INTRODUCTION:
This paper is prepared to determine the guide and future actions of the
Municipality of Pavia, Iloilo. A general plan of the town which is organized into
three (3) parts; The Municipal profile, that discusses the compiled and summarized
information of the said municipality; The Economic structure, that explains the
changing balance of output, trade, incomes, and employment drawn from
different sectors; and lastly the Comprehensive land use plan that presents all the
activities or facilities that affects the local government. It includes providing
guidance for shaping a certain community and its appearance, for supporting
zoning decisions, for containing valuable information that promotes economic
developments, and etc.

By the end of this report, one will be able to:

Know the problems or issues in the land use plan of the


municipality.
Identify the long-term vision and land use regulations of Pavia.
Understand the effects of a comprehensive land use plan towards
a municipality and how it guide developers and planners.

I. BRIEF PROFILE OF CITY/MUNICIPALITY (GEN. INFORMATION)


A. BRIEF HISTORY
Pavia which is 9.6 km, North of Iloilo City, now tagged as the
Regions Agro-Industrial Center for Western Visayas has really
emerged from a facile to a bustling town of industrial and
manufacturing firms.
Pavia was settled by Malays before the invasion of the Spaniards
and it was later settled by Chinese. The Malays and the Chinese had
established trade and commerce in the settlement with an
estimated population of 200 to 400.
Pavia is believed to have been established in the year 1848,
during the Spanish occupation. When thirteen (13) landowners
decide to shape the future of what used to be a camping place,
a settlement place or an abundant place. Nine (9) out of
thirteen (13) landowners are being immortalized, as nine (9)
municipal streets were name after them. The place being a
camping place also as biya-biya (means neglected or
abandoned) was believed then that the town got its name. Other
version had it that the town was named after a General or Colonel
Pavia, but as to why he should be immortalized, it was not known.
Pavia which became a part of Sta. Barbara in 1901, seceded
from it in 1904 and was then attached to the City of Iloilo in 1907.
It was in 1921, that Pavia through the efforts of its prominent citizens
headed by Delfin Gumban obtained her territorial independence
from Jaro. Since then Pavia remained to be independent up to the
present.

B. HUMAN RESOURCES
1. Population
Pavia has a population of 55,590 as of 2012 with a population
growth rate of 4% annually. Pavia has a potential labor force
(ages 15-64) which is 19,337 and is greater than its
independent population of 13,487.
Population density is 1,214 persons/sq. m. Land Use Plan

2. Age-sex Distribution
According to the National Statistics Office, out of a total
population of 55,590, female population which is 28, 184
outnumbers the male population of 27, 406 by 778. It can also
be noted that during the same year, 2012, ages 10-14 years
old has the most population among the different age groups
with 6,621 and followed by 5-9 years old with 6,521 while 70-
74 years old age group has the lowest with only 943.

3. Labor force
Pavia has a potential labor force (15-64 yrs. Old) which is 32,
747 and is greater than its dependent population (Ages 0-4
years old & 65 & over) of 22,843 with a ratio of 100:70.
4. Number of Households

The municipalitys total number of households based on the


2012 NSO survey is 11, 127.

5. Dialect spoken

NSO data of 1995 showed that there are 96. 34 % who speak
Hiligaynon or Ilonggo or an equivalent of 25, 777. This is
followed by 1.42% or 380 who speak Tagalog and 1.13% or 302
who speak Cebuano.

C. PHYSICAL FEATURES
Pavia has a Land Area of 2,703 hectares with 18 barangays. Namely
first are the 4 barangays which are part of the poblacion area: Purok
I, II, III and IV and other barangays are Aganan, Amparo, Anilao,
Balabag, Cabugao Norte and Cabugao Sur, Jibao-an, Mali-ao,
Pagsanga-an, Pandac, Tigum, Ungka I and Ungka II.
Its Geographic Location is Central portion of Iloilo, 9.6 km North
of Iloilo City and a Jurisdiction of the second district of the Province
of Iloilo and its borders are defined by the municipalities of: Oton, San
Miguel, Sta. Barbara, Leganes, Iloilo City.

