Background
Paurashava Financial Management for Inclusive and Climate Resilient Urban
Development is a training program which is designed to provide participants from five
partner cities: Rajshahi City Corporation, Khulna City Corporation, Barisal City
Corporation, Sirajgonj Paurashava and Satkhira Paurashava in Bangladesh under
Resilient and Inclusive Urban Development (RIUD) Project. The project is being
implemented jointly by the Deutsche Gesellschaft fr Internationale Zusammenarbeit
(GIZ) and Local Government Division (LGD). The training program was developed basis
of the findings of the field study undertaken by the consultant, as well as time to time
supports and advices of the GIZ TC Members. The delivery and facilitation of this
training program is one of deliverables of the consultant on the individual consultancy
services under contract no. 83223819. The overall objective of RIUD: Selected partner
cities, on self-initiative and with the active involvement of the poor population,
implement measures to increase the adaptive capacity in slum settlements.

Main objective of the training


The main objective of the training is to familiarize the Mayor, Councilors, and key
officials of the Satkhira Paurashava about the Paurashava financial management
readiness for inclusive and climate resilient urban development.

Design and structure of the training


The training was designed mainly on the basis of four ideas; as under:

1. Selection of action oriented training contents have the applicability demands from
the PS/CC ;
2. Presentation and interactive discussions among the participants especially on
climate dimensions through examples, games, and scientific terms relevant to
the concerns;
3. Usage of a large number of exercises (no. 7) and case studies (no. 10) in a view
to make the training more practical and work reality ;
4. Combination of different interacted and attractive methods and materials
including power point presentations in the training to retain the participants
always energetic.

The two-day training was structured with the nine sessions, as under:

Session: 6 Planning and budget

Participation
The training was participated by the Mayor, Councilors and Key Officials of Satkhira
Paurashava. List of the participants, moderator, trainer and resources persons of the
training is given in the Annex to this report.

Impression: The attendance of the training was very satisfactory. The participants were
found highly motivated and interested in the training. Participants actively raised
questions, joined group works and discussions. The first day-starting was some delay,
and was closed early than scheduled remaining some tasks in due, but it was lastly
managed as the participants were committed to give their additional times in the second
and last day of the training. Venue of the training was at Paurshava level, so it was not
hampered their official works; it was one of facilitates for PS officials and public
representatives to make their emergency small tasks in the training break-period.

Evaluation

At the end of the training, the participants were requested to fill out training evaluation
form, with comments for possible improvement. Also the trainer evaluated the training
and reflected about possible improvements.

Evaluation by participants
The evaluation of the participants resulted in the following feedback and suggestions. A
general outcome of the training (based on evaluation form) is that:

o 85 % of the participants indicated that importance of this training was very good
for them, 15% indicated good;
o 70 % of participants indicated that their participation in the training was good,
and 23 % indicated very good; and 7% indicated moderately;
o 54 % of participants indicated that the training did meet their expectations good,
16 % indicated very good and 30% indicated moderately
o 62 % of participants indicated that efficiency of the trainer was good and 38 %
indicated as very good;
o 70% of participants indicated that usage of methods and materials in the training
was good and 23% indicated as very good and 7% as moderately;
o 69% of participants indicated that behavior of the trainer was very good, and
31% indicated as good.
o 77% of participants indicated that quality of foods in the training was very good;
and 23% indicated good;
o 54% of participants indicated that overall training management was very good;
38% indicated very good; 8% indicated moderately;
o 39% of participants indicated that duration of the training was good; 31%
indicated very good; and 30% indicated moderately.

The most relevant remarks in the evaluation forms were:

o This type of training is good for public representatives;


o Give handouts of PowerPoint presentations;
o Give more case studies on revenue raising;
o PP preparation process, identity and linkage process with donor agencies in the
training could be included;
o The training is enough suitable and important;
o It would be very good for participants if the venue is outside from the
Paurashava;
o Discussion in the training was right;
o Allowances for participants;
o This type of training is very good for PS administration, if it is arranged
repeatedly ;
o Extension of training day;
o Need refresher training.

Evaluation by trainer

The training evaluation resulted in general feeling that the training was valuable for the
participants as they have learned many basics about climate change, financial analysis,
citys investment needs on climate aspects and etc. through lots of examples, exercises
and case studies. Participants in the training were different levels of knowledge. All
contents were not similarly main interest for them. Some of the participants did not have
good knowledge. However, participants seemed to feel happy on their evaluation that
85 % of the participants indicated that importance of this training was very good and
rest 15% of participants indicated good. Again, 70 % of participants indicated that their
participation in the training was good, and 23 % indicated very good; rest 7%
indicated moderately. Of course, two days of training will never fill up all knowledge
gaps. Participants welcomed all the exercises and case studies, but some exercises
were not completed during the training for timing lack. However, the trainer concludes
from this training lesson that in the next trainings the time for the theoretical discussion
has to be reduced so that more time can be spend on the practice of exercises and
case studies.

Proceedings of the Training


A picture is worth of a thousand words. One of the purposes of this report is to make a
visualized documentary of the training proceedings with photographic evidence.
