A Report Based on Prices Collected at Retail Outlets in 118 Towns of 76 Districts in Pakistan

August 2010

Introduction and Methodology


The Free and Fair Election Network (FAFEN) has launched a nationwide initiative to monitor governance processes under its Democratic
Governance Program in line with its mandate to strengthen all forms of democratic accountabilities in Pakistan. Objective information
about governance processes is vital to encourage informed engagement of citizenry with elected and public institutions for
progressive outputs. FAFEN Governance Monitoring aims at enriching the public discourse and debate on governance and developing
research-based recommendations for reforms.
FAFEN advocates for transparency, accountability, responsiveness, representativeness and public participation as essential elements of
democratic governance to enhance the output, efficiency and effectiveness of all elected and public institutions.
Price stability, particularly of essential commodities, is one indicator of good governance. Although the government issues periodic
price indices such as Consumer Price Index (CPI), Sensitive Price Index (SPI) and Wholesale Price Index (WPI), there is dearth of
independent, objective information on the prices of essential commodities in the country. There has also been concern that
government price indices do not reflect the actual inflationary trends that consumers face in the market.
FAFEN Retail Price Monitor is an effort to fill this information gap through monthly collection of retail prices of 69 items categorized in
12 commodity groups in order to inspire public dialogue and as a contribution towards targeted interventions and reforms. FAFEN
Governance Monitors collect prices of commodities, whose quality and quantity are specified on standardized forms at retail outlets in
150 National Assembly constituencies of 106 districts across the country on the 10th of every month. All information received at the
FAFEN Secretariat is verified through multiple sources for authenticity and accuracy.
FAFEN Retail Price Monitor is based on non-probability sampling, and its findings should not be considered national or provincial
generalizations. However, FAFEN's outreach across the country allows it to access most districts as well as urban and rural areas.
Standardized methodology is applied across Pakistan to draw information in a uniform way. Retail Price Monitor reports provide data
analysis and inferences only for the monitored prices within the sample. These reports are meant to present to relevant stakeholders a
consolidated and current price situation in order to inspire public dialogue and as a contribution towards targeted interventions and
reforms.
However, FAFEN's unique methodology continues to evolve. Any inaccuracies that may be noticed in the data or suggestions for
improvement in the methodology can be sent to the email address at the end of this report.

Summary
During the month of August 2010, FAFEN Governance Monitors collected prices of 69 commodities and services at retail outlets in 118
National Assembly constituencies of 76 districts in four provinces including Federally Administrated Tribal Areas (FATA) and Islamabad
Capital Territory (ICT).
The prices of four most commonly used vegetables- tomato, potato, onion and garlic registered a high increase in the month of August
as compared to July 2010. Tomato prices went up by 126% during August as compared to July 2010. Similarly, potato prices increased
by 39% while the prices of onion and garlic increased by 28% and 16%, respectively. These prices were collected on August 10, one day
before the advent of Ramadan. The Ramadan factor and the prevailing flood situation crippled supplies of these commodities to
markets, where such vegetables are grown on a large scale resulting in the extraordinary increase in prices of fresh vegetables. The Price
hike in the flood affected areas was relatively higher, as opposed to other regions across the country.
The prices of tomato and potato have consistently increased, across the country during the last two months. In fact, in some regions
their prices have been on the rise since the past five months. Tomato prices have registered an increase of 190% in August as compared
to its prices in April 2010, reflecting a 31% increase per month across the country in the past five months. The prices of this commodity
escalated in Sindh by 282%, Punjab 204%, FATA 191%, KP 167% and Balochistan 48% during the above mentioned period. Similarly,