D. PHYSICAL/INFRASTRUCURE RESOURCES
1. TRANSPORTATION NETWORK
The municipality of Pavia is the nearest town from Iloilo city
approximately 9.6 km. Pavias total length road network is
41.067kilometers (includes national, provincial, municipal and
barangay roads excluding subdivision roads private roads and
irrigation roads).

There are twelve (12) bridges which connects roads divided


by river and creeks.

2. MODE OF TRANSPORTATION
As of year 2001 based on ILO-IRAP III, there are 355 private
cars, 187 trucks, 136 motorcycles, 209 jeep (owner type), 227
jeep (PUJ), 3 taxis (in municipality of Pavia), 599 bicycle, 1
ambulance, 1 firetruck, 1 patrol car. There are 272 trisikads
225 tricycles that were registered in the office of municipal
treasurer.
3. SOCIAL SERVICES
The Social Welfare and Development Services is one of the
national agencies developed to the local government. In
Pavia, the delivery of these services is being undertaken by
two personnel, the Social Welfare Officer III and the Social
Welfare Officer I with the assistance of one (1) Day Care
Worker I based in Population Officer of the Provincial Office
and the Rural Health Unit.
The agency mandated as stipulated in the Local
Government Code is to serve the less advantaged group of
people in the society. Under the Code, the MSWDO serves to
cater to the populace living below the poverty level which in
the case of the municipality of Pavia comprises of 9,847.2 or
30% of the total 32,824 population of 2000 and is estimated to
reach almost 15,216.3 after 10 years which also represents a
30% of the total projected population of 50,721 by 2012. The
Office based on their functions and obligations as
mandated, has the following projects and programs, which
are:
1. Pre-Marriage/ Marriage Counseling Sessions This services
is being extended to Couples applying for Marriage
License and to Married Couples where they are guided
and assisted to contemplate on their decisions to contract
to marriage. At the same time, Marriage Counseling
Sessions are intended to help married couples resolve their
marital conflicts, enrich their conjugal relationships and
enable married couples filing petitions of legal separation
to arrive at a decision that will be for the best interest of
both and their children.

2. Parent Effectiveness Series These are series of activities or


sessions designed to help parents and other caregivers to
assume the major roles in child rearing and child
development.

3. Self-Employment Assistance Program under this program,


disadvantaged families, individuals, organized groups are
encouraged to undertake activities and projects to
develop opportunities for positive work habits and
attitudes where they can generate income.

4. Practical Skills Development Training To enhance their


opportunities to earn a living, women, persons with
disability and heads of families are provided with practical
skills development and basic management skills.

5. Programs/ Services for Elderly and Disabled Persons


Disabling conditions usually beset our Elderly groups. To
raise the level of awareness of individuals and families
regarding the causes and effects of disabilities and to
encourage the prevention, a series of activities were
undertaken. The program seeks to assist elderly groups
needing physical. Psychological and vocational services,
the program likewise seeks to assist the groups of elderly
groups who are physically, socially and economically well-
off but do not have the opportunity to share their time,
talents and treasure.

6. Emergency Assistance During natural calamities and


when need arises, the office provides Emergency Relief
Commodities such as food, clothing and limited financial
assistance for medicine, transportation and housing
assistance.

7. Day Care Services mandated to project and care for


children aging 3-5 years old, this services provide
opportunities to children to achieve their total
development in their physical, mental, social, spiritual,
and emotional facilities.

8. Referral Services when all possibilities have been tried by


the office at the local level and to further give assistance
to the needy and less advantaged group of people, the
office extends referral services to clients to other agencies
or institutions.

