1. SCOPE

A. This standard covers the basic requirements for the design and fabrication of a
Prefabricated Electrical Center (PEC) to be located in a non-classified location.

B. This standard is supplemented by engineering standards for electrical equipment


located within the PEC, one line diagrams, conceptual arrangement layouts, and the
Material Requisition (MR). In the event of conflict, the MR shall take precedence.

2. CODES AND STANDARDS

A. Unless otherwise specified in the MR, the following design criteria and standards shall
be applied:

a) Electrical System Design Criteria by SINCOR doc. # CA04-04-33-P-DC-101 in the


latest revision.

b) IEC standards, issued by the International Electromechanical Commission. The


most important publication relevant to the matter of this specification are:

3. GENERAL

A. The Prefabricated Electrical Center (PEC), shall be factory assembled metal enclosure,
containing electrical equipment and other items as described in the MR. The Seller has
complete responsibility for a complete package assembly, including factory testing of
electrical equipment in the PEC, if equipment was supplied by Seller as part of
complete package.

B. The Seller shall be responsible for checking the dimensions of the equipment he is
proposing to supply at the time of bid submission and provide a proposed layout. In
addition to the basic dimensions, he shall check other items such as: required
clearances in front and back of the equipment, space for connection and
interconnection. Seller shall check the overall internal and external dimensions and
confirm that they meet the interstate shipping regulation to transport the assembled unit
from the factory to the final destination. The initial layout shall be provided with space
for the addition of 20% future equipment (switchgear and MCCs).

C. Quality Assurance: All work described in the scope shall be carried out by qualified and
experienced tradesmen who are completely familiar with the requirements of this work
and the recommendations contained in the referenced codes and standards.

D. In procuring all items used in this work, it is the Building Contractors responsibility to
verify the detailed requirements of the specifically named codes and standards and to
verify that these items meet or exceed the specified requirements.

4. STRUCTURE

A. The preliminary dimensions of the PECs are indicated on the conceptual arrangement
layouts. The design and fabrication of a PEC shall be one single structure. The PEC
shall be transported until SINCOR installations as MONOBLOCK. Shipping PEC shall
be limited only by road limitations and other specification in material requisition.

B. In case of split design, each section shall be properly designed to withstand distortion
and damage during shipment and installation. Seller shall provide temporary structural
members for the roof and walls, when required, to be removed in the field after
installation.

C. In general, the basic structural design for PEC shall be suitable for unit installation with
no distortion on raised concrete or steel columns, located at 3.66 m. maximum
intervals. Deflection in the 3.66 m span shall be limited to 5 mm. Another possibility the
basic structure shall be suitable for installation on slab foundation at grade. The choice
proposed shall be approved by SINCOR.

D. Design criteria

All structural engineering design shall be done by a qualified professional engineer registered
in the Colegio de Ingenieros de Venezuela (C.I.V.).

All members fabricated from light gauge cold formed material shall be designed in accordance
with COVENIN 1618-98.

All structural members and elements shall be designed to withstand the most severe load
combination of imposed loads and shall have the strength, stability, and serviceability in
accordance with all codes and standards listed above.

Design loads shall be as specified in Buyer Specification. Total design floor live load is 500
Kg/m2 including equipment load, cable trays and operational/maintenance load, in accordance
with SPEC N CA04-02-31-M-SP-001

The walls and roof shall be capable to support all structural loads imposed on them per ASCE
7-95 Code design for the wall and roof loads. They shall also be capable of supporting wall
and/or roof mounted equipment such as light fixtures, electrical panels, fully loaded cable trays
and equipment without any additional interior-supporting framework.

The inside PECs shall be customized according to SINCOR security requirements in two
internal sections to control and electricity.

The floor and floor beam deflection due to total load and weight of all equipment shall not
exceed L/360 of the span, in accordance with SPEC N CA04-00-10-M-SP-007

5. CONSTRUCTION DETAILS

5.1 Base

a) The base shall be structurally rigid for electrical equipment support and provided with lifting
and jacking attachments for lifting the unit during transportation and installation.

b) Structural steel members such as I-beams or channels shall be rust-proofed. The complete
bottom area of the base shall be given a coat of flame and corrosion resistant undercoating
for protection against environment.

