STATE PEACE AND DEVELOPMENT COUNCIL (SPDC) AND ITS STOOGE ORGANIZATIONS

-Out of the 45 political parties to contest in the elections, the Union Solidarity and Development Party
(USDP) is the only party financially secured. USDP uses that advantage in organizing and persuading
people by using many unscrupulous ways such as loaning money, threatening, and putting people under
pressure to join and vote for it. (DVB 240710)

-According to residents from Dawpon Township, USDP offered to fix and pave streets in Dawpon
Township in order to attain new party members and early votes. In return, USDP demands residents to
join and vote with at least 15 early votes per street. (Mizzima 260710)

-Shop owners from Mingala Market in Mingalataungnyunt Township, Rangoon, which was on fire on 24
May, state that USDP offers to loan money to shop owners, and in return they need to become USDP

-According to a person close to Rangoon Division USDP, USDP headquarters orders Rangoon Divisional
Office to recruit at least 50% of the eligible voters in the division as party members, and USDP officials

-Dimawhso residents state that U Thein Aung, Minister of Forestry, meets residents at the office of the
Village Peace and Development Council in a village group in Dimawhso Township and urges residents to

seriously hold legal binding that, “Any part of the union may never separate from the union,” and urging
that the existence of USDP is according to the “historical need,” and that the whole party constitution

-A resident, from Shan State, states that during his visit to Shan State on 10 July, U Thein Sein, the
current Prime Minister and leader of USDP and former general, said, “If you vote, don’t forget to vote
for “Sansi,” meaning Lion in Shan language (the USDP symbol is a lion). (Irrawaddy 300710)

-While All Mon Region Democratic Party (AMRDP) launches campaigns in Mon State, USDP also

-U Khin Maung Swe, a leader of NDF, states that a delegation led by U Thein Soe, the Chairperson of the
Union Election Commission, met U Sein Hla Oo, U Tin Aung Aung and U Tha Sai, and leaders of National

Government, demanding them to submit an appeal for past acts of treason before they will be allowed
to run in this year's election stating, “NDF is willing to cooperate with the government for national

Mahaaungmyay Township, Mandalay, when employees over 18 years of age went to the Ward Peace
and Development Council office to register in overnight guest list, authorities replied that they would

-According to an official from Naypyitaw, Ministers of the Ministry of Forestry, Mining, Livestock and
Fishery, Plenary and Trade, Heavy Industry (1) and Tele-Communication, who are also leaders of USDP,
established a company for party funds.

A. FORCES INSIDE BURMA

-U Win Tin, a member of NLD Central Executive Committee, states that the 2008 constitution is harmful
for the future of Burma, so to avoid that harm, people should boycott the elections. (RFA 250710)

-Ko Aye Bo, the Spokesperson of NLD (Youth) in Rangoon Division, states that after 4 months of no
activity, NLD Youth Reading Conference session resumes on 25 July at the residence of Daw May Hnin

-Lawyer U Nyan Win, who met with Daw Aung San Suu Kyi on 28 July regarding the case she has been
facing, states that Daw Aung San Suu Kyi says, “the military regime does not announce the date of the

-U Nyunt Lwin, U Soe Win and U Nyan Win, members of NLD Central Executive Committee, met NLD
organizers from townships in the eastern part of Pegu Division on 30 July and discussed future activities
of the NLD.

B. ARMED ETHNIC GROUPS

-Saw David Thakapaw, the Vice-Chairperson of Karen National Union, says, “If clashes occur between
the military troops and the 5th Brigade of Democratic Karen Buddhist Army (DKBA), DKBA is welcome to
take refuge in KNU controlled area, and that KNU is also ready to fight for DKBA.” (VOA 260710)

-Saw David Thakapaw, the Vice-Chairperson of Karen National Union, says, “As the 2010 elections are
closer, the military troops launch operations targeting innocent people in KNU controlled areas and in

C. FORCES OUTSIDE BURMA

-Over 300 Burmese democratic activists in India launch protests on 26 July targeting Senior Gen. Than
Shwe during his India visit calling and holding posters such as “Senior Gen. Than Shwe, get out of India,
you are not welcome,” “We don’t welcome Senior Gen. Than Shwe, who commits crimes against
humanity and war crimes,” “Support to bring him before International Criminal Court,” and, “Senior

-Dr. Tint Swe, the Information Minister of National Coalition Government of the Union of Burma
(NCGUB), states on 26 July, “India, being the largest democratic country, should put its pressure more
on the Burmese military regime regarding democracy in Burma, as ASEAN countries have become clearly

-Burmese democratic forces in India and Indian students protest against Senior Gen. Than Shwe during
his visit in India with sitting protest on Parliament Avenue the whole day, on 27 July. (RFA 270710)

-On 31 July in Washington D.C, the National Council of Union of Burma (NCUB) held a seminar tittled

CEASE-FIRE GROUPS

A. ORGANIZATIONS WHICH HAVE NOT BEEN TRANSFORMED AS BORDER GUARD FORCE

-A top commander from the 5th Brigade of DKBA states that the 5th Brigade, led by Col. Saw La Pwe
(aka) Bo Moustache, which rejects to transform as a border guard force, is ready to face the military
troops after the deploying and mobilizing of its troops. (KIC 250710)