9. Comprehensive and Integrated Delivery of Social Services


(CIDSS) is a flagship of the Social Reform Agenda
implemented since the Ramos administration.
4. UTILITIES
a.) Power Sector
Electricity in the municipality is provided by the Iloilo
Electric Cooperative 1 (ILECO 1). Electric power comes
from the geothermal plant in Palinpinon, Negros Oriental
and is supported by the National Power Corporation at
Dingle, Iloilo.
The Municipality of Pavia has a total of 6,553
households, 4,562 (69.62%) utilized electricity and 1,991
households (30.35%) use gas as fuel for lighting. At the
same time, for cooking 7.07% use electricity, 3,325 or
50.74% use gas and 2,765 or 42.19% use firewood.
Reasons why household are not energized are due to
economic crisis, high cost of power installation and far
from existing electric posts and lines.

b.) Water Sector
Pavias proximity to the City of Iloilo favors it to avail the
water services of Metro Iloilo Water District (MIWD). Of
the 18 barangays of the municipality, 72% of it or
equivalent to 13 barangays are being reached by
MIWD, leaving only 5 barangays or 28% to be out of
coverage. Two of the barangays have their own Level III
Water System as facilitated by the municipal and
provincial government. Other two barangays are
presently working out for the construction of their own
Level III Water System.

c.) Communication Sector


The municipality being near to the City of Iloilo enjoys the
services of communication facilities being offered both
by private and government companies. Presently, there
are now 2 telephone companies operating in the
municipality which not only are offering postpaid
services but also prepaid, there is now an access to
internet, fax machines and individualized cellular
phones.
Communication facilities available in the
municipality includes Postal Services, Public Radio,
Telephone Service and the Print and Broadcast Media.
Communication Network of telephone services
extended by Philippine Long Distance Telephone
Company (PLDT) and ISLACOM. Postal services is
handled by the Philippines Postal Corporation, while
telegram services is provided by the Bureau of
Telecommunications.
Other courier/forwarder services are LBC, FeDEx, DHL,
and JRS which are privately owned companies which
offer messenger services for mails and parcels but do not
have offices in the municipality. They operate on a call
basis only.

i. PNP
Philippine National Police Pavia Station has Two (2)
unit handset (for patrol cars and stationed at the
office), radio transceiver and one (1) unit base radio
transceiver.
ii. Municipal Radio Transceiver
The municipality has Two (2) unit transceiver stationed
at the Radio Room of the municipality.
iii. Telecommunication Services
iv. Good signal for SMART and GLOBE subscribers/users
due to the presence of cell sites located at the
poblacion. Fax machines are available also in
municipality of Pavia and private entities.

d.) Environmental Management Sector


i. Municipal Disposal System
Garbage collection and disposal operation in the
municipality of Pavia is under the supervision of the
office of the Mayor with one (1) garbage truck driver
and two (2) utility helpers as personnel.
Collection and disposal equipment consist of just
one (1) unit garbage compactor truck with a
capacity of about 2 tons, and acquired in April, 2000.
Garbage collection is done only along
poblacions main street and junction area of
adjacent Barangay and sufficient to clear a pile or
bulk of garbage.
Some households, a total of 325 maintain
individual open pits for dumping of domestic waste
or a low of 4.96%. Burning of solid waste generated
from the households and shows a very high of 70.04%.
In public market garbage or waste which is about
0.45tons/day is being disposed directly to the dump
site.

Industrial waste also has a big factor considered. The
municipality of Pavia has registered twenty-six (26) big
manufacturing and industrial establishments for the
year 2002.
Coca-Cola bottlers Phil. Is into the production of
carbonated drinks with wastewater Generated as a
result of production process. The company has a
wastewater treatment facility. Prestress International,
KIMWA & IBC are into concrete works are well
monitored by the owner. Rice milling has provide a site
or bin for the collection of rice husks as a result of
milling operation.
Pavia has three (3) Poultry and Livestock feed
plant. Every plant has installed and operated multi-
cyclone dust and collection system.
ii.Drainage
Pavias existing drainage system which was constructed
30 years ago, is very poor. Its canals are silted and the
concrete culvert pipes are so small that it cannot
accommodate the volume of run-off water during a
rainy climate.
iii.Cemetery
Pavia has a Crude death rate (CDR) of 4.96/100
population, considering a ten (10) year population
growth from 2001 to 2012. A total sum of 2,170 deaths has
been defined. The municipality has a total reserve area
of more than one (1) hectare or 3,900 burial lots or niches
available (excluding niches, which can be readily
utilized after a period of ten (10) years.