5.2 Floor

a) The interior flooring shall be solid 6.3 mm minimum steel plate with durable non-skid vinyl
or gray enamel finish. Seller shall supply one (1) 3.8 L can of paint for final touch up.

b) Floor cutouts shall be provided where required for incoming and outgoing cables. All the
openings under the equipment and at future equipment locations shall be provided with
gasketed covers and stainless steel fasteners. This installation shall comply with IP55
specification.

c) Floor beams (standard beams or channels), shall be arranged to permit the maximum size
floor penetration possible, especially under the length of Motor Control Centers (MCC), and
Switchgear. The floor penetration template shall be completely accurate before release for
construction and shall require Buyers approval. No subsequent changes of the floor
penetration template shall be made without Buyers written approval.

d) 40 kV dielectric strength floor mats shall be provided in the main aisle. Mats shall be
shipped for field installation.

e) During the field cable pulling operation, the aisle may be used for setting up the rigs.
Before shipment, aisle space shall be covered with construction paper and easily
removable 10 mm thick plywood on top of paper for protection.

f) The minimum floor clearance around electrical equipment shall be provided as follows:
Operating Aisle Between Switchgear and Control Centers 1500 mm or

5.3 Wall

a) The walls shall be a min. of 12 gauge steel panels assembled from galvanized or epoxy
coated panels on the outside, with door openings as shown on the layout drawing. All joints
shall be designed and fabricated to preclude the ingress of sand, dirt, water, etc., and to
prevent loss of conditioned and/or pressurizing air. Bolted joints shall use zinc plated bolts.
Self-tapping, zinc plate sheet metal screws with washer and neoprene grommet may be
acceptable.

b) Corner plates shall be provided as required for form walls to provide a rigid water and dust-
tight assembly.

c) Panels shall be filled with polyurethane (density 40 kg/lt) or similar insulation for a complete
thickness not less than 40 mm

5.4 Doors

a) An equipment double or single door (type and size shall depend of the equipment) shall be
provided on one end of the PEC; and a personnel door at the other end. If the distance
between both doors is more than 15 m must be installed another one personnel door.
Equipment doors shall accommodate the largest assembled unit of equipment, using
standard size doors with removable panels, if required.

b) The doors shall be of steel double wall construction with insulated core. Doors shall be at
least 12 gauge steel reinforced and welded frame construction. Each door shall be
provided with small safety glass windows approximately 200 mm x 450 mm with a proper
seal (outside from process and classification area) , handle thumb latch, cylinder lock, and
panic hardware assembly designed to override all the locks for emergency exit from the
enclosure. Doors shall also be provided with pneumatic or hydraulic door closers and door
stops to lock the door in open position, and a stop release. All handles, screws, hinges, or
molding shall be stainless steel. All doors shall be opened or locked with one master key.

c) Doors shall be provided with gasketed joints to prevent the ingress of fine sand, dust, rain,
etc., and also loss of conditioned or pressurizing air. These gaskets shall be held in metal
retainers or channels.

d) If specified in the MR, Seller shall provide necessary steps and platforms at each door, as
noted on layout plan and elevations.

e) Provide bonding straps for doors .

5.5 Panels

a) In addition to the doors, the enclosure shall be provided with bolted or hinged equipment
panels at the back wall of the switchgear or other equipment requiring rear access.

b) Hinged panels shall be provided with three point latch and a key-latch. All locks on hinged
panels shall be operated with one master key. All hinged and bolted panels shall be water
and dust-tight and provided with insulation.

5.6 Roofs

a) Seller shall provide a roof designed to withstand damage from wind loads of 25 m/s.
Design live load shall be 240 kg/m2, min. 12 gauge steel panels.

b) The pitch of the roof shall be a minimum of 2% for moisture run-off. Also in split design, the
design of the ridge shall be such as that in field there is an interlock between two sections.
The field joint shall never leak and shall be completely water and dust-tight.

c) A minimum vertical clearance of 450 mm shall be provided above the highest equipment
section measured to the bottom of the lowest roof beam.

d) Rain gutters shall be provided .

e) Lightening protection air terminals shall be furnished .

