SOLAS - actual situation (WCH interpretation) ‘+The min. double bottom height (h) has to be calculated by the formula h = ship width / 20. (SOLAS regulation 9, point 2) ‘The value of h may not be less than 760mm and need not been taken more than 2000 mm (SOLAS regulation 9, point 2) In the case of an installed lubricating oil sump tank (other well) in the double bottom under the engine, the cofferdam height has to be at least 500 mm, if the height ensures a save ship service and is not restricted by manufacturing possibilities. SOLAS - new rule interpretation Recently we received some questions from our customers regarding the class interpretation of the SOLAS. rules. ‘They mentioned that from now on the min. height of the double bottom is only restricted by the formula h= ship width / 20 (SOLAS regulation 9, point 2). In addition the special rule for small wells (SOLAS regulation 9, point 3) shall not be valid any longer, ‘except for short suction wells with a maximum length of two frame spaces. Consequently the lubricating oil rain tank cannot be integrated in the double bottom below the engine. Accordingly our customers are not allowed to continue with their current projects in the way they were planned as the arrangements do not fulfil this rule. In this situation they contacted our department and caused with their statement strong doubts. Concerning this rule restriction almost all current installations with a lubricating oil sump tank in the double bottom under the engine would not be possible anymore, ‘Summary of installation restrictions, ifthe reported rule interpretation should be correct: = The double bottom height below the engine will increase = The lubricating oll sump tank is not allowed to be integrated in the double bottom WCH 10020 Application Engineering | Date | 2011-03-15 | Page| 4/10 (Our Ref. Influence of the restricted SOLAS rules on present installations In this chapter you will nd some examples of recent ship installations which show the associated problems related to the a.m. restriction of the SOLAS rules. Exampl MAIN ENGINE pig} g0t | Data: ship width: 45 m Calculation of double bottom height according to SOLAS: h= 45 m/20= 25m Result: actual height of the whole double bottom is only 1.573 m, while the cofferdam height is even less with being just 0.612 m. Consequence: the engine installation height would need to be increased by 0.677 m just to fulfil the double bottom height requirement and by 1.838 m if the same lubricating oil sump tank should be kept below the engine. No.: mh11-004 New SOLAS Rules regarding the cofferdam height Data: ship width: 30 m Calculation of double bottom height according to SOLAS: 30m/20= 1.5m Result: actual height of the whole double bottom is only 1.364 m, while the cofferdam height is even less, with being just 0.652 m. Consequence: the engine installation height would need to be increased by 0.136 m just to fulfl the double bottom height requirement and by 0.848 m if the same lubricating oil sump tank should be kept below the engine. No.: mh11-004 WARTSILA | New SOLAS Rules regaraing the cofterdam height Figure 4: installation of 6RT-flex35 / 19000 DWT Container Vessel Data: ship width: 32m Calculation of double bottom height according to SOLAS: h = 32m /20= 1.6 m Result: actual height of the whole double bottom is only 1.260 m, while the cofferdam height is even less. with being just 0.660 m, ‘Consequence: the engine installation height would need to be increased by 0.340 m just to full the double bottom height requirement and by 0.940 m if the same lubricating oil sump tank should be kept below the engine. Alternative tank arrangements implementing the new interpretation of SOLAS rules In the folowing you will find some examples for an alternative tank arrangement iit is necessary to follow the restricted SOLAS rules, mentioned in chapter 2. ‘The in the alteratives 3 - 5 shown height F (distance from keel line to the tank bottom) and the height DB (double bottom height) have to be defined. In this context it has to be clarified if for F is stil a reduced height allowed or if it has to be equal with the value B/20. The total height of the double bottom (DB) is associated with the value of F. But note that the below shown solutions are out of our standard and will cause additional costs. Therefore they should only be implemented if the regular design is not possible. Alternative 1 Lifting of the engine as much as possible (the propeller has to be stil fully submerged). Almost impossible as restricted by ship design. Questions regarding the new interpretation of SOLAS rules 1 In general: does the height h (acc. SOLAS regulation 9, point 2) only describe the min distance from the kee! line to the lubricating ol tank bottom (F) or the total double bottom height (08)? What does the description “small wells" means? Ist related to the definition in MARPOL regulation 124? This rule limits the capacity of “small fuel oll tanks” up to 30 m*. Is this also valid forthe lubricating oil sump tank? Or isthe well length limited to two frame spaces as informed by our customers? Which rules have to be fulfilled to get the permission from the Administration for installation of “other wells” (e.g. the lubricating oll tank) with the reduced height of min. 500 mm? Is it possible to get a special permission fora reduced height, ifthe engine drains have gate valves? This question concerns a recently received tank layout. As can be seen in the picture below (figure 9) the distance from the kee! line to the pump suction well is just 350 mm. The ‘question now: is such a design generally allowed according to the SOLAS rules or are modifications required?