II. THE ECONOMIC STRUCTURE

B. EXISTING LAND USE AND LAND USE TRENDS:
Land Use Plan for the next ten years has the following distributions.
The highest percentage has been allocated to Residential Use which
equivalent to 29.08% or 786 hectares, followed by Industrial Use with
28.19% or 762 hectares, then Agricultural Use with 18.83% or 509
hectares followed by the Planned Unit Development with 11.28% or
305 hectares, then the-Roads with 4.25% or 115 hectares followed by
the Rivers/ Creeks with 3.3% or 89 hectares, then the Commercial Use
1.42% or 52 hectares, followed by Open Spaces with 1.3% or 35
hectares and the smallest which is the Socialized Housing with 0.33%
or 9 hectares.

III. THE COMPREHENSIVE LAND USE PLAN


VISION

An Agro-Industrial Center of God-loving and law-abiding people;


educated and well-trained manpower; healthy and gainfully
employed population in an environmentally enhanced community.

MISSION

Encourage Pavianhon to work cooperatively and harmoniously as


an indigenous people supporting each other serving the community
and caring for the environment.

GOAL

Make the municipality of Pavia the Industrial Center of Iloilo and


Western Visayas by creating an environment conducive to its
development.

OBJECTIVES
1. Develop the area suitable for industrial with high degree of
concerns for development.
2. Educate and train available manpower for industrial needs.
3. Improve the local government services facilities and amenities.
4. Attract investment by providing necessary incentives.
5. Improve basic health, education and social service delivery
systems.
6. Improve and sustain the remaining agricultural activities.
7. Encourage the development of micro and small scale industries
to support the agro-industrial development.
8. Encourage peoples organizations and participation in
community development.
9. Inform the populace on development issues, concerns,
programs, projects and activities.
10. Develop the populations sense of pride and commitment as
Pavianhon.
THE CONCEPT/ STRUCTURE PLAN
The Pavia Regional Agro-Industrial Center may be described as
follows:
1. The RAIC is the centerpiece component of a larger undertaking
called the Panay-Negros-Industrial (PANAI) Special Development
Project under the Philippine and Program.
2. Its strategic objective is to attract investments and industries to
Region VI specifically Pavia.
3. It is a private sector initiative with timely government assistance.
The private sector initiative consists of making land available for
industrial use, site development and the establishment of factors/
industries while the government assistance consists of off-site
infrastructure support, fiscal incentives services, marketing support
and favorable policy measures in general.
4. Within the defined industrial zone of Pavia several industrial estate
will indeed be undertaken by the private sector, then it will be
governed by the pertinent laws, rules, regulations such as the
Pavia Zoning Ordinance, and those being enforced by the
Housing and Regulatory Board (HLURB) and the Dept. of Aganan
Reform (DAR). Applicable incentives from the Omnibus
Investment Code will be provided. Factories may also locate in
non-estate lots within the industrial zone.
5. Under the Board of investments guidelines industrial estate refers
to a large and suitable tract of land which has been subdivided
and developed primarily for the use of a community of industries
and provided with roads, water supply facilities, electrical
facilities, communication facilities, sewage and drainage systems,
and other infrastructure. Industrial estates may include Science
and Technology Parks.
6. Incentives from the Omnibus Investment Code will be provided for
site development as well as bona fide locator firms.
7. Industries to be established are a mixture of resource based and
non-resource based industries will be given top priority in order to
make use of the regions comparative advantages and to
maximize the socio-economic benefits through backward
linkages.
8. Government assistance includes the timely construction of
necessary off-site infrastructure facilities and other services. A task
force consisting of the Department of Trade and Industry (DTI),
Department of Public Works and Highway (DPWH), National
Power Corporation (NPC), Philippine Long Distance Telephone
Company (PLDT), Metro Iloilo Water District (MIWD)/ Local Water
Utilities Administration (LWUA), Philippine Ports Authority (PPA), Air
Transportation Office (ATO), Telecommunications Office (TELOF),
National Economic Development Authority (NEDA), and others
has been created for this purpose.
9. As a matter of policy, government participation in site
development is limited to a minimum. Department of Trade and
Industry-National Development Council (DTI-NDC) may assist only
in terms of promoting the development of industrial estates and
investments in Pavia.