-Mon National Council released a statement renouncing the decision of All Mon Region Democratic
Party (AMRDP) to contest in the elections, in order to politically fight for Mon people in the parliament,
makes Mon people confused and the party will be used by the military government to prove that it is

while meeting with the military regime’s authorities at the headquarters of the 999th Brigade of DKBA in

canvass for elections in the Wa region, and it does not care about the recognition by the military regime

B. ORGANIZATIONS WHICH HAVE NOT BEEN TRANSFORMED AS BORDER GUARD FORCE

-A Loikaw resident close to Karenni Nationalities People’s Liberation Front (KNPLF) states that even
though KNPLF, which has agreed ceasefire with the military regime, plans to contest in the 2010
elections representing Karenni people, it decides to not establish any political party. (KT 290710)

-A youth member from KNPLF states that after the elections, the KNPLF youth wish to negotiate with the
new government elected from the elections about the future of KNPLF. (KT 300710)

PARTIES THAT WERE PERMITTED TO STAND AS POLITICAL PARTIES

-U Phyo Min Thein, the Chairperson of Union Democracy Party (UDP), and leaders from other political
parties state that, “Regarding the news stating the military government to announce the date of the
elections, the Union Election Commission might announce for political parties to submit required list of
representatives to contest in the elections. (DVB 260710)

-North Okkapala Municipality Court, on 27 July, sues U Aung Min Thu, member of Central Committee of
Union of Myanmar Federation of National Politics (UMFNP); three members of UMFNP; U Khin Maung
Win, member of Central Committee of 88 Generation Student Youths (Union of Myanmar); and three
members of the party, regarding the case of the two political parties collecting donations from Yadana
Theingy Market in North Okkalapa Township in Rangoon Division, on 1 July. (Mizzima 270710)

-Mai Ohn Khine, the General Secretary of Palaung National Party (PNP), states that PNP, led by Mai Ai
Mont, which had to surrender to the military regime in 2005 due to the pressure, will contest in the

have fund-raised in accordance with the election laws, parties face difficulties to continue political

Namti region in Mogaung Township, Kachin State, investigated the background information of the

-Pu Zozam, the Chairperson of the Chin National Party (CNP), and Kyae O Beaktau, the General Secretary

townships, which are to be included in Wa Autonomous Region in accordance with the 2008

when the party was granted permission to contest in the elections, RNPP has been recruiting new

PARTIES THAT HAVE REGISTERED TO STAND AS POLITICAL PARTIES

-A member of Central Executive Committee of Kachin State Progressive Party (KSPP) states that even
though the Election Commission has not granted permission for KSPP to contest in the elections, KSPP
has been canvassing in Myitkyina, Tanai and Bamaw townships since 27 July. (KNG 280710)

-“All Nationalities Unity and Development Party (Kayah State)” was established to contest in the
elections to represent the whole Karenni State, and registered to the Union Election Commission on 27

SOCIETY AND COMMUNITY BASED ORGANIZATIONS

-Speaking on the condition of anonymity, a student from Government Technological Institute (GTI) in
Magwe states that 6 students from Magwe GTI was expelled because they changed the name of the

-25 pensioners and government employees launch a religious activity, which will last until the end of the
3-month long lent, at Shwedagon Pagoda on 26 July dedicated to the release of Daw Aung San Suu Kyi

-Nationalist U Win Naing, a nationalit politician, states that even though he sent a request letter a
month ago to Senior Gen. Than Shwe to allow the establishment of Election Watching and Educating

A. THE UNITED NATIONS AND INTERGOVERNMENTAL ORGANIZATIONS

-Businessmen at the Sino-Burma border state that there are no new investments waiting to see the
political situation during and after the 2010 elections, and hope to have more business opportunities

-Non-violent nationalists inside Burma sent a request letter to Senior Gen. Than Shwe, on 27 July,
requesting Senior Gen. Than Shwe to begin dialogues to solve the current political standoff. (RFA

government emerging from this year’s elections will not be able to represent people from armed ethnic

-Daily News newspaper, published in Thailand, states that Tawin Soom-Plang, the Secretary of Royal
National Security Council of Thailand, confirms that it has already discussed with the military
government of Burma regarding to deportation of over 140,000 Burmese refugees, taking refuge in
Thailand, when the political situation is better after the 2010 elections.

-The Burma Freedom and Democracy Act was ratified in the US Senate, on 22 July, and the President of
the United States, Mr. Barack Obama signed in approval, on 27 July, showing that the US does not
recognize sham elections in Burma and its intentions for political changes.

-The US government reiterates that the US is concerned and carefully watches the underground
relationship between the Burmese military regime and North Korea regarding the North Korean Foreign
Minister Park Ui-Chun’s four-day visit in Burma. (VOA 290710)

-Mr. Phillip J. Crowley, the Spokesperson of the US Department of State, states that during the Burmese
Military Regime leader’s visit to India, US hopes India warns Senior Gen. Than Shwe about human rights

-A bipartisan group of 32 US Senators, including Dianne Feinstein (D-Calif.) and Judd Gregg (R-N.H.), sent
a letter to Hilary Clinton, Secretary of State, urging her to support the establishment of a UN
Commission of Inquiry to investigate crimes against humanity and human rights violations the military

-Human Rights Watch (HRW) based in New York released a statement on 26 July urging Indian
government to demand Senior Gen. Than Shwe, during his India visit, for the release of over 2100
