List of Offices and Functions

Regional Office

Statement of Purpose:

To ensure equitable access to quality and relevant basic education in the Region by developing informed and
responsive policies and plans, managing effectively the localized curriculum and learning resources, assuring
quality performance, providing appropriate and timely technical assistance to schools divisions, and sustaining
effective education support services and partnership with stakeholders.

Legal Unit

Statement of Purpose:

To ensure that the Regional Office is provided with judicious legal and technical assistance in the
performance of its duties, responsibilities and accountabilities towards the attainment of effective and efficient
delivery of public service and quality basic education.

Information Communication Technology (ICT) Unit

Statement of Purpose:

To provide ICT enabled solutions and services in the area of governance and curriculum delivery that will
empower the regional office to provide quality basic education that is culture sensitive, accessible and inclusive
to decision makers and stakeholders.

Curriculum Learning and Management Division

Statement of Purpose:

To contribute in the improvement of region wide performance specifically on learning outcomes by helping the
schools divisions ensure full implementation of the articulated basic education curriculum, through:

localizing and indigenizing curriculum,


enforcing standards, and
providing access to quality and varied learning resources

Accountability:

To ensure full implementation of the articulated basic education curriculum (pre-school, elementary, secondary
& ALS), its localization/indigenization and increase access to quality and varied learning resources towards
improvement in the quality of learning outcomes.

Quality Assurance Division

Statement of Purpose:
The Quality Assurance Division promotes accountability and transparency in the region and ensures compliance
with standards of quality basic education and in the performance of organizational roles and functions, by
facilitating the setting up and maintenance of quality assurance systems and standards, assessing compliance to
standards, monitoring and evaluating region and schools divisions overall performance in achieving outputs and
results to inform decision making and guide policy directions towards continuous improvement in the delivery
of basic education services

Accountability:

To ensure compliance with standards of quality basic education by assessing, monitoring and evaluating the
region and schools division performances to inform decision making and guide policy directions in the region
towards continuous improvement in the delivery of basic education

Human Resource Development Division

Statement of Purpose:

To ensure that the region has competent personnel through the development and implementation of strategic
HRD plans and programs, localizing HRD systems including the delivery of quality and sustainable HRD
services.

Accountability:

To ensure competent personnel and staff in the regional office and schools division offices through the
implementation and management of an efficient and effective training and development system towards
improved professional competencies and organizational performance in the delivery of basic education

Note: The HRD Division is the technical arm of the Regional Director in operationalizing the Regional National
Educations Academy of the Philippines (NEAP) for the region.

Field Technical Assistance Division

Statement of Purpose:

To strengthen the schools divisions in managing their respective schools leading to the achievement of their
performance outcomes

1. Providing relevant, timely and appropriate technical assistance to schools divisions through the coordination of
all the units in the Regional Office
2. Understanding the situation of the Schools Divisions, their needs, aspirations, plans, strengths and weaknesses
3. Providing enabling interventions and strategies to schools divisions to help them achieve their goals and targets
4. Facilitating continuous improvement of each schools division as an organization

Accountability:

To coordinate and integrate the provision of technical assistance (TA) to schools divisions with the purpose of
facilitating the delivery of quality basic education and create an enabling environment for School-Based
Management (SBM) and ACCESS program
Policy, Planning, and Research Division

Statement of Purpose:

To ensure that the region is able to contribute to the achievement of DepEDs vision and mission through the
best means possible by:

1. disseminating DepEd policies, and facilitating localization of national policies and/or formulation of regional
policies as necessary
2. leading the development of strategic (6-year) and operational (annual) educational plans and budgets in
coordination with the budget division
3. facilitating the preparation and implementation of the regions research agenda associated with policy and
planning
4. managing the regions database ensuring data quality and ready access by users
5. providing technical support to schools divisions in preparing educational plans
6. providing technical support to RO management (Tech secretariat of RO Execom/ManCom)

Accountability:

To facilitate the formulation and implementation of education plans, policies, standards and guidelines in all
areas of basic education in the region through the conduct of research studies and the development and
maintenance of the Regional Education Planning and Data Management Systems in order to inform and guide
managements strategic and operational decisions in the delivery of quality basic education

Education Support Services Division

Statement of Purpose:

The Education Support Service Division (ESSD) strengthens the delivery of quality basic education by helping
the Schools Divisions provide schools with conducive learning environment and ensure learners readiness
through the timely mobilization and equitable distribution of sufficient resources, provision of technical
assistance and building of strong partnership with stakeholders for increased support and resources for the
effectiveand efficient implementation of sustainable special programs/projects and services.

Accountability:

To support the delivery of basic education through (special) programs, projects, and the provision of needed
resources to the Schools Divisions in order to create an environment conducive to learning and ensure learner
readiness to learn through: School Health and Nutrition, Education Facilities, Programs and Services

Administrative Services Division (ASD)

Statement of Purpose:

To provide efficient, economical, and effective support services relating to personnel, records, receipt of
correspondence, supplies, equipment, collection, disbursement, security and custody of property, and reportorial
work to oversight agencies

To ensure productivity and performance of the Regional Management in delivering the core business of the
Regional Office, and provide assistance to the DOs in partnership with the promotional personnel for the
attainment of the vision and mission of the Department.

Budget Section and Finance Division

Statement of Purpose:

The Finance Division provide advice to the Regional Director on the financial resources of the Region and on
itsutilization and provide services in budgeting, accounting, reporting, and coordinating with government
oversight and fiscal agencies in order to ensure judicious expenditures ,to support and attain the
Departments vision, mission and goals.

Accountability:

To provide advice to the Regional Director on the financial resource of the region and provide services in
budgeting, accounting, reporting and coordinating with government oversight agencies.

The Budgeting Services provides management with economical, efficient, and effective budgeting services and
reliable and timely financial information for decision making towards the cost-effective allocation and utilization
of financial resources of the region.