WEAKNESSES: PRIORITY ISSUES AND CONCERNS

The need to increase the area of school sites.


Unoccupied subdivision lots poses a major problem, where this calls for the
proper implementation of the Socialized Housing.
It has to prepare for an ecological waste management.
Development and promotion of tourism activities must be given emphasis.
Unemployment problem will be eased when priority of the workforce will
be awarded to Pavianhons.
Improvement on the Management Budgeting Systems.
Regular monitoring and evaluation of programs, projects and activities
must be made.
Regular consultation of stakeholders through regular fora.

RELIGION

The Pavia Parish was believed to have been established sometime in


1887 and a year after (1888), construction of the parish church started.
This account probably why there are many Roman Catholics in the
municipality, which totals to 22,208 or an equivalent of 93.37% of the
total population, based on the 1990 NSO Survey.

SCHOOLS AND ENROLLMENT, TERTIARY EDUCATION

The Municipality has various educational Institutions which are, 1


University, 1 high school, 11 Elementary and 17 Kinder/Nursery. Has
Student-Teacher Ratio of 1.33 but not exceeded the standard ratio of
1.50.

ENROLLMENT
For both elementary and secondary schools, do not exceed the
projected School Age Population of the NSO census.
Based on the school EMIS there are 6 years old children who were
not enrolled in grade 1 as noted during the opening of classes.
For the SY 2001-2002 elementary level, no. of enrollees for elementary
level is 4,146 and secondary is 2,517.
Pavia Pilot Elementary had most number of enrollment at 1,250
Mayor Gerardo National High School had the least enrollment which
has 162
Pavia National High School as 2,517 enrollees.

SOCIAL WELFARE - WOMEN AND CHILDREN, SENIOR CITIZEN, OUT OF


SCHOOL YOUTHS, LIVELIHOOD PROGRAMS, INDIGENOUS PEOPLE, DISASTER
PREPAREDNESS.

The Social Welfare and Development Services is one of the national


agencies developed to the local government. In Pavia, the Delivery of
these services is being undertaken by Social Welfare officers with
assistance of a day care worker. It is being coordinated by the population
officer of the provincial office and the rural Health unit.

Two personnel; the Social Welfare Officer III and the Social
Welfare Officer I with the assistance of one (1) Day Care Worker I
18 Day care workers in the 18 barangays
Coordinated by the Population Officer of the Provincial Office
and the Rural Health Unit.
Under the Local Government Code, the MSWDO serves to cater
to the populace living below the poverty level
Women, children, elderly, and persons with disabilities are
distributed among the eighteen Barangays with their number
relative to its respective population size
Victims of natural calamities usually come from Barangays
located along Aganan and Tigum River.
Alay Lakad program has significantly met its objectives of
financing a number of projects.
Two Walks-for-a-Cause were held raising Php 21,840.00 to finance
a number of trainings, livelihood and educational assistance
program.
On 1999, two indigent citizens were given livelihood assistance in
form of pedicabs
30 Out-of-school youths from 18 Barangays were given practical
skills development and capability building trainings.

JAIL MANAGEMENT, PROTECTIVE SERVICES, POLICE FORCE, FIRE


PROTECTION, PRIVATE SECURITY.

Philippine National Police (PNP)

The Police Station of the municipality is co-located at the Municipal


Building.
There is one (1) Police Commissioned Officer (PCO)
Twenty-six (26) Police-Non-Commissioned Officer (PNCO)
85% of total personnel strength are performing duty assignments
such as beat patrols
15% of the total personnel strength are performing administrative
functions.
There is a total of 215 tanods appointed by respective Punong
Barangays.
A total of 42 Black Panther Volunteer Brigades who were recently
trained by the municipality specializing on Disaster Search and
Rescue Operations.
Equipment:
Communication/Signal equipped with one (1) V100 base
radio, which serves as the medium form receiving and relaying
radiographic and other official communications.
Investigation Equipment has three (3) typewriters, one (1)
instamatic camera and a fingerprint for investigation purposes.

