"ITARRestricted".Theinformationandmaterialsprovidedpursuanttoorresultingfromthistopicarerestrictedunderthe
InternationalTrafficinArmsRegulations(ITAR),22CFRParts120130,whichcontroltheexportofdefenserelated
materialandservices,includingtheexportofsensitivetechnicaldata.ForeignCitizensmayperformworkunderanaward
resultingfromthistopiconlyiftheyholdthe"PermanentResidentCard",oraredesignatedas"ProtectedIndividuals"as
definedby8U.S.C.1324b(a)(3).Ifaproposalforthistopiccontainsparticipationbyaforeigncitizenwhoisnotinoneof
theabovetwocategories,theproposalwillberejected.
OBJECTIVE:DevelopaLinesofOperationsAutomatedDecisionSupportSystemtoevaluateLinesofOperations
identifyingdeviationsfromplannedLinesofOperations(tocuereplanning),formulatebranchplanandsequel
recommendations,andfeedbackplanchangestothemasteroperationalplanrepository.
DESCRIPTION:TheOperationalPlanningProcessesofNWP501(NavyPlanning)resultsinaselectedCourseofAction
composedofasetoflogicalLinesofOperations.AsdefinedbyJointPublication30(JointOperations),Linesof
Operationsarelogicallinesthatconnectactionsonnodesand/ordecisivepointsrelatedintimeandpurposewith
objectives.LinesofOperationsdevelopedintheplanningphasearebasedonasetofassumptionsabouttheexpected
executionphaseoperationalsituation.Thedynamicnatureofwarfarenearlyguaranteesthattheactualoperationalsituation
willdeviatefromtheassumedoperationalsituationutilizedinplanning.Resultingdeviationsnecessitatebranchplansand
sequelactionstoaccommodateemergentoperationalevents.HumanC2operatorsregularlyspendmoretimeheadsdown
intheirC2systemsassessingincomingsituationalawarenessdata,leavingthemlittletimetoengageintheimportanttask
ofevaluatingtheoperationalsituationwithrespecttotheselectedCourseofActionandstatedoperational
goals/objectives.Evaluationiscritical,asidentificationofLinesofOperationsdeviationsprecedesvitalbranchplanning
andsequelactionactivities.Whatisneededisanautomatedsystemthatevaluatesincomingsituationalawarenessdata
andhasthecapabilitytoalerthumanC2operatorswhendeviationsfromplannedLinesofOperationsaredetected.
Furthermore,theautomatedsystemshouldprovideinitialbranchingplanandsequelactionrecommendations.Thisenables
thehumanC2operatortoshiftfocusfrombuildingtheC2picturetomakingC2decisions!
PHASEI:AssessthefeasibilityofdevelopingaLinesofOperationsAutomatedDecisionSupportSystem.Determineifa
LinesofOperationsevaluationdatamodelcanbedevelopedsuchthatincomingC2datacanbeaggregatedandanalyzed
inamannerthatenablessystemunderstandingofLineofOperationsprogressanddeviation.Determinewhatkindsof
operationalreplanningcouldbeconductedbysuchasystemwhendeviationsfromcurrentLinesofOperationsare
detected.DefineahighlevelarchitectureforthesystemandprovidearoadmapfordevelopmentofPhaseIIprototypeof
thesystem.
PHASEII:DevelopaprototypeLinesofOperationsAutomatedDecisionSupportSystem.Demonstratethattheprototype
isabletoaggregateandanalyzeincomingC2dataandprovideC2operatorwithLinesofOperationsprogressupdatesand
deviationalerts.DemonstratehowthesystemwouldassistinoperationalreplanningwhendeviationsfromplannedLines
ofOperationsareidentified.DeterminewhatadditionalcapabilitiesarerequiredtoprovideafullydevelopedLinesof
OperationsAutomatedDecisionSupportSystemforthefleet.
PHASEIII:WorkwiththeNavyC2ProgramofRecordsponsorPMW150GCCSMProgramOfficetoexpandprototype
andpreparefortransitionoftheLinesofOperationsAutomatedDecisionSupportSystemintotheNavyC2architecturefor
eventualfieldingatashoreandafloatlocations.AnalyzeandaddressInformationAssuranceCertification&Accreditation
requirements.DemonstratetheLineofOperationsAutomatedDecisionSupportSysteminaSeaTrialexperimentand
evaluateformilitaryutility.TheexperimentshallbedeployedonaUSNavySecretnetwork,withatleastoneashore
instance,onecommandship,andtwoormoresubordinateafloatunits.
PRIVATESECTORCOMMERCIALPOTENTIAL/DUALUSEAPPLICATIONS:AsuccessfulimplementationofaLinesof
OperationsAutomatedDecisionSupportSystemshouldyieldatechnologyfoundationthatcanbesimilarlyappliedtoother
distributedenterprises.Navyprocessesareuniqueonlyintheirapplicationdomain.Thetechnologyshouldbeadaptableto
corporateenvironments,otherGovernmentagencies,oranyotherorganizationthatimplementsoperationalplans.The
technologyandknowhowdevelopedbytheproviderwillsupportaprivatesectorbusinessmodelifdesired.
