Please refer to the advertisement for position of Administrative Coordinator. Being a candidate for the position,
please find my CV and cover letter.

I have more than 36 years of experience in the field of Management, Implementation, Monitoring,
Financial Management, Compliance, Operations, Human Resources, Procurements, Assets Control, Grants,
Security and Logistics,.

I have worked on number of USAID funded Capacity Building Programs and remained on and off
acting COP in the absence of COP. Also remained acting COP for 6 months on USAID multi-sectoral
Afghanistan Agriculture Sector Support Program. I have the experience of USAID funded programs in
Afghanistan and Pakistan.

I have worked with Tetra Tech ARD on USAID-ISLA program as Director of Procurement and Finance,
where I was responsible for Procurements, Sub-Contracts, Grants and Finance. I have to supervise the Finance
Manager, Procurement Manager, Grants and Contracts Manager. I have to mentor other staff within the
Procurement and Finance Unit and to ensure close coordination/collaboration between technical and operations
staff for successful implementation of the project. Since I joined the program from the start, therefore was
involved in initial set-up and crafting of policies and procedures.

Before joining ISLA program, I was working with Cowater International as Sr. Project Director
Administration and Finance (Operations), on Citizen Engagement for Social Services Delivery Program
(CESSD) for Khyber Paktunkhwa Pakistan which was funded by CIDA & AusAID (DFAT). The project was
implemented in 11 districts of KPK, Pakistan with focus on Health, Education, Water, Governance and Gender.
Mr. Khan was responsible for overseeing and managing finances including 13 Implementing Partners
contracts/finances, short-term local consultants and firms, administration, human resources, procurement,
logistics, inventory and compliance/audit. I developed Operations Manual (finance, assets control, procurements,
administration, human resources and logistics) and introduced strong internal control systems and compliance
protocols for the project.

From September 2009 until October 31st, 2013; I have worked with The Asia Foundation in Kabul,
Afghanistan. Initially I was hired as Senior Administrative Advisor, responsible for developing of Policies and
Procedures Manual, revising/preparing job descriptions, preparing salary bands; conducting salary survey,
preparing of salaries comparison with other similar organizations and submitting recommendations to the
Management; helping in streamlining the administration and procurement processes/procedures. I have also
worked as member of the Startup team for two major projects (Ministry of Agriculture, Irrigation and Livestock
Change Management project (MAIL-CM) and Performance Based Governors Fund (PBGF) funded by CIDA,
DFID, Dutch, AusAID and USAID; where my role was to support administration, logistic and hiring of staff
(both national and international of more than 200 employees) for both projects.

I have worked as Manager Program Finance and Donors Compliance where I was responsible for
developing proposals budgets, monitoring of spending forecasts vs. budgets, donors financial reporting (both
USG/non-USG donors); tracking of donor financial reports, donors contracts compliance, program staff capacity
development, interacting with donors on proposals and budget/reporting. During this period the Foundation has
more than 40 (forty) cooperative agreements/grants while major donors were USAID, US Embassy, AusAID,
DFID, CIDA and Dutch. The Program Support Unit was created for the purpose of compliance to donors rules
and regulations and also to streamline reporting on expenses and programmatic front.

My last assignment with The Foundation was on Performance Based Governor Fund (PBGF) Project
where I have to lead the project close-out process including preparation and submission of close-out plan to
USAID and disposition of assets which were more than 60,000 items. These items were issued to all 34
Provincial Governor Offices (PGOs), Provincial Councils, Civil Societies, Schools and District Governor Offices
etc. The inventories were cross checked with financial records and every item was supported by M7. The team
managed and transferred all assets liabilities to the provincial and districts offices. The process was started in
very critical time as going to most of the provinces was extremely difficult. There were no air traffic and the staff
have to go by road but still my team managed it, obtained clearance certificates from the Governors Offices and
USAID issued no liability certificate to the Foundation.

I have worked with Pakistan FATA Capacity Building Program (funded by USAID and implemented by
DAI) as Director of Administration, Finance and Grants; where I was responsible for overall management of
Finance, Grants, Administration, Security, Procurements, Human Resources and IT systems. The grants were
focused on CSOs and NGOs with assistance for seed and advance stages. Most of the grants were issued in kind
and I have to manage and oversee the RFQs, /RFPs and contracts/purchase orders. I developed Policies and
Procedures Manual (Administration, HR, Procurements and IT related issues) and also prepared security
protocols and guidelines for the project. I remained ON and OFF acting COP in the absence of COP from the
project.