Kawasaki motorcycle model 1990 and one (1) unit Yamaha

o Criminality remains to be at a manageable level with no
reported presence of high profile crimes nor the employment of
highly organized syndicated crime groups within the area.

Bureau of Fire Protection (BFP)

It is manned by eleven (11) Bureau of Fire Protection personnel and


two (2) locally paid firefighters.

There are fire volunteer brigades trained by the local fire station in

Several Fire Hydrants are strategically located in the municipality
Personnel of the station also conduct fire safety inspection on all
buildings for their business, electrical, and occupancy permit.\

PARKS AND RECREATION
PAVIA PUBLIC PLAZA

The childrens playground has been made possible through the concerted
effort of a nongovernment organization (NGO)
The public plaza is at the very heart of the poblacion where the Municipal
Government sits.

SPORTS AND RECREATIONAL SECTOR

There are eighteen (18) barangays have their sports and recreation
facilities (basketball courts) existing in the Municipality of Pavia, Iloilo.
Nine (9) barangay elementary schools have their basketball courts.
The Don Fernando Lopez Memorial Gymnasium is used for basketball and
volleyball games.
The Pavia Pilot Elementary School has its own basketball court.
Pavia National High School has a standard 400-meter track oval.
Besides the municipal building situates the children playground.

1. Industrial and Commercial Establishments
Pavia being the Regional Agro-Industrial Center has a total of fifty-nine
(59) big and small manufacturing firms and industrial establishments
providing local employment and contributing to the improvement of
the economic uplifting of its people.
Leading the list of these establishments, are:
a. Coca-Cola Bottlers, Phils., Inc. makers of the famous Coke,
Royal Tru-Orange and sprite soft drinks. This is located at Brgy.
Ungka II.
b. Vitarich considered to be the most modern feed mill plant in
Western Visayas manufacturing a world-class products of
poultry feeds.
c. Mandaue Foam Factory makers of quality urethane foam is
also located at Brgy. Mali-ao.
d. BC, Worldwide, Inc. located in Brgy. Cabugao Sur is the
manufacturer of export quality banana chips.
e. Pryce Gases, Inc. a leading manufacturer of liquefied
petroleum gas (LPG) and industrial gases. This is located at
Brgy. Ungka I.
f. Solid Gas, Inc. also located at Brgy. Ungka I and manufacturer
of medical and industrial gases.

AGRICULTURE, FISHERY, POST-HARVEST FACILITY

1. Irrigation & Post Harvest Facilities


The use of shallow tube wells (STW) and small farm reservoirs (SFR)
Modern equipment and technologies help farmers to work
better and produce more.
Several mechanical dryers are also available from private sector
which operate and provide farmers their needed services
subject to fees.
To increase production of rice and inland fishing;

Two (2) irrigation systems:
o Cropping of rice annually with an average production of 4.38
MT per hectare
o Non-irrigated areas has an average of 3.34 MT per hectare of

2. Credit Facilities
Farmers avail credit through Land Bank of the Philippines.
The production loan which is available to farmers through
associations, cooperatives and other individual farmers
group.
The Rural Bank of Pavia also extend loan to local farmers.
Other private lending instructions also extend credit
assistance to farmers.
3. Agricultural Extension Services & Other Related Agricultural
Assistance

Artificial Insemination (AI) on swine is also being conducted


and supervised by the Office through the Municipal
Insemination Center located at Brgy. Pandac.
The Municipal Agriculture office also maintains three (3) Rural
Improvement Clubs (RICs)
An association of housewives and women.
This served by one (1) RIC Coordinator who regularly
conducts trainings and seminars on cooking, food
preservation and activities on homemaking and industry.
This assists low-income housewives to generate extra
income through the projects.
Three (3) 4-H Clubs are also being maintained which caters to
the out-of-school youths through trainings and seminars on
food production and other income generating projects.
One (1) garden club is coordinated and assisted by the
Municipal Ornamental Crops Coordinator
Pavia Garden, Inc. is a SEC-registered association of 23 small-
scale commercial horticultural crops growers.
Pavia Integrated Small Agri-Based Livelihood Program
Is a local program initiative implanted by the present
administration through the Municipal Agriculture Office.
This program provides livelihood opportunities among low
income families.
It is divided into different sub-sectors;

