The Appellant, Mohan A. Harihar, acting pro se, respectfully files this NOTICE regarding
unnecessary judicial delay within this appeal, and shows cause to file an expansion of existing

The original motions for these two (2) primary issues were filed on April 25th and 26th, 2017
(respectively). The Court order DENYING both Appellant requests, WITHOUT CAUSE was
issued back on June 5, 2017. On June 11, 2017, the Appellant filed a response to the order
respectfully requesting clarification, and corrective action. On June 19, 2017, the RECUSAL of
UNITED STATES, Docket No. 17-cv-11109, has only reinforced the call for corrective action
by this Court. Now, as of JULY 24, 2017, the Appellant still awaits corrective action. Allowing
this unexplained and unnecessary delay to continue defies the CJC, causes increased harm and

damages to this Appellant, and necessitates an expansion of existing claims against the United
States.
Therefore, unless corrective action is initiated on or before July 31, 2017, incremental judicial
misconduct complaints will necessarily by filed along with a motion(s) for recusal, and an
expansion of claims against The United States will be filed in the related complaint.
The updated accrual of costs and legal fees due to the Appellant on or before July 31, 2017 is
$14,069,420. Please be advised, even if this reimbursement payment is received on or before the
requested date, legal fees will continue to accrue until legal counsel has been successfully
Finally, the Appellant respectfully makes clear that this Notice addresses only a portion of
unnecessary judicial delay concerns. The Appellant additionally awaits corrective action
regarding the requested STAY/Injunction, and this Courts failure to uphold Federal Rules of
Civil Procedure, including (but not limited to) evidenced fraud on the court claims

by this Court, and will plan to make legal adjustments accordingly moving forward in this