5.7 Insulation

a) Walls, floor and roof of the PEC shall be thermally insulated with fire resistant insulation.

b) Rigid refrigeration grade fiberglass panel insulation shall be provided in the doors and
behind hinged or bolted access panels.

5.8 Provision For Pulling Cables

a) Provision shall be made to support sheaves for pulling the cables in the field. Seller shall
provide removable longitudinal beam or beams near the roof center. Additional beams shall
be provided at the Motor Control Centers. The beams shall be suitable for 13500 N pulling
force.

b) For external cable pulling at the Switchgear, etc., removable beams shall be supplied
above the wall openings as noted on layout.

c) Seller may propose alternative methods to the above for Buyers approval.

5.9 Provision For Lifting The PEC

a) Each section of the PEC shall be provided with welded or bolted lugs for lifting from the
bottom base and with spreader bars. The spreader bars for lifting cables shall not be an
integral part of the top structure, but a bolted removable arrangement.

b) The enclosure shall also be provided with jacking attachments.

5.10 Antirust Protection

All structural steel that will be used in the construction of the PECs, will be protected against
rust through the system called DUPLEX. Firstly we will proceed to apply cathodic protection
through hot galvanization through immersion and then after we will apply barrier protection
through paintings.
Hot dip zinc coatings to carbon steel structural items.

Items to be galvanized shall be designed to avoid laps or depressions where acid used in the
cleaning process may collect. Where laps cannot be avoided, overlapping or contacting
surfaces shall be seal welded.

Rough spots and burrs shall be removed by grinding prior to galvanizing.

Mill scale, rust, oil, welding residue, and other foreign matter shall be removed before
galvanizing.

Items shall be galvanized after completion of cutting, drilling, punching, riveting and welding
operations in accordance with the ASTM specification specified in Section 2.

Components of bolted assemblies shall be dipped separately with bolts removed.

Welds shall be cleaned completely free of slag and flux before galvanizing, preferably by
sandblasting.

Each component shall be completely submerged in the molten zinc. Multi-dipping may be
necessary for complete coverage.

Each component shall be brushed or wiped after dipping to remove flux, icicles, dross, needle
points, sharp edges or other irregularities in the zinc coating. Lumps, globules or heavy
deposits of zinc, which will interfere with the intended use of the component, will not be
permitted.

Any piece bent or distorted during galvanizing shall be restored to its original shape prior to
delivery. The precautions specified in ASTM A 384 shall be followed to minimize warpage and
distortion. Material that is warped or distorted to the extent of impairment for its intended use
shall be rejected.

Structural steel shall be galvanized in accordance with engineering drawings. Thickness of


galvanizing shall be in accordance with one of the following ASTM standards:

A 123 Specification for Zinc (Hot-Dip Galvanized) Coatings on Iron and Steel Products
A 153 Specification for Zinc Coating (Hot-Dip) on Iron and Steel Hardware

When a galvanized surface has been penetrated to the base metal, destroyed or a new steel
surface exposed by welding, burning or mechanical abrasion, it shall be repaired by the
following method:
1. Clean the area to be repaired per SSPC-SP3 or by needle gun.
2. Coat with one coat of organic zinc-rich primer (P-105) to a dry film thickness of 75 microns.

5.11 Materials

All materials shall be of new stock and conform to the following requirements unless indicated
otherwise on contract drawings:

A. Welding

Low hydrogen welding electrodes with a tensile strength of 4800 kg/cm2 (480 MPa) shall be
used. The electrodes shall be compatible with the welding process and with the material being
welded.

5.12 Transportation

The PEC will be built, assembled and equipped in the shops. Is the responsibility of the seller,
the attachment of the equipments, cabinets and trays. In case that: as a consequence of the
transportation or deficient attachment will result to damages of the equipments, cabinets or
trays, the seller will replace them without receiving additional payment.

