CV NOOR WALI KHAN

Relevant Experience and Credentials;


Mr. Noor Wali Khan has more than 36 years of experience in Finance, Administration, Procurement,
Human Resources, Grants Management, Compliance, and Management. He has worked with or for all
of the larger bilateral and multilateral agencies (including DFID, USAID, CIDA, AusAid, ADB and
UNDP, and others) on programs in various development sectors, including infrastructure, agriculture,
community development, capacity-building, and governance.

His primary responsibilities on these programs were to oversee and manage finance, operations,
logistics (including security), grants, procurements, sub-contracts and administration. As a long-term
manager for the Asia Foundation, he worked on various USAID, DFID and AusAID- funded
programs, especially during the start-up and closing stages so as to ensure swift roll-out, compliance
and orderly close-out. He has extensive experience in developing budgets, financial reports for
donors, internal control, budget oversight and expenditure management, procurement and
procurement planning, contract compliance, and financial negotiations.

Mr. Khan has the experience of overseeing implementation of USAID funded Afghanistan
Agriculture Sector Support Program while the senior expatriate staffs were evacuated during first Gulf
War. Mr. Khan has remained Security Focal Person for all INGOs based in Islamabad during the time
he was working with Save the Children.

Projects and Title with area of responsibilities:

Director of Procurement and Finance, Tetra Tech ARD, Initiative to Strengthen Local
Administrations (ISLA) Project, USAID, Kabul, Afghanistan, April 2015 January
2016: As Director of Procurement and Finance, Mr. Khan was part of the Senior Management
Team, overseeing finance, procurement, administration, sub-contracts and grants, and directly
supervising the admin/finance unit managers (Finance Manager, Procurement Manager, and
Grants and Contracts Manager). As a start-up specialist, Mr. Khan was deeply involved in the
initial set-up and developed the program manual (policies and procedures).
Sr. Project Director Finance and Operations, Cowater International, Citizen
Engagement for Social Services Delivery Project, CIDA/AusAid (DFAT), Peshawar,
Pakistan, November 2013 March 2015: This project was focused on the health, education,
WASH and governance sectors (including gender) in 11 districts of KPK, Pakistan. As Senior
Project Director for Finance and Operations, Mr. Khan oversaw and scrutinized 16
implementing partners and consultancy firms budget, finance and compliance with contracts.
Mr. Khan oversaw and managed Finance, Administration, HR, Procurement, Logistics,
inventory and compliance/audit. He developed program and finance operations manual,
introducing strong internal control systems so as to ensure compliance.
Project Close-Out Advisor, The Asia Foundation (TAF), Performance Based Governors
Fund (PBGF), USAID/DFID, Kabul, Afghanistan, May 2013 - October 2013: Mr. Khan
led the close-out process for the US$60 million PBGF program in Afghanistan, including the
hand-over of more than 60,000 asset and inventory items to the Government of Afghanistan
and public entities, including 34 Provincial Governor Offices, Provincial Councils, District
Governor Offices, public schools and hospitals etc.

