractor agrees to the terms and conditions as stated in the contract.

E.

Prior to final selection, Contractors may be required to submit any additional information
that JCMS may deem necessary to determine the Contractors qualifications. Should any of
the information requested by JCMS be considered by the Contractor to be confidential, it
must be so stated.

JCMS will attempt to treat any information submitted by the Contractor as confidential if
requested to do so; however, JCMS cannot ensure such confidentiality.

Standards, Documentation

The Contractor is required to review the specified standard documents that might be
applicable. Any deviation from these standards must be approved by JCMS.

Opening, Evaluation and Contracting

Proposals may be opened by JCMS at any time after the submission deadline. All proposals
satisfying the requirements of this Request for Proposals will be evaluated to establish which
of the offers best fulfills the needs of JCMS and this project.

JCMS anticipates entering into a contract with this offer or to execute the proposed work.
This Request for proposals, however, does not commit JCMS to award a contract, to pay any
costs incurred in the preparation of a proposal or to contract for the goods and / or services

offered. JCMS reserves the right to accept or reject any or all proposals received as a result
of this request, to negotiate with all qualified officers or to cancel this Request for Proposals,
if it is in the best interests of JCMS to do so. The decision of JCMS shall be final.

After the selection of a Contractor the schedule should include a period of collaboration
between JCMS and the Contractor to better define, elaborate upon and fix the Contractors
exact and final scope of Work (the Final Scope) starting with the date of this Agreement
and extending until October 27.

In collaboration with JCMS, the Final Scope will be fixed no later than September 29.

While the Contractor should assume work begins immediately upon notification that they
have been selected, the Final Scope will be defined by editing, redlining or adding
superseding documents or drawings to the Proposed Scope of Work as attached hereto.
Once contracted, with respect to the Exhibit Documentation, Contractor warrants to Owner
that the Scope of Work reflected therein can be completed by Contractor, in a form
substantially similar to the preliminary scope, for the amount of the compensation set forth
below.

Standards and Work Summary

Parts of this invitations documents are JCMS's Standards and/or official guidelines. JCMS
expects to enter into a contract using these standards, especially those sections establishing
warranties, guarantees and JCMS's rights to intellectual property.

Form of Contract

Enclosed with this Request for Proposal is a sample copy of JCMSs typical form of contract.
JCMS expects to enter into contract with the successful bidder on the basis of this form of
contract.
The submission of a proposal implies an acceptance of determining final scope amounts and
general acceptance on the part of the bidder of the terms of this form of contract, and
especially of those parts establishing warranties, guarantees and JCMSs rights to intellectual
property. In addition, all aspects of the proposed work must comply with standards of JCMS
Construction and Consultation (PVT) Ltd
Time is of the essence in awarding the contract. The JCMS reserves the right to cancel any
intent to award and proceed to the next Consultant if the selected Consultant has not signed
the agreement within two weeks after the notification of intent of award.

Execution of Contract

Upon the acceptance of a Consultant's Proposal, Consultants Detailed Cost proposal, and
successful negotiations, JCMS will prepare and submit a contract to the successful
Consultant for signature. (See sample contract, as Attachment D, which contains required
contractual language.) In the event that the successful Consultant fails, neglects or refuses to
execute the contract within a specified number of days

Project Completion

The Project is to be completed within 12 weeks. The expected outcomes after the lapse of
the 12 week are listed below:

Proposal Contents

Proposals, together with letters of transmittal, should include the bidders description of the
work that would be performed and the following information:

For each exhibit describe the level work of work to be performed.

The team of people who would execute the work, with descriptions of the
experiences and skills of each and his/her role in the bidders firm and in the team.

Names, addresses and descriptions of key subcontractors which your firm would
employ and a description of their relevant experience and past performance. Any
subcontractors must be identified in the bid. JCMS must know if work is being done
outside of the firm. Please see the contract on details of subcontractors. Please
remember that after contract signing JCMS reserves the right to approve all
subcontractors that were not approved during the RFP process. Denial of a
subcontractor by JCMS will not absolve the bidder from getting the work done for
the contracted price.

The name of the person in your firm who would be the official contact person for any
contractual relationship.

At least two comparable previous projects in which the bidder has engaged, with
names and telephone numbers of contacts with whom the bidders previous
performance can be discussed.