The transportation and installation in the selected place will be covered by the Seller. For this
purpose the seller will contract a specialized company that will study the route from the shop to
the selected site, to determine its viability.

By this viability study, the National Institute of Transit and Earth Transportation will grant the
necessary permit, with the commitment that the seller will reinstall signs and/or announces, in
case that it will be necessary to remove them to gibe way to the transportation.

6. STATION SERVICE POWER

In general, the PEC shall be provided with 480-208Y/120 Volts utility transformer(s) located
and fed as specified in MR. The transformer shall be dry type, epoxy encapsulated, compound

filled, with two (2) 5% taps for full capacity below normal voltage. Overcurrent device set at
125% rated secondary current shall be provided. The transformer shall feed an AC distribution
panel which shall supply, space heaters, 120 Volts utility receptacles, and other AC
requirements. Seller shall provide 20 percent spare breaker circuits in the panel for future use
with place breaker Seller shall provide 20 percent spare breaker circuits in the panel for future
use. One transformer and distribution panel shall be provided for normal power and one for
emergency power.

7. AIR CONDITIONING

A. The PEC shall be provided, with closed-loop, wall-mounted, industrial air conditioning
units for the control of temperature, humidity, and cleanliness of air within the centers,
for external and internal ambient conditions as specified in MR. The Seller shall
establish the amount of heat dissipated by all the electrical equipment inside the unit,
including heat dissipated by all the electrical equipment inside the unit, including heat
dissipated by future equipment, assuming that they will be operating simultaneously at
rated capacity. System shall maintain internal temperature range between 24C and
28C. Supplier must aware all power limitations of wall-mounted units and to provide
units with capacity of dissipate the heat charge generated by equipment; the units must
able of supply 10 percent above heat charge calculated.

B. The air-conditioner units shall be sealed compressors, non-arcing type fan motors, etc.,
and shall be provided with alarm contacts at 35C, and 40C, which shall be connected
to the annunciator for remote trouble alarm, indicating partial or complete loss of air-
conditioning. Two (2) 100% units shall be provided. It is recommendable place three
(3) 100% units (2 in operation and 1 in spare).

C. Electrical power for the air-conditioning units shall be obtained from AC Distribution
Panel/MCC.

D. The AC system shall provide 10 percent make-up air for slight positive pressure.

E. The air conditioner will have capacity to dissipate the air towards the out side, damper
for air entrance, temperature transmitter 4-20 mA.

F. The electrical power of the air conditioner units shall be provided with external trip
connections (when PEC-1 fire panel detect fire, the air conditioning units shall stop)

8. LIGHTING, SWITCHES AND RECEPTACLES

8.1 General Lighting

a) General lighting inside the PEC shall be provided by twintube fluorescent lamps, with a
gloss white, acrylic diffuser. Fluorescent lamps shall be Cool White, and mounted with
tubeloc to prevent lamp fallout.

b) Lighting design shall provide maintained illumination levels of 300 luxes horizontally at the
floor level and 500 luxes vertically 1.5 m above the floor level at the switchgear and other
equipment. Dark spots in the end shall be avoided.

c) Indoor lighting shall be controlled by three-way switches, 20A, 120/277 V, located at each
main entrance.

d) Ballast for fluorescent fixtures shall be rapid start Class P thermal protected, high power
factor (90 percent minimum), filled with a thermosetting compound (leak-proof), and have a
rated noise level of 30 dB or less.

8.2 External Lighting

a) External lighting shall be provided at each entrance door. External lighting shall be
provided by high pressure sodium fixtures with integral constant wattage ballast and
refractor.

b) External lights shall be controlled by a common photoelectric cell mounted 0.6 m above
roof facing north.

8.3 Emergency Lighting

a) Wall mounted emergency units shall provide egress lighting when AC power fails. Units
shall be dual light, 12V DC, complete with battery, fully automatic high and low rate
charger, indicating pilot light, test switch, on-off switch and provision for connection to 115
V AC 60 HZ single-phase wiring. Each unit shall provide light for a minimum of 90 minutes,
while maintaining 87 percent of nominal battery voltage (Dual Lite 12-DE Series, or
approved equal).