POULTRY AND LIVESTOCK


Livestock and poultry are produced on backyard level and some on
large scale production.
The municipality has one (1) poultry dressing plant located at Brgy.
Jibao-an and being operated by a private firm. the firm produces
Swift dressed poultry, product which supplies the whole of Panay and
other neighboring islands.
Records of this office show that there are only two (2) commercial
poultry farms in the municipality with a total production of 73,000
heads for layers and broilers and 7,000 heads for contract growing.
Two commercial hog farms operate in;
o Brgy. Tigum
o Brgy. Cabugao Sur with a population of 1,500 heads.

INLAND FISHERY
The MAOs office maintains several inland fishing grounds scattered
in different barangays of the municipality.
In coordination with BFAR 6 a total of 23,000 fingertips were presently
distributed to the different beneficiaries/ members of Pavia Inland
Fisheries Association (PIFA), a SEC-registered association.
LABOR AND EMPLOYMENT

65 years and above, had previously worked for ten (10) years, by
the year 2012 then would-be dependents will already be
receiving their pensions.

TOURISM AND INDUSTRY SERVICES

Pavia has identified and developed a number of potential tourist


attractions which offer Entertainment and Sightseeing.

ENTERTAINMENT

1. The Carabao-Carroza Festival


celebrated continuously every May 3 since it was started in 1973.
this festival displays and projects Pavianhons ingenuity as people.
participated in by eighteen (18) barangays of the municipality.
this festival consists of three (3) main attractions which are:

a. Carabao-Carroza Parade
Eighteen (18) gally decorated carrozas and gaily
decorated carabaos with their muses clad in Filipiniana
costumes starttheir way parading from Brgy. Ungka I down
to the Pavia National High School.
The carrozas as the floats, bear the motif of the
barangays noted industry or the barangays famous
agricultural products.
Special awards during the parade, like: Most Punctual,
Most Disciplined and Biggest Delegation are also
awarded.
The muses vie for the title of the Festivals Queen, which is
the Carabai-Carroza Queen.
b. Carabao-Carroza Race
The race consists of the carrozas being pulled by the
carabaos with their riders minus the muses which is made
on a 110-meter lane at Pavia National High School
grounds.

c. Search for the Festival Queen


The search is made among the eighteen (18) muses who
joins in the parade and through various competitions, like;

2. Palupad Borador
This is one of the main events ushering to the towns
festivity. this is a competition of skills in kite flying between
the young and adults in a two-category, namely the;
a. Kiddie and the
b. Giant kites

3. Palupok Bayong Contest


Seen to be developed as another tourist attraction is this
contest of Palupok of Bayongs.
Bayong is a Hiligaynon term for bamboo canyons. The
canyons making the loudest blast and making the farthest
shoot of an empty can as the bala is declared as the
winner.

SIGHTSEEING
HISTORICAL/RELIGIOUS LANDMARKS
1. Pavia Parish Church
Considered to be Pavias landmark is its century-old parish
church.
The church belongs to the Romanesque Order because of its
Byzantine structure.
The interiors and exteriors are made entirely of red bricks which
is considered to be the only one existing in island of Panay.
The church is similar to that of the towns namesake, PAVIA, in
Italy, also San Agustinian Church: except for its front columns.
It is located at the right portion of the public plaza.

2. Pavia Public Plaza


Occupying an approximately one (1) hectare area, the public
plaza is at the very heart of the poblacion where the Municipal
Government sits.
Within the plaza, is the memorial Veterans landmark, placed in
recognition to Pavias local heroes who fought during World War
II.
3. Ruins of the World War II Garrison
Which was believed to be used during the Second World War is
situated in a private lot at Brgy. Aganan.
The area near the river bank had served as the Japanese
garrison of the World War II and left now are its ruins.