Examples from past projects that reflect the deliverables and scope that are listed in
the scope of work.

A management plan for the work.

A schedule for the work, including the range of start dates to which your firm is
prepared to commit and anticipated completion dates. This schedule should work
within the timeframes outlined by JCMS. Any conflict in the two should be described.
The schedule should include a list of all anticipated meetings with JCMS and their
locations.

Proof of insurance and bonding.

Completed Bid Sheets.

Written description and explanation of the completed Bid Sheets.

A completed JCMS Consolidated Bid Sheet, an estimated detailed budget, an estimate for the
full scope of work described for the exhibition(s) in its (their) entirety, and the anticipated
cash flow.

Project Scope Schedule

It is anticipated that the project design will begin in August 2014 and the building will be
ready for occupancy by November 2014. The following schedule information should be used
as a reference for key project milestones. Please review this information and comment on
the ability of your team to deliver documents on this schedule:

accommodate this project.

b. Describe in detail the process you would follow from schematic approval
through approval of the final design.

c. Outline the design schedule you would implement to meet the expected
manufacturing and occupancy dates. Describe the methods you would
use to maintain this schedule.

d. Describe your method for consensus manufacturing, including your role,


the methodology employed, the outcome, and a contact person for a
recent project where you employed this method.

e. Describe the types of problems you have encountered on similar projects,


and explain what you did to resolve the problems and what you would do
differently to avoid such problems on future projects.

f. Describe how your firm can add value to this project and the process and
include examples of situations from comparable projects where the
owner realized tangible value.

4. Manufacturing Costs

a. Describe cost control methods you use and how you establish cost
estimates. Include information on determining costs associated with
manufacturing in existing facilities.

7. A minimum of four Chartered Civil Engineers should be included as part of the


Project management team.

8. The Total number of the project team should not exceed seven (7) members.

9. References for previously done projects by the project members should be provided.

10. Qualifications to be selected as a project member should be provided.

Contractor will prepare for and attend Project Team Meetings scheduled with the consultant
to review the scope of work and project goals, schedule, task progress and issues to be
addressed. Key team members will be present at each team meeting depending on items to

be discussed in person at the JCMS Head Office or as a conference call. It is required by the
consultant that a total of number of 10 (minimum) project team meetings should be held.
Additional meetings may be requested by the consultant with notice three (3) days before
the meeting is to be held. Additional meetings requested by the consultant shall be
considered included as a part of this agreement.

Deliverables:

At a minimum the following items will be prepared and distributed:

Meeting agendas

Meeting materials (graphics, visual aids and other presentation items).

Updated Issue/Action Item/Decision Log.

Updated Project Schedule

Meeting minutes within 1 week of meeting.

Provide a description of your project management approach for this project as it relates to

About the Pre-design

The Consultant shall be responsible for providing manufacture engineering/management


services during pre-design. The Consultants Design Engineer shall be actively involved in the
following pre-design management tasks:

Scope of Services (including but not limited to):

Constructability review -Explain ways of improving the design requirements of the


proposed project through manufacture expertise of your entity.

coordinated with Contractors schedule)

Site Coordination between Contractor and Consultant. Explain the procedures taken
for on-site management

List the level of safety procedures undertaken by the constructor

Explain how frequent quality inspections will be carried on the construction site and
the Quality certifications.

Manufacturing Task Order (CTO) management, including cost tracking and estimated
vs. actual expenditures.

Communication with Contractor, JCMS staff, and others including the property
owners near the project site.

Preparation and submittal of monthly Construction progress report, and payment


request.

The monthly progress report shall be due on the first (1st) of the month and shall
contain at a minimum:

1. Overview of work accomplished during the previous month.

2. Overview of work to be accomplished the following month.

3. Updated schedule. This shall be based on Contractors schedule.

4. Contractor work progress and completion percentage in a summary form


and graphs.

5. Problem areas, if any, with proposed corrective actions.

6. Outstanding issues with deadline-to-resolve-by date.

7. Bar graph comparing monthly invoiced amount and cumulative billings with
total authorized construction management budget.

Selection Criteria and Weighting Percentages

A. Project Team Organization and Responsibilities - 10%

Background of contractor

Describe the proposed Project construction portions, including entity members of the
project team and members of the organization, and the responsibility of each member.
Include an organizational chart that shows the relationships between the key individuals of
the Project Team. At a minimum, identify the corporate executive dedicated to the project,
the design manager, the project manager, the superintendent, and the safety officer.