8.4 Convenience Receptacles

a) A minimum of two (2) 120 volt, 20 amps, 2 pole, 3 wire, grounding type duplex receptacles,
shall be provided on each wall. One (1) shall be located near each door.

9. WELDING RECEPTACLE

A. One (1) 480 Volts, 60 amps, 3 phase, 4 wire weather resistant welding receptacle shall
be supplied on the outside as shown on the layout drawing. Welding receptacles shall
be fed from circuit breaker located in the low voltage MCC.

10. GROUNDING

A. A standard copper wire or solid bar ground loop shall be provided around the inside
periphery of the PEC, connected to two (2) external grounding pads on two opposite
ends of the PEC and provided with compression lugs for #2/0-4/0 AWG, ground cable
and from substation ground loop. Earth bars shall be installed for grounding equipment
.

B. Seller shall connect all the equipment grounds to the internal ground loop in at least two
ends of the equipment. Also, the equipment enclosures and other necessary items shall
be grounded adequately.

C. Separate ground system shall be installed for grounding all communications,


automation and computer / instrument equipment. The system shall consist of a loop of
70 mm2 ground cable connected to the required number of ground rods as specified on
drawings and installed beneath the computer floor. All computer/automation loads shall
be bonded to it. Instrument/signal ground shall be bonded to main ground through just
one equalizing bare wire, conform to SPEC CA04-02-31-P-SP-001. This grounding
system for instrument and communication equipment will be connected at least in one
point with the Power ground system for avoid power differential.

11. FIRE PROTECTION

A. The materials used in the construction of the PEC shall not support combustion and
shall not emit large volumes of smoke. The air-conditioning equipment shall conform to
the requirements of NFPA 72.

B. The PEC shall be fitted with combined smoke detectors on the inside. The detectors
shall be provided with relay contacts to give separate alarms to the plant overall fire
protection system. Pull station mounted inside near of each doorway shall be installed.
Sirens and flashing red beacon light shall be installed in each section of the PEC, into
section of control and into section of electricity. All devices shall be wired back to wall
mounted junction box via Class A wiring system. Sensors, Fire alarm control panel,
sirens, flashing red beacon light and all material required are responsibility of PEC
supplier.

C. PEC shall be supplied with two fire extinguishers located on the inside, near each
doorway, mounted 1.2 m above floor level. The extinguishers shall be UL supplied with
certificates from approved certification and testing authorities.

12. BATTERIES

A. The batteries shall be for DC distribution system and Uninterruptible Power Supplies,
comply with the indicate in Electrical System Design Criteria doc # CA04-04-33-P-DC-
101 and specification Battery, Charger and DC Distribution System Redundant # CA04-
04-33-P-SP-006.

B. Storage batteries for DC supply, when specified in the MR, shall be provided with a
corrosion resistant cabinet. The cabinet enclosed on all sides shall be floor mounted
and provided with hinged and latched panels for easy maintenance and shall be
provided with louvers at the bottom and a small fan with screened exhaust vent pipe or
louver on the top for exiting released gases to the outside. The cabinet shall be easily
removable for installation and maintenance. An acid resistant plastic drip try shall be
provided under the batteries.

C. The battery system shall be supplied with suitable charger and distribution panel as
specifies in MR.

D. DC Distribution System Redundant Units shall be provided with external fault contacts,
low voltage contacts and loss of 480 VAC to DC Distribution System Redundant Units.

13. ANNUNCIATOR

A. PEC alarm system shall be provided with contacts for remote alarm at the main control
room, hermetically sealed relays and solid state flasher.

B. The alarm panel shall be general purpose IP31, surface mounted type, adequately
ventilated for heat dissipation.

C. Power supply input shall be 24 VDC from DC power panel.

D. One window per each alarm input shall be provided. The alarm points shall be
complete with front accessible switches to provide either normally open or normally
closed field contact operation and lock-in or non-lock in alarms.

