CONTENTS

2. GENERAL PRINCIPLES
2.1 The purpose of the NUS Building Information Modelling (BIM) Requirements is
to define the minimum requirements for the use of BIM in the Project, and shall
include the generation, revision, visualization, analytical and collaborative use of
BIM throughout the project delivery as defined in this document.
2.2 The NUS Building Information Modelling (BIM) Requirements are written with
reference to and shall be read in conjunction with the "SG BIM Guide" (version
applicable to the Project) for completeness of requirements.
2.2.1 In the event of any inconsistency between the NUS Building Information
Modelling (BIM) Requirements and the SG BIM Guide, the NUS Building
Information Modelling (BIM) Requirements shall prevail.
2.2.2 In the event of any inconsistency between the NUS Building Information
Modelling (BIM) Requirements and the Memorandum of Agreement, the
Memorandum of Agreement shall prevail.
2.3 The NUS Building Information Modelling (BIM) Requirements shall apply to
every party in the Project who has the Scope of Services for BIM in its
Memorandum of Agreement.
2.4 The NUS Building Information Modelling (BIM) Requirements does not change
any contractual relationships or shift any risk of the parties in a Project which
has been agreed in the respective Memorandum of Agreements. In particular:
2.5 With regards to the Models, the following principles shall apply:
2.5.1 A Released Model(s) is not intended to provide the level of detail needed
in order to extract materials, specifications or quantities unless this is
required in the BIM Execution Plan.
2.5.2 All dimensions in a Model shall be verified on site where possible and
applicable before commencing any construction.
2.5.3 If any party to the Project discovers any discrepancy between the latest
versions of a Released Model by one Model Author and that by another
Model Author, or any contract document in any Memorandum of
Agreement, that party shall immediately inform the BIM Manager who
shall facilitate resolution of the discrepancy.
3. BIM DELIVERABLES
3.1 In general, BIM Deliverables shall include the BIM Execution Plan, a set of
digital representations of the Project in the form of Building Information Models,
and/or other BIM-related representations that describe the physical, functional
and performance characteristics of the Project for the purpose of planning,
visualization, simulation, analysis, coordination, collaboration and
documentation through the project lifecycle.
3.2 The Consultants shall collaborate and prepare the BIM Deliverables as indicated
below. The typical BIM elements to be provided in the Released Models shall be
in accordance to the SG BIM Guide, unless otherwise specified in the BIM
Execution Plan.
3.3 BIM Deliverables required for the Universitys Project shall comprise, but not
limited to, the following:

3.4 The BIM Manager shall map out the BIM Deliverables and the respective
responsibilities in a matrix table and include it in the BIM Execution Plan
document.
3.6 The BIM Deliverables shall be delivered and used whenever practical or
requested, for meetings, coordination, official reviews and communication of
options and design intents throughout each project stage as it is being
developed, maintained and updated.
3.7 Any existing building or structure that interfaces with the Project shall be
modelled unless otherwise stated by the University, to address the potential
interferences at the areas of interfaces during the Project.
3.8 The cut off dates for exchange of BIM deliverables by Model Authors to Model
Users shall be the same as the cut off dates for exchange of information as
indicated in the Memorandum of Agreement unless otherwise agreed. Agreed
cut off dates for exchange of BIM deliverables shall be documented in the BIM
Execution Plan.
3.9 Data sharing and collaboration amongst various disciplines shall be carried out
interactively, leveraging software technology. The process of collaboration and
data sharing shall be led by the BIM Manager and agreed among all parties
involved in the BIM modelling and clearly documented in the BIM Execution Plan.
3.10 The BIM Manager shall engage all parties involved in BIM in an ongoing 3D
review process throughout the duration of the Project. This process may include
meetings where the BIM Coordinators of all relevant disciplines and relevant
decision-making parties are expected to attend.
3.11 The Consultants shall develop the Design Model(s) suitable for handover during
Tender award according to the BIM Execution Plan, and provide the Design
Model(s) to the successful Contractor(s) for reference without additional costs to
the University, other Consultants and the Contractor.
3.12 The BIM Deliverables shall meet the quality assurance guidelines as stated in
the SG BIM Guide. Any deviation shall be outlined in the BIM Execution Plan for
the Universitys review and acceptance.
4.1 The BIM Execution Plan shall outline the process in which BIM will be
implemented throughout the project lifecycle. The Project Team will maximize
the use and take full advantage of BIM for the purpose of the Project and to
enhance team collaboration and coordination.
4.2 The BIM Execution Plan shall be developed, updated and implemented in
accordance with this NUS Building Information Modelling (BIM) Requirements
and the SG BIM Guide, submitted to the University for review and acceptance.