Provide resumes of the key individuals working as the Project Team.

Include the teams Qualifications and relevant individual experience, unique qualifications,
time commitment of the team members on the project

The strength of the Organization Chart

Identify how your Team will be integrated into a cohesive Contracting organization, including
a description of management strategies, internal communication protocols, coordination
tools, and planning efforts that you will employ to ensure a successful project.

B. Project Understanding and Approach 10%

This includes demonstrated knowledge of the work required, explanation of the project,
knowledge of SLIIT processes, and innovative approaches and internal measures for timely
completion of project

C. Project Team Experience - 10%

i. Qualifications

Provide the proposed Project Team members specialized experience and competence in
higher education on civil engineering works.

ii. Past Performance

Provide relevant past performance of Team members in Design construction. Include date,
type of project, budget, issues addressed during design and construction, construction
duration, and a contact name with telephone number who could be contacted to request
further clarifications if a problem arise. Identify whether other staff of the constructing
company were involved in the project, and if so, the level of their involvement.

iii. Past projects

Provide a list of projects your Project Team has worked on together in the past.

iv. Cost Controlling techniques

Provide specific examples showing the ability to control project budgets. If costs exceeded
the budget, what was done to bring the costs back within project requirements?

D. Quality of design and construction - 15%

i. Approach for construction:

Explain in depth your teams approach to the Pedestrian Design construction


process.

ii. Focus on quality:

Summarize key elements that the Project Team anticipates using that will
maintain quality from design through construction.

the Consultancy Company?

iii. What sustainable features have been incorporated into the project?

iv. What low-impact development features have been incorporated into the project?

H. Project Schedule 5%

i. Submit a detailed project schedule for completion. Failing to propose to

EXHIBIT IV GENERAL TERMS AND CONDITIONS

General Terms and Conditions Agreement

For the construction of the Wind powered turbine design

The ENTIRE AGREEMENT, GOVERNING LAW AND VENUE: The entire Contract between the
JCMS Constructions and Consultation (PVT) Ltd and the Contractor and shall be governed in
all respects by the law and statutes of the government Socialist Republic of Sri- Lanka.

The Contract Documents consist of the following:

1. The General Terms and Conditions Agreement


2. Performance bond
3. Payment bond
4. Other bonds specified herein or in other contract documents
5. The following which may be delivered or issued on or after the Effective Date of the
Agreement and are not attached hereto:

a. Notice to Proceed
b. Work Change Directives.
c. Change Orders.

CHANGES:
No alteration in any of the terms, conditions, delivery, price, quality, quantities, or
specifications of the Work under this Contract will be effective without written consent of
the Director of JCMS Constructions and Consultation (PVT) Ltd Company or his delegate by
writing.

PRICE QUOTATIONS:
Price quotations are to include the furnishing of all materials, equipment, maintenance and
training manuals, tools, and the provision of all labor and services necessary or proper for
the completion of the work, except as may be otherwise expressly provided in the Contract
Documents.
The Customer will not be liable for any costs beyond those proposed herein and awarded.
Time and materials quotes will be unacceptable. The Vendor shall include all applicable
sales, consumer, use, and other similar taxes in the price quotations.
In case of discrepancy in computed proposal prices, the lowest combined value of individual
unit costs shall prevail.

PRICE STABILITY:
Contract prices and discounts shall be fixed at the time of contract approval by The
Customer and The Vendor. In the event of price changes, replacement equipment shall be
purchased at the lower of contract or then current market price.
In no case shall a price higher than contract price be paid for equipment proposed.
In the event that The Customer desires to purchase equipment or services not contained in
the contract, future purchases will be determined using The Vendor-specified discount rate
in the proposal from the manufacturers suggested retail price as of the date of the order.
In no case shall the price exceed the favored Vendor prices.

VARIATION IN QUANTITIES AND CONFIGURATIONS:


Equipped and capacity requirements are the best estimates currently available.
SLIIT reserves the right to modify quantity and configuration requirements. The Constructor
agrees to sell the JCMS Constructions and Consultation (PVT) Ltd Company the revised
quantity of items at the unit price as stated in the RFQ regardless of quantity changes.
