1.0 Specific work Activity and Scope:

Under Contract No. N-13251 (220 kV OHL MODIFICATION WORK AT


SHAMKHA), as a part of list of outstanding items in PAC, rectification of
platforms has to be carried out.

The purpose of this Method Statement is to describe the methodology involved


for platforms rectification works.

2.0 Starting and Completion Date

Rectification works of platforms will be carried out from 15-May-17 up to 30-Jun-


17.

3.0 Terminology :

Ckt : Circuit

Circuit : Electrical System Containing 3 Phases (i.e. R, Y, B)

OHL : Over head Transmission line.

PPE : Personal Protective Equipment

LAP : Limited Access Permit

3.1 Danger

A risk for Human Health, Property & Environmental Damage.

3.2 Danger Notice


A notice of an approved type, convey a warning of the probability of
Danger of approach to either electrical or general hazards. These notices
are also displayed at the limits of safe working areas, calling attention to
the adjacent Dangers.

3.3 General Safety


The provision and maintenance of safe access to and from the place of
work, a safe place of work, a safe working environment, safe methods of
work and the correct use of effective personal protective equipment.

3.4 Supervision
The control and direction exercised by a Competent Person who is
present at the point of work at all times during the progress of the work.

3.5 Working Party


Individuals will be working under the direct supervision of a Competent
Person.

3.6 Competent Person:


A person is having suitable & sufficient technical knowledge & experience
to recognize & avoid danger, use safe method of works & use appropriate
PPE, receives and clears the safety document.

4.0 Roles and Responsibility:


Project Manager:
Overall control and Project Management of all activities at Project level.
Distribution of resources & finance. Review and implement procedure for
meeting statutory and quality requirements. Co-ordination with project co-
coordinators and customer/ consultant/ sub contractors/ sub vendors/ local
statuary bodies at the Project level and shall have the final responsibility on
HSE.

Site Engineer:
For ensuring all the activities are undertaken and constructed as per the
drawings, coordinate for necessary work permits, all approved QC
requirements are met by the construction team and ensure that all necessary
resources are available to meet the schedule targets.

Safety Supervisor:
For ensuring all the activities are undertaken and constructed in a safe
manner as per the TRANSCOs approved Method Statement, Risk
Assessment & HSE Manual.

Site Coordinator
For liaisoning with related authorities for obtaining permission for smooth
functioning of project and facilitate site team.

Site Supervisor and Foreman:


For ensuring that all the works are executed meeting TRANSCOs HSE & QC
requirements, allotment and supervision works to individual groups, conduct
Tool Box Talks, Guide and Monitor the work force for progress, report to the
Site Engineer on regular basis.
Further reference is made to Annexure 1 for Site Responsibilities Chart.

5.0 References to any other interface processes


The following NOC & Work Permits, if required:

8.0 Sequence of work for rectification of platforms:

The required platform dimensions shall be checked from profile drawings and
marked.
Additional gatch material shall be put and entire platform surface shall be levelled
by means of shovel and compacted using vibrating roller. Also, area around pile
cap shall be suitably filled up by gatch material and compacted at defined cut-off
level.
Compaction test shall be done at one place for every tower platform.
The final thickness of platform should measure 0.5 meter as per the approved
profile drawing.

9.0 Main Hazards

Hazards identified:

a. Movement of Vehicles including reversing


b. Severe weather conditions
c. Gatch transportation and unloading
d. Gatch and levelling & compaction
e. Crossing the existing tracks/roads
f. Demobilization

Further reference is made to Annexure 2 for the identification of hazards and risk
assessment.
10.0 Control Measures:

For the control measures please refer to the task based risk assessment which
is enclosed in Annexure 1.

Specific control measures for the work location include


All drivers and Operators to be fully familiarized about the safety rules.

Tool Box talk to be conducted at site before starting of work.

Regularly check up of vehicles.

Provide high visible jacket to all persons.

Sign boards and demarcation of working area.

11.0 Safety Measures to be Implemented

Standard Personal Protective Equipment will be worn at all time and will include
the following:
1. Safety Helmet
2. High Visibility Jacket
3. Coveralls
4. Safety shoes
5. Safety goggles when required
6. Safety gloves
7. Dust masks when required
8. Ear plugs when required

All drivers and operators will have UAE valid Driving license.

All the machinery should have valid documents & Insurance.

Vehicles and heavy equipments shall be inspected by KECs Safety Supervisor


prior to start of work.

Adequate markers shall be erected wherever required at critical areas with


flags/signboards to indicate the edges of access roads and platforms for the
overall safety of all vehicular movements during the progress of work.

Vehicular movements at the working areas and access points are to be


controlled properly.

Tool Box talks will be conducted daily and will include topics of relevant activity
and about health, environment & safety. Documents shall be maintained and
issues discussed shall be recorded.

Work area shall be clearly demarcated and barricaded.

First Aid kit shall be provided at site.

During site works, KECs Safety Supervisor shall visit the site regularly.

Good housekeeping shall be maintained at all times.

Safety clearance from overhead lines shall be maintained.

12.0 Emergency Procedures / Contact Details

12.1 Inform Safety Department/ Call Operator Dial 050-615277302-6394886 by


any communication means giving following information:
12.1.1 Nature of incident
12.1.2 Location of incident
12.1.3 Name and employment number
12.2 Shut down all power operated equipments.
12.3 Switch off all electrical equipment / connections before leaving the site.
12.4 Do not try to collect personnel belongings.
12.5 All personnel of affected area (other than those nominated for specific
duties during an emergency) must report to the assembly Area and wait for
further instruction.
12.6 Supervisory staff should remain in the areas till completion of evacuation
to ensure strict adherence of the instruction by Emergency Team.
12.7 All employees shall remain at the assembly Area until further instructions
are given

Procedures to be followed in the event of Traffic Accident:

A. If you are first to arrive on the scene of an accident:

1. Inform Safety Department/ Call Operator Dial 050-9215533/02-6394886 by


any communication means giving following information:
a) Nature of incident
b) Location of incident
c) Name and employment number
2. If safe to do so, turn off the engine of a crashed vehicle.
3. Make the area safe by putting safety cones, warning triangles etc.
4. Park your vehicle safely.
5. Assist any injured.
6. Wait for Emergency Team to arrive.
B. If you are involved in an accident:
1. Inform Safety Department/ Call Operator - Dial 050-9215533, 02/6394886
by any communication means giving following information:
a. Nature of incident
b. Location of incident
c. Name and employment number
2. Remain at the scene of any road accident until police give permission to
go.
3. Wait for Emergency Team to arrive

Note: - Do not handle the casualty if you are not sure/qualified, to avoid further
damage to the injured personnel.

C. Off Site Hazardous Emergency:-


Off site Hazardous emergencies may include the following: -
1. Any off Site fire likely to affect on site operations.
2. Severe weather conditions are likely to affect on site operations.
3. Law enforcement emergency alert.
Employee must report any sighting of severe weather such as heavy winds, Rain
flooding etc. immediately. Please identify the condition, approximate speed and
direction of the weather patterns.