4.3 The BIM Execution Plan shall identify and describe the manner of which the
BIM Deliverables will be created, managed, coordinated and interoperated
amongst all Project team members in various stages of the Project for
submission to the University for approval.
4.4 The BIM Execution Plan shall include, but not limited to, the following
information:
4.5 The Consultants shall fulfil their roles as defined in the BIM Execution Plan, in
accordance to the NUS Building Information Modelling (BIM) Requirements and
the SG BIM Guide.
4.6 As soon as practicable and from time to time as required, the BIM Manager
shall call all parties to the Project involved in the execution of BIM to confer and
agree upon the terms of or modifications to the BIM Execution Plan. The parties
involved shall use their best efforts to agree upon the terms of or modifications
to the BIM Execution Plan.
4.7 Any modifications to the objectives, project members, Model Authors, Model
Users or BIM deliverables shall be documented in the BIM Execution Plan.
4.8 The terms and modifications of the BIM Execution Plan shall be submitted to
the University for review and acceptance.
4.9 In the event of any disagreement on the terms or modifications to the BIM
Execution Plan, the BIM Managers decision, if approved by the University,
shall be final and conclusive. In the event that more than one BIM Manager has
been appointed, then the decision shall be the joint decision of the BIM
Managers failing which, the University shall decide and its decision shall be
final and conclusive.
4.10 The BIM Manager shall maintain a history record of all Released Models and
their respective purposes in the BIM Execution Plan.
4.11 The BIM Manager shall schedule and facilitate all meetings concerning BIM.
The BIM Manager shall report to and keep the University informed on all BIM
matters and the BIM Execution Plan, as updated from time to time, shall be
subject to the approval of the University.
5.1 The origin point for the Project should be clearly defined and drawn in the
SVY21 coordinate system and with reference to the SLA Vertical Control Point
(VCP) (>100M) plus 100m. The Model orientation and site configuration shall
be documented in the BIM Execution Plan.
5.2 The SG BIM Guide BIM Modelling Guidelines shall form the basic reference
of modelling guidelines for BIM elements. Clear modelling fundamentals,
guidelines and quality control plans shall be established and documented in the
BIM Execution Plan to ensure quality of models.
5.3 In general, each BIM element shall be modelled according to its size, shape,
location, orientation and quantity. At the early stages of the Project, element
properties are more generic and approximate, but become more specific and
increases in accuracy as the project progresses.
5.4 At each project stage, BIM elements and its geometric properties (e.g. length,
slope) and non-geometric attributes (e.g. material, fire rating, functional
information) shall be developed to the level of detail that is fit for purpose of the
BIM objectives detailed in BIM Execution Plan , and as recommended in the SG
BIM Guide BIM Modelling Guidelines.
5.5 The list of BIM elements and systems and the corresponding level of details
required for each BIM element, including the unit of measurement, geometric and
non-geometric properties of each project stage, shall be established and
documented in the BIM Execution Plan.
5.6 Each Building Information Model shall contain a standardized set of the project
level parameters as shown, but not limited to, the table below. Respective BIM
Coordinators shall ensure the data is updated and correct prior to model
exchange or submittal.
5.7.1 The Model Author shall clarify and seek approval from the University on
the standard and format of the data for the above-mentioned room detail
parameters.
5.8 Usage of 2-Dimensional detail components, such as lines, arrows, texts, tags,
symbols, filled region hatching, etc., in the Building Information Model(s) are
purely for descriptive annotative reasons only, and shall not be used to
represent actual model elements or building components. Any deviation shall
be outlined in the BIM Execution Plan for the Universitys approval.
5.10 A common naming convention for model views, legends, schedules, sheets and
links for the whole contract shall be used to provide a common reference to the
corresponding documentation for design, tender, construction and as-built
handover data. This shall be developed by the BIM Manager and proposed in the
BIM Execution Plan.
6.1 The University requires the Model(s) to observe a standardized file naming
format, for the ease of model archival and retrieval. A standardized file naming
system will allow for common understanding of Model files that can be utilized
by the different user groups across the University.
6.2 The BIM Manager shall consult and seek the approval of the University with
regard to the proper naming for the Project, and ensure the file naming format,
as shown below, is observed.
6.3 Project files naming convention shall comprise of, but not limited to:

7.1 Model Coordination Review sessions are expected to be carried out as part of
the quality assurance protocol, proposed by the BIM Manager with the
respective BIM Coordinators and documented in the BIM Execution Plan.
7.2 The following is a standard guideline for the BIM Manager to include, but not
limited to, in the Model Coordination report.
Provide screen captures of each coordination issue, in the following, but not
limited to the following views:
2D plan and/or section view(s)
3D view
Rectified Issues
8.1 BIM exchange formats, versions and protocols for BIM deliverables shall be
developed and agreed by all parties collaborating and contributing to the BIM
Execution of the Project. A list of the BIM deliverables and the corresponding
submission file formats shall be documented in the BIM Execution Plan for the
Universitys approval.
