Course Syllabus

Course Code / Title : LM 151 Introduction to Public Administration & Administrative LawCredit Units / Hours : 3 UNITS / Once a week
This course examines the basic structure of public administration and pertinent laws regarding the Philippine administrative system. It cites important cases that have set
important jurisprudence regarding the workings of the Philippine government. It also covers the 1987 Administrative Code (Executive Order No. 292), The Civil Service
Decree (Presidential Decree No. 807) and the Local Government Code of 1991 (Republic Act No. 7160).

Course Objectives : At the end of the semester, the students are expected to:

1. Discuss the principles and complexities of public affairs, the organization and administrative operations of government, the powers and
duties of governmental offices and officers, the distribution of powers of government, namely the Executive, Legislative and Judiciary, the
Civil Service Commission and administrative procedures.
2. Cite the relevant decisions of the Supreme Court on Administrative Law to draw out correlated principles;
3. Explain the relevant provisions of the 1987 Constitution, The Local Government Code of 1991, The Civil Service Law and The
Administrative Code of 1987;
4. Imbue upon the students the Benedictine spirituality and instill love for country through the Bedan core values of prayer, work, peace,
community, service and excellence.
Grading System :
Midterm Grade
60% Partial Class Standing (includes all aggregate CS grades prior to the midterm exam)
40% Midterm Exam
Final Course Grade
50% Final Class Standing (includes all aggregate CS grades for the whole semester)
20% Midterm Exam