potato prices soared by 103% in

oil (5%). The consumption of these items considerably increases during Ramadan.
In fuel, LPG prices went up by 7%, petrol 5% and firewood 1% across the country during August as compared to July. Electricity cost was
also raised by 4%. Some medical services like urine test and blood test registered an increase of 10% and 8%, respectively, in the
reporting month. This figure stood at 35 in the previous month. Similarly, only 19 consumer items were available at relatively cheaper
prices in August as compared to July when 28 consumer items were available at cheaper rates as opposed to June 2010. The price hike
indicates that the Ramadan and flood factors have further added to the burden of consumers during August 2010.
As many as 49 consumer commodities and services registered an average increase of 8%, while a total of 29 food items registered a
cumulative increase of 12% during August.
The commodities whose prices decreased included rice basmati, butter unbranded and toothpaste (6%, 5% and 7% price decrease
nationwide, respectively). The decrease was nominal and with the exception of rice basmati no important commodity registered any
noticeable reduction in price.
There was a wide regional variance in terms of changes in the prices of some essential commodities. For instance, the price of tomatoes,
a food item with the most fluctuating price, registered an increase of 166% in Punjab, 157% in Khyber Pakhtunkhwa and 154% in FATA,
but the price increase of this commodity was relatively low in Sindh (71%) and Balochistan (27%). Price of rice basmati went down by 6%
nationwide but increased slightly in districts badly affected by flood. Potato, onion and garlic prices were up in Punjab and KP whereas
the price increase in these commodities was less noticeable in Sindh and Balochistan.
FAFEN compared the data collected by its Governance Monitors with the Sensitive Price Index of the Federal Bureau of Statistics (FBS),
which revealed differences in the prices of many items collected from the same districts. In some items, the prices listed by the FBS were
higher than FAFEN's, and in some instances they were lower.
The price hike in consumer commodities was higher in the flood affected areas. Table 1 gives the comparison of price variation in the
consumer commodities in 18 most affected districts with nationwide change. These districts include Muzaffargarh, Bhakkar, Layyah,
Rajanpur, Khushab, Mianwali, Dera Ismail Khan, Tank, Karak, Hangu, Charsadda, Mardan, Swabi, Haripur, Battagram, Buner, Mansehra
and Abbottabad. The selected districts were more affected by flood and rains by August 10, when the prices were collected.
Tomato price was up by 126% nationwide but in flood stricken districts it went as high as 187%. Similarly, onion prices were raised in
flood hit districts by 44% as compared to 28% nationwide in August as compared to July 2010. Certain commodities the prices of which
actually decreased in the national sample, shot up in flood hit districts. The commodities include apple (1% decrease nationwide and
14% increase in flooded districts), washing powder (0.2% decrease nationwide and 9% increase in flood hit areas), butter (5% decrease
nationwide and 7% increase in affected districts) and basmati rice (6.3% decrease nationwide and 0.3% increase in flood hit areas).
Flood affected people had to pay more for firewood, meat and vegetable oil as well as some medical services as compared to
consumers of unaffected areas.

Findings
FAFEN's detailed findings are categorized in four sections. The first section deals with prices of commodities that increased in August
2010 in comparison to their prices in July 2010. The second section deals with prices of commodities that decreased in August as
compared to July. The third section deals with prices of commodities that remained unchanged between July and August. The fourth
section gives a comparison between commodity prices collected by the Federal Bureau of Statistics on August 12, 2010, for their
Sensitive Price Index and commodity prices collected by FAFEN on August 10, 2010..

1. Commodity Prices Registering Increase


In Punjab, prices of 44 commodities and services registered an increase, as did 49 commodities in Sindh, 46 in Khyber Pakhtunkkhwa,
44 in Balochistan and 39 in FATA. See Annex 1 for details of percentage change in prices by commodity and service in the 76
districts monitored by FAFEN.

In Punjab, the price of tomatoes, the vegetable in highest demand, increased for the third consecutive month. It registered an
extraordinary increase of 166% in August 2010 as compared to its price in July. The tomato prices are on a constant rise ever since
Punjab's tomato harvesting season ended in June. Potato prices also shot up in Punjab by 57% as they did last month. Onions joined
potato and tomato this month by registering an increase of almost 44% as compared to July 2010. Garlic prices also went up by 25% in
August as compared to the previous month. Needless to mention that the above mentioned four commodities are most used kitchen
items. Green tea was last of the top five items to register price increase in Punjab. It went up by 23% in August as compared to July 2010.

Tomato topped the list of the most expensive food items in Khyber Pakhtunkhwa as it did in Punjab. KP consumers faced tomato price
hike for the second consecutive month. The price of this commodity registered an increase of 157% in KP during August as compared to
July 2010. KP followed the Punjab pattern as potato and onion remained the items with second and third highest price increases during
August as compared to July (with a 32% and 27% increase, respectively). In fruits, mango prices went up by 22%. The price of sugar test
observed an increase of 19% in this province.

In Sindh too, tomato remained on top in the list of items registering an increase in price during August as compared to July 2010.
However, the increase in the price of this commodity in Sindh province was relatively low (71%) as compared to 157% in KP and 166% in
Punjab. The second commodity with highest price increase in the province was peanuts, the price of which increased by 27%, followed
by green tea (loose) with 23.2%, gram black (chana) with 22%, and washing powder with 21.6% increase in price in the month of August
as compared to July 2010.

In Balochistan, tomato prices were up but not as high as in Punjab and KP. Tomato was the third commodity to register highest price
increase. It was available to Balochistan consumers on 27% higher prices during August as compared to July 2010, when this
commodity was relatively cheaper in the province due to the fact that the province enjoyed the peak of tomato harvesting season in
Balochistan during previous month. The price of urine test was observed to have increased by 73% in this province during August as
compared to July 2010, followed by toothpaste, which was up by 38%. Salt powder was up by 22% and gram black registered an
increase of 21% in Balochistan.