8.2.2 Native format of BIM authoring or BIM related software application for
Model Coordination and Design Reviews.
8.3 All BIM authoring and detailing software applications used shall satisfy all of the
following:
8.4 BIM coordination applications shall be compliant to and support the prevailing
version of the Industry Foundation Class (IFC) file format.
8.5 All BIM software applications and the versions to be used for the Project shall be
consensually agreed among the parties contributing to the Released Models and
proposed in the BIM Execution Plan for the University's approval before the
commencement of the Project.
9.1 The University shall have the ownership and exclusive rights to all BIM
deliverables of the Project.
9.2 The University shall reserve its right to grant its appointed agents permission to
use the BIM Deliverables for the purpose of the Project and subsequent
operation and maintenance of the works at its own discretion.
10.1 The Contribution of each Model Author is intended to be shared with Model
Users throughout the course of the Project.
10.2 Subject always to Clause 11, in contributing content to the Model, the Model
Author does not convey any ownership right in the content provided or in the
software used to generate the content. Any subsequent Model Users right to
use, modify, or further transmit the Model is specifically limited to the design
and construction of the Project (including authorities' submissions, where
required), and nothing contained in the NUS Building Information Modelling
(BIM) Requirements conveys any other right to use the Model for another
purpose.
10.3 It is understood that while specific content of a Released Model may include
data that exceeds the required level of detail specified in the BIM Execution
Plan, Model Users may rely on the accuracy and completeness of a Released
Model only to the extent required for the level of detail specified in the BIM
Execution Plan.
10.4 Any use of, or reliance on, content of a Released Model that exceeds the level
of detail specified in the BIM Execution Plan by Model Users shall be at their
own sole risk and without liability to the Model Author. Model Users shall
indemnify and defend the Model Author from and against all claims arising out
of or in relation to that Model Users unauthorized modification to, or use of, the
Model Authors content.
10.5 Should any Released Model be included as part of the contract documents in
any Memorandum of Agreement, parties may rely upon the accuracy of
information in that Released Model only to the extent specified in the BIM
Execution Plan.
10.6 The standard of care applicable to each Model Author regarding its Contribution
shall be in accordance with that Party's Memorandum of Agreement. If the
standard of care is not specified, the standard of care shall be the applicable
degree of skill, care and diligence expected of a competent person involved in
execution of BIM in Singapore, carrying out the same role or scope of work as
that Model Author.
10.7 Each party in the Project shall use its best efforts to minimize the risk of claims
and liability arising out of or in relation to the use of or access to its Released
Models. Such efforts may include reporting forthwith to the relevant party and
the BIM Manager any errors, inconsistencies or omissions it discovers in its
Released Model or Contribution.
11.1 Each Model Author warrants that it owns the copyright to its Contribution or is
licensed by the holders of copyright in the Contribution to make the Contribution
and grant such license as enumerated under sub-Clause 11.3.
11.2 Subject to sub-Clause 10.8, each Model Author agrees to indemnify the Model
Users against claims of third parties for infringement or alleged infringement of
copyrights contained in that Model Author's Contribution.
11.3 Each Model Author grants to the Model Users a limited, non-exclusive license
to reproduce, distribute, display or use the Contribution of that Model Author for
the sole purpose of carrying out BIM in the Project. The limited license granted
in this sub-Clause shall include any archival purposes permitted in this NUS
Building Information Modelling (BIM) Requirements or in the Memorandum of
Agreement of that Model Author. In this regard, after final completion of the
Project, the non-exclusive license shall be limited to keeping an archival copy
of Project-related Contributions.
11.4 The Universitys right to use any Released Models after completion of the
Project shall be governed by the Memorandum of Agreement(s) of the relevant
Released Model.
11.5.2 no act by any party in the Project in furtherance of the NUS Building
Information Modelling (BIM) Requirements,
shall limit, transfer or otherwise affect any of the intellectual property rights that
a party may have with respect to any Contribution. Other parties, persons or
entities that provide Contributions to a Model shall not be deemed to be co-
authors in the Contributions of other parties to the Project.
12.1 Each party does not warrant the integrity of any electronic data delivered in
accordance with the NUS Building Information Modelling (BIM) Requirements
other than as expressly provided, if any, in the BIM Execution Plan or the
Memorandum of Agreement.
12.2 Each party shall not be liable for any corruption or unintended amendment,
modification or alteration of the electronic data in any Model produced by that
party which occurs after the said Model has been transmitted by that party
except where the corruption or unintended amendment, modification or
alteration was due to the failure of that party to comply with the NUS Building
Information Modelling (BIM) Requirements or the BIM Execution Plan.