Manager, Program Finance, The Asia Foundation (TAF), Kabul, Afghanistan, April
2010 April 2013: Mr. Khan managed the Program Finance and Donors Compliance unit for
the Asia Foundation in Afghanistan. As such, he was responsible for developing financial
proposals, budgeting, financial forecasting, overseeing budget execution, monitoring, and
financial reporting, including financial reporting to donors, and compliance. During his
tenure, Mr. Khan successfully managed 40+ cooperative agreements, grants and commercial
contracts funded by USAID and/or other USG agencies, DFID, AusAid, CIDA, the EU and
various EU countries.Total value of these grants and cooperative agreements was around
50m$ per annum. Mr. Khans trained the non-finance staff (program managers and officers)
in developing budget, preparing forecast vs budget and keeping program activities in line with
forecast.
Sr. Administrative Advisor, The Asia Foundation (TAF), Kabul, Afghanistan,
September 2009 March 2010: Before being promoted to the manager position (see above),
Mr. Khan worked as Senior Administrative Advisor for the Asia Foundation in Kabul. In this
capacity, he streamlined and reorganized TAFs administration, finance and procurement
units and the related policies and procedures so as to ensure compliance and optimal use of
resources, including human resources. As such, he revised and prepared job descriptions and
re-designed the local salary and compensation structure. He was also instrumental in starting
up two major donor-funded programs for the Asia Foundation: the Ministry of Agriculture,
Irrigation and Livestock Change Management project (MAIL-CM) and the Performance
Based Governors Fund (PBGF).
Director of Finance and Operations, DAI, FATA Capacity Building Program, USAID
Peshawar, Pakistan, Mar 2008 August 2009: As Director of Finance and Operations, Mr.
Khan oversaw Finance, Grants, Administration, Security, Procurements, Human Resources
and IT systems. The grants were focused on CSOs and NGOs, for which Mr. Khan developed
the Grants Manual and Finance/Operations related policies and procedures Manual. Mr. Khan
also developed security guidelines and emergency evacuation plan. Mr. Khan led the forecast
processes and provided guidance to program staff for their spending in line with forecast.
Director of Operations and Grants, Districts That Work Project (DTW), USAID,
Islamabad, Pakistan, November 2006 February 2008: Responsible for administration,
procurement, HR, grants management, Security and IT. The grants were for government line
departments as well as related public institutions for procuring materials and equipment, and
for rehabilitating civic institutions. Mr. Khan developed Operations Manual, Security Manual
and Guideline.
Field Administrator, Oil and Gas Field Station, managed and funded by MOL Pakistan
Oil & Gas Co. Karak, Pakistan, September 2004 November 2006: As Field
Administrator, Mr. Khan was responsible for land acquisition, community issues, liaising
with authorities and local administration, and all administrative functions of the company at
field level including residential accommodation, transportation, messing, catering services,
finances, local purchases and sub-contracts.
Operations Manager, Pakistan and Afghanistan Field Offices, Save The Children (US),
various donors, Islamabad, Pakistan and Kabul/Mazar-e-Sharif Afghanistan, June 2003
September 2004: Responsible for administration, HR, IT, procurement, logistics (incl.
warehousing) and security. Mr. Khan developed policies and procedures manual and carried
out HR exercise by evaluating each positions and salary structure. Mr. Khan also developed
Security Guidelines and Emergency Plans for both the Fild Offices. Beside his organizational
responsibilities for Save the Children, Mr. Khan also volunteered for, and was appointed as,
the Security Focal Person for all international NGOs (around 35 INGOs) based in Islamabad,
Pakistan.
Project Officer, Canadian Culture Orientation Program, funded by the Canadian
Immigration Department, Islamabad, Pakistan; February 2001 May 2003: Worked
with the International Organization for Migration (IOM); in charge of organizing and
conducting orientation programs and assisting emigrants in departing for Canada.
Finance and Administration Manager, Cowater International, Social Action
Communication Project, CIDA Islamabad, Pakistan, November 1999 January 2001:
Mr. Khan worked with SAPCom as Finance and Administration Manager and was
responsible to oversee and manage Finance, Administration, HR, procurements and logistics.
Gained experience on the SAP ERP system. Mr. Khan was responsible to manage finances,
forecasting, budgets, reporting to HO and donor.
Administrator/Coordinator, Barani Area Development Project, Asian Development
Bank, Peshawar, Pakistan, March 1994 October 1999; As Administrator/Coordinator for
the ADB, Mr. Khan was responsible for all administration, liaising and coordination with line
departments, NGO/CBOs, budget control, procurement, and field expenditure. He also
assisted implementing partners (e.g. DAI Pakistan) in submitting their invoices to the
Government of Pakistan. Supervised two field survey teams (4 and 6 member teams); Kohat
and Karak Socio-Economic Survey of Barani Area Development Project, and Socio-
Economic & Beneficiary survey of the urban services provided by the Project Management
Unit under ADB Assistance (Peshawar Ring Road, Area Up-gradation & Trunk Sewerage of
Gulbahar, Solid Waste Management Mardan and Water supply scheme at Abbottabad).
Director Support Services, Afghanistan Agriculture Sector Support Project (AASSP),
USAID Peshawar, Pakistan and Afghanistan, September 1990 September 1993: In this
position, Mr. Khan was responsible for organizing all administration and general services to
all project offices, which included offices Islamabad, Peshawar, Quetta (Pakistan) and inside
Afghanistan (Kandahar, Paktia, Paktika, Logar, Ghazi). As such, he was responsible for
organizing HRM and payroll for more than 500 national and international employees. In
addition, Mr. Khan monitored field activities and was responsible for procurement of
equipment, furniture, machinery, commodities, warehousing, stores (e.g. wheat and maize
seeds, fertilizer, etc), and onward transportation to almost all parts of Afghanistan. During the
First Gulf War, he was acting Project Manager/Chief of Party for the Afghanistan Agriculture
Sector Support Project for six months and succesfully managed the project in difficult
circumstances.
Financial Analyst/Information System Manager, USAID, North West Frontier Area
Development Project, Swabi, Pakistan, April 1988 May 1990: In this capacity, Mr. Khan
worked as a USAID direct hire staff member, and was assigned management responsibility
for the US$40m North West Frontier Area Development project. He successfully developed
and managed an infrastructure database, including 1100 infrastructure projects (schools,
hospitals, wells, irrigation channels, rural roads, WASH facilities, etcetera). Mr. Khan was
responsible to scrutinize spending vs budgeted amount of the infrastructure projects, other
programmatic activities spending, reporting to USAID and Government of Pakistan. Mr.
Khan trained Government Officials on USAID rules and regulations, spending vs
forested/budgeted amount, new budgets, and forecasts.
Manager Finance and Administration, DAI, North West Frontier Area Development
Project, USAID Swabi, Pakistan, April 1984 April 1988: Prior to the above position, Mr.
Khan worked for DAI on the same program, where he was responsible for administration,
finance, procurement, compliance, expenditure monitoring, donor invoicing, etc.
Admin/HR Officer, General Electric (Canada), Tarbela Dam Project, CIDA, Tarbela,
Pakistan, April 1980 November 1983: Mr. Khan first job was as admin/HR officer for
General Electric (Canada) for the Tarbela Dam Project (construction and installation of 4
power generation units). His responsibilities included administration, logistics, overseeing the
work camps, warehouses and human resources.