E. Each module shall have two lamps in parallel for maximum reliability.

F. The following alarms shall be hardwired to the annunciator panel in the PEC

f) Battery Charger Alarm (Ground, Low DC Voltage or AC Power Failure)

g) DC Panelboard Branch Breaker Tripped.

h) UPS Battery Charger Alarm (Ground, Low DC Voltage, AC Power Failure, Over
Temperature or Cooling Fan Failure)

i) UPS Rectifier & Inverter Alarm (Failure or Cooling Fan Failure)

j) UPS Panelboard Branch Breaker Tripped.

Alarms for new power transformers and new emergency generator shall be wired back
to annunciator panel by others.

G. The following system shall be hardwired integrated in the PEC:

a) Marshalling Panels.

b) Drives.

c) Air conditioning.

d) DC Distribution System Redundant and Panel Distribution.

e) Fire Detector System.

f) Datalogger.

14. INTERNAL WIRING

Wiring and cabling inside the PEC shall conform to the following which is in accordance with
2.A.b:

A. All conductors shall be stranded copper wire, THW, with color coding as follows:

a) Single phase, 3 wire - Black (Ll.), Red (L2), White (N).

b) Three phase, 4 wire - Black (Ll.), Red (L2), Blue (L3), White (N).

c) Control leads, including those for push-button stations, interlock circuits, instrument
control circuits, current and potential transformer circuits, etc., shall be Red.

d) Power supply to instruments shall be Yellow (live line), and White for the neutral.

e) Grounding conductors shall be copper wire with green sheath.

B. In general, wire and cables shall be installed in EMT raceways.

C. Feeders and control wires shall be tagged with permanent markers at both ends and in
pull boxes or panel box gutters through which they pass.

D. For interconnecting wiring between two shipping halves, Seller shall provide complete
length of wire at one section, These wires and cables shall be coiled and properly
tagged and supported for shipment.

E. Where bus duct is used for interconnection, all connecting hardware, for both ends,
shall be supplied and shipped with the unit.

15. PAINTING

A. The internal and external painting shall be resistant to cracking, peeling and blistering,
suitable for a petrochemical environment, requiring minimum maintenance.

B. After priming, exterior seams shall be caulked, using a non-hazardous architectural


grade butyl caulking compound.

C. A minimum of one coat of rust inhibiting primer shall be given to the enclosure followed
by a minimum of two coats of final top coat paint.

D. Interior paint finish shall be gloss white, exterior color as Sellers standard.

16. NAMEPLATES

Each piece of equipment and device in the PEC shall be provided with a nameplate identifying
the equipment or device. Nameplates shall be laminated plastic with black letters on a white
background. Each section of the PEC shall be provided with a visible stainless steel nameplate
bearing its number. Nameplates shall be in English and Spanish, if applicable.

17. TESTING/INSPECTION

NOTE THAT ALL THE TESTING SHALL BE DONE AFTER ASSEMBLING THE UNITS
INSIDE THE PEC AND USING WIRING WHICH WILL FORM PART OF THE FINAL
INSTALLATION.

A. When the design uses split sections, Seller shall assemble them in them in the factory fully,
and test the complete assembled unit, and thus prove the total integrity of his design.

B. Testing of the enclosure consists of testing the various systems, such as:

a) 480VAC, 120 / 208 V AC and 24VDC systems.

b) Emergency and normal lighting.

c) Fire detection system.

d) Annunciator system.

C. All electrical equipment housed in PEC shall be tested in accordance with the applicable
equipment standard listed in the Data Sheet, such as MCC, Switchgear, etc.

D. The Seller shall include a complete witnessed test by the Buyers representatives.

18. VENDOR DOCUMENTS

A. The Seller shall submit with his proposal:

a) Overall dimensions and shipping split location and logistic for transportation.

b) Approximate weight of PEC.

B. All Sellers drawings engineering and technical documentation shall be in English.


Operating manuals, installation, safety and maintenance instructions shall be in
Spanish.

C. All dimensions, calculations and engineering scientific and commercial units of


measurement shall be given in S.I. metric units. U.S. customary units may be shown in
parenthesis next to metric units for reference only.