Like other regions, the price of tomatoes increased by 154% in FATA during August as compared to the price in July 2010. Garlic
increased in price by 100%, followed by bananas (per dozen) 68.4%, potatoes 60% and washing soap 50% in the reporting month as
compared to the preceding one.

Table 7 shows the prices in five districts of 20 commodities and services that registered the greatest percentage increase in price during
August 2010 as compared to July 2010. The highest price of tomato was noted in Mianwali district where the commodity was available
for Rs 160 per kilogram on the 10th of August. The highest garlic prices were found in Chitral district where this essential kitchen
commodity was available at Rs 320 per kilogram. Grams were available for Rs 150 per kilogram in Quetta district. Bananas were
available at Rs 80 per dozen in FATA and Chakwal district. The prices of two medical services, sugar test and urine test, were recorded at
Rs 150 and Rs 250 per test in Kech and Bolan districts of Balochistan, respectively.

2. Commodity Prices Registering Decrease


Prices of 19 commodities and services registered a decrease in August 2010 nationwide as compared to their prices in July 2010. In July
the prices of 28 items were reduced as compared to June. Toothpaste (per family pack) registered the greatest percentage price
decrease of 7%, followed by basmati rice (6% price decrease in August as compared to July), mustard oil per liter (5%) and butter
unbranded (5%).

3. FBS-FAFEN Data Comparison


The Federal Bureau of Statistics (FBS) collects prices of 53 commodities for its weekly Sensitive Price Index (SPI). Of these 53
commodities, 36 are included in FAFEN's Retail Price Monitor. Overall FAFEN collects prices of 69 commodities and services in more than
90 districts as compared to the FBS coverage area that includes only 53 items in 17 districts.
Table 9 shows a comparison of prices collected by FAFEN on August 10, 2010, with FBS prices collected on August 12, 2010, in 14
districts common to both studies. The table shows variations in the two data sets. For example, in Multan, FAFEN price monitor suggests
that 6 commodities were more expensive in August than the prices collected by FBS, whereas 30 items were less expensive than those
reported by FBS. The opposite is apparent in Karachi, where FAFEN found 24 commodities to be more expensive and 12 items to be less
expensive than reported by FBS.
In general, FAFEN found commodities to be more expensive in five districts (Sargodha, Karachi, Hyderabad, Bannu and Quetta). FBS
found more items to be more expensive in six districts (Rawalpindi, Gujranwala, Lahore, Multan, Larkana and Khuzdar). See Annex 2 for

Free and Fair Election Network (FAFEN), established in 2006, is a coalition of 35 leading
civil society organizations, working to strengthen all forms of democratic
accountabilities in Pakistan. Governed by Trust for Democratic Action and
Accountability, FAFEN's key achievements are:
n Observed the public display of Pakistan's draft electoral rolls and conducted
the country's first statistically-valid voters' list audit in 2007
n Deployed more than 18,829 trained, neutral Election Day observers
nationwide to watch the February 18, 2008 polls and 264 long-term
observers to monitor the pre-election process
n Fielded long-term observers nationwide and published 19 pre-election
reports
n For the February 18, 2008, General Elections, FAFEN conducted 260
simultaneous parallel Vote Tabulations (PVTs)- the largest effort in the world
n Conducted its first survey, Constituents Aspirations Survey, in December 2008
with a sample size of 3,124 respondents to get the description of the state of
public opinion and also to get a deeper understanding of the values,
attitudes and beliefs of people living in the constituencies
n Conducted mapping of organizations working for human rights within
Pakistan
n Observed general elections at Gilgit-Baltistan in 2009 and by-elections in
various constituencies of the Punjab, Balochistan and Khyber Pakhtunkhwa in
2010
n Implemented a unique methodology to observe parliamentary proceedings
under its Parliamentary Watch Project
n Monitors public institutions across Pakistan and issues monthly reports on
the state and performance of educational, health and other local level
institutions. In addition, monthly reports on prices, crimes, incidence of
disease, caseload in lower courts and political and electoral violence are
issued.
FAFEN continues to implement robust programs in-between elections related to
monitoring parliamentary affairs, connecting constituents to their elected
representatives, monitoring the performance of public and elected institutions and
advocating electoral and democratic reforms. FAFEN is also monitoring political and
electoral violence, peace activities and promoting active citizenry through ongoing
civic education activities across the country. FAFEN is currently implementing
Democratic Governance Program in 150 National Assembly constituencies in 108
districts across Pakistan.