INDUSTRY/LIVELIHOOD

1. Pinipig Festival (Proposed)


Is a proposed festival that showcase the by-product of rice,
made from the newly harvested palay.
2. Pottery Making
it is found in two (2) neighboring barangays of the barangays of
the municipality;
a. Jibao-an
b. Pandac.
The town is endowed with natural resources the clay suited for
pottery making. This industry has been the source of livelihood of
the people in the aforementioned barangays.
3. Ornamental Pageantry and Florale Palette
A weeklong garden show and plant sale showcasing the
municipalitys ornamental horticulture industry which is being
spearheaded by an NGO, the Pavia garden Club.
C. INFRASTRUCTURE

1. Drainage, Water Resources Inventory


The municipality of Pavia have a shallow water level. Since Pavia is a site
of the RAIC (Regional Agro-Industrial Center) in Western Visayas,
prospective investors could easily top ground water sources, to
augment the supply provided by MIWD which have also expansion
plans to address future needs.
The utilization of ground water should be strictly monitored by the
municipality and to be reported to the National Water Resources for
proper regulation.
Pavias existing drainage system which was constructed 30 years ago, is
very poor.
The stretch of drainage includes those along municipal roads leading to
outlet canals discharge from Mali-ao Creek and Tigum and Aganan.

Year 2000 records, the municipality has total of 6,553
households;
- 4,562 (69.62%) utilized electricity
- 1,991 households (30.35%) use gas as fuel for lighting.

Household in the municipality rely on various fuel as means of
cooking.
- 463 out of 6,553 households or 7.07% use electricity.

- There is an existing railroad in the Municipality of Pavia
owned by Panay Railway but is not utilized at the moment.

AT THE PUBLIC MARKET


Composite materials generated at the public market
resemble that of the households.
Kitchen waste top the list and being generated from
food establishments that failed to collect these food
which may be utilized as food for animals rather than
being thrown away as garbage.
Remaining waste can be handled dry or can be kept
dry ready for storage.
Recyclables are still available for collection, storage and
ready for sale.
Organic or biodegradable waste still outweighs the
presence of the non-biodegradable which is will be
possible even in the next few years.

The municipality of Pavia gas registered twenty-six (26) big
manufacturing and industrial establishments for the year
2002.
- Coca-cola Botllers Phils. Inc., the company has a
water treatment facility.
- Three companies are into concrete pile, ready mix
concrete and ready mix asphalt fabrication and
production;

or bin for the collection of rice husk.
- Farm implement fabricators generate scrap iron in the
production process and is being collected, stored and
disposed to scrap iron directs buyers.
- Industrial and medical gas production of oxygen and
acetylene is being done in two production plants;
Calcium carbide cake generated as a waste
product and is being done in two production
plants.
Chemical drums being sold out or donated to
various barangays to be used as garbage
receptacles.

AIR QUALITY, WATER SUPPLY


- Potable water is adequately supplied by MIWD and has
deep shallow wells for industrial consumptions.
- Pavia is a flood-prone municipality. As such, potable
water sources especially during rainy season becomes
a serious problem to the people.
- Measures have been taken into considerations that
due to the increasing population, houses are
constructed side by side and sanitation had become a
serious problem.
- It has been observed that jetmatics and shallow wells
lie just beside the toilets and septic tank thus use of
water from jetmatic pumps and shallow wells have
been discouraged and the establishing of level in Water
Systems are being encouraged.

CONCLUSION:

In conclusion to this paper, a comprehensive land use plan is incorporated in a


city or a municipality. It serves as an established guidelines for the future growth
or development of a certain community, specific goals and objectives are to be
implemented for the existing issues found in the area. The contents of a
comprehensive land use plan consist of the following elements: land use,
demographics, housing, education, health, recreation, security, transportation,
commerce, infrastructures, and many more.

As shown above, the Municipality of Pavia has several issues found in their
comprehensive land use plan such as obsolete drainage systems, lack of medical
or health centers, failed systematic road networks, flood control, and no
environmental management towards its cemeteries. In which planners and
developers examined the problems and arrived with their objectives that would
provide betterment of life through the profits of commerce, industry, and the
quick use of natural resources. The Municipalitys CLUP also lacks data in many
sectors that may lead to difficulty in achieving community development.