Worked with Pakistan Districts That Work Project (Governance project funded by USAID and
implemented by the Urban Institute) at Islamabad as Director of Administration and Grants; responsible for
management of Administration, Procurement, Human Resources, IT, Security and Grants. The grant was for
government and semi- governments line departments and civic institutions for procurements of material and
equipment, rehabilitation/repair of civic institutions. I had developed Policies & Procedures Manual (Human
Resources, Administration, Procurement and IT related issues) and also prepared Security Guidelines and
Emergency Evacuation Plan for the project.

Worked with Save the Children (US) Pakistan and Afghanistan Field Offices as Manager Operations,
responsible for Administration, Human Resources, IT, Procurement, Logistics (incl. warehousing) and Security.
Beside routine management tasks; I developed/revised Policies and Procedures Manual, completed HR project
(evaluation of 155 positions, revising job descriptions and recommending new salary bands); prepared Security
Manual and Guidelines for both the Field Offices (Afghanistan and Pakistan). Beside the organizational
responsibilities; I had worked as Security Focal Person and Security Coordinator for all International NGOs
(around 35 INGOs) based in Islamabad, Pakistan.

From September 1990 to September 1993; worked with Afghanistan Agriculture Sector Support Project
(funded by USAID and implemented by DAI), as Director Support Services. Assignment included;
Administration and General services of the project, having offices in Islamabad, Peshawar, Quetta (Pakistan) and
inside Afghanistan (Kandahar, Paktia, Paktika, Logar, Ghazi), Human Resources Department (HRD) of more
than 500 employees (Afghans, Pakistanis, Americans and Europeans), Agricultural-business (promotion of trade
between Afghan and Pakistani traders), monitoring of field activities, procurement of equipment, furniture,
agriculture machinery, commodities., warehousing, supervision of logistic unit for storing of agriculture
machinery, commodities, wheat & maize seed, DAP, fertilizer and onward transportation to almost all parts of
Afghanistan.

During 1st Gulf War in 90s, I was appointed as acting Chief of Party for Afghanistan Agriculture Sector
Support Project (six months); where I managed the project independently and to the entire satisfaction of USAID
and DAI top management. All international senior staffs including Chief of Party were evacuated and I have to
manage the project during this six months emergency period. During this period, all project activities continued
without any break. During this period, DAI also appointed me as Resident Representative to supervise and
monitor DAI's interest in Pakistan (at that time DAI had four projects in Pakistan).

I have worked with Social Action Program Communication Project (SAPCom) Pakistan as Finance and
Administrative Manager. The Project was funded by Canadian International Development Agency (CIDA) and
executed by Co-Water International. My assignments included; finance, administration, procurement and human
resources. On conclusion of the project; I joined International Organization for Migration (IOM) as Project
Officer for the implementation of Canadian Orientation program.

I had worked for USAID as Financial Analyst (USAID direct hired staff member). I was assigned to the
North West Frontier Area Development project (40m program), where my responsibilities were; to work closely
with Governments staff for making sure they follow USAID rules and regulation while spending money on
various infrastructure projects (more than 1,1000 sub-projects), agriculture commodities, capacity development
and forestry programs. I have to make sure they are in compliance with USAID rules and regulations. I have to
check their expenditures for making sure these are in line with work plan and budget. I have to prepare and
present various project activities reports to the Government of North West Frontier Province (Pakistan) and
USAID mission to Pakistan.
In 1980s I had worked for about 7 years with DAI on the North West Frontier Area Development
Project, Pakistan as Administration and Finance Manager. The project was funded by USAID and implemented
by Development Alternatives, Inc. During this period my assignments included; Finance and Administration;
preparation of work plan, budget, Compliance of USG rules on project spending, evaluation of field activities vs.
budget allocation, scrutinizing of the Project Expenses vs. work plan.

From 1980 to 1983 I had worked with Canadian General Electric Company at Tarbela Dam Project,
during the construction and installation of Power generation unit. My responsibilities included administration,
labor camps administration and human resources.
