This document "KOC Standard for Motor Operated Valve Actuators" is intended to
-
provide the mini'inum requirements for motor operated valve actuators for installation
,at various KOC facilities in Kuwait. .

This document has been approved by theh$?apdardsTechnical Committee (STC) and


Standards Division for use throughout the corporate engineering and operational
functions of Kuwait Oil Company.

This Standard has been prepared under the direction of the Standards Division and
Standards Technical Committee in order t o achieve the following objectives:

a) To provide technical guidance and establish the base document for developing
projectlmaterial specifications for Motor Operated Valve Actuators with a view
to achieve uniformity, quality, reliability and efficiency in an economical manner.

b) To set out minimum features required, a'data sheet has been included which
will act as a checklist to ensure that all requirements for the proper design,
construction, and operation of Motor Operated Valve Actuators are covered.

C) To maintain the KOC requirements of safety and protection to plant.


personnel and environment established by KOCfs HSE and Fire
Regulations.

SCOPE

This Standard specifies the minimum requirements for Motor Operated Valve
Actuators for installation at various KOC facilities within Kuwait.

This Standard also covers the performance, shop inspection, and testing
requirements for Motor Operated Valve Actuators.

APPLICATION

The design, material of construction, performance, inspection and testing of


Motor Operated Valve Actuators shall fully comply with all the relevant
requirements specified in this Standard and the reference standards 1 codes
mentioned herein. Specific requirements, if any, shall be indicated in the data
sheet .

Any exceptions or deviations from this Standard, along with their merits and
justifications, shall be brought to the attention of KOC's Controlling
Department for their review, consideration and amendment by Standards
Division (if required).

Compliance of this KOC Standard does not of itself confer immunity from
legal or statutory obligations.

TERMINOLOGY

Definitions:

For the purposes of this Standard, the following definitions apply.

Actuator

A device or mechanism, which changes a signal into a corresponding


movement, controlling the position of the internal regulating mechanism of
the valve.

Compatible Equipment

Equipment that interfaces mechanically and electrically, which would not


require any field modification.

Electromagnetic Compatibility

Electromagnetic Compatibility is the ability of equipment to function


satisfactorily in its electromagnetic environment without introducing
intolerable disturbances to that environment or to other equipment.

5.0 ENVIRONMENTAL CONDITIONS

5.1 For environmental conditions in Kuwait ,refer to "KOC Standard for Basic
Design Data" (KOC-G-007), which provides the detailed design
information regarding the environmental, site and .utility supply conditions
prevailing throughout the KOC facilities.

MOV Actuators shall in all respect be suitable for operation in the


environmental conditions stated in the above Standard.

TECHNICAL REQUIREMENTS AND SYSTEM DESCRIPTION

General

The MOV Actuator shall be self-contained totally enclosed unit, complete


with electric motor, integral control equipment, gear train and
accessories, which are required for power and manual operation of the
valve.

The MOV Actuator shall be designed for open-close and throttling


operation of the valve to meet the process requirements.

MOV Actuators shall be configurable for maintained or non- maintained


operations.

The MOV Actuators shall be compatible with the type of valve specified
for each application and its stroke time shall be as indicated in the data
sheet.

The MOV Actuators to be used in zone 1 and zone 2, hazardous areas


shall be Flameproof, certified Ex "d" suitable for Group llB and
temperature class T3, (Ex-d-IIB-T3).

Electronic components used shall be vibration resistant, high quality


industrial grade, designed to' operate' continuously inside the control
compartment at environmental conditions specified in "KOC Standard for
Basic Design Dpta" (KOC-G-007).

All parts in contact with the hydraulic fluid shall be made of suitable
materials to provide reliable operation without any deterioration due to the
presence of fluid and any additives contained in it.
6.1.9 The MOV Actuators shall be immune to EM1 and RFI.

6.1.10 Each actuator assembly shall include, but not limited t o the following:

Three phase squirrel cage induction motor.

Gearbox.

Output drive unit.

Thrust bearing where applicable.

Mounting base.

Integral reversing starter unit.

Handwheel.

Travel limit switches.

Torque switches.

Local position indicator.

Lockable selector switch (Local/offlremote),where applicable.

Pushbuttons for Close-Stop-Open operations.

Hammer blow device.

Anti-condensation heater.

Terminal box with all internal wiring.

Internal and external earthing lugs.

Labels, identification and rating plates.

6.1.1 1 The MOV Actuator shall be supplied assembled, tested and delivered as a
single unit, for mounting on a valve specified in the data sheet.

6.1.12 All aspects for Actuator1 Valve mating shall be in accordance with
ISO-5210 or ISO-5211 as applicable.
Actuator Sizing

The actuator shall be sized to provide 150% of the thrust and/or torque
calculated to guarantee its service, taking into account for frictional
resistance due to fouling and sticking according to the worst applicable
service conditions.

Actuators shall be designed such that in the event of limit switch failure,
the actuator or valve shall not be damaged.

The motor shall be of high-torque, low - inertia , single speed, squirrel -


cage type with lifetime pre-lubricated bearings and shall be designed
specifically for Actuator duty.

The motor shall be suitable for operation from 440 volts a.c, 3 Phase,
50 Hz power supply unless otherwise specified in the data sheet.

The motor shall continue operation without deleterious effect, with


variations of voltage and frequency as follows:

a) Voltage k 6%

b) Frequency st 2.5%

Motor windings shall have minimum class F insulation with a temperature


rise limited to class B in accordance with BS 2757.

The motor shall be rated for the following operations unless otherwise
specified in the data sheet:

a) 30 minutes continuous operation.

b) Six (6) consecutive applications of locked rotor current (as in


jogging).

Both operations shall not exceed the limit of class B insulation


temperature.

The motor shall be protected by means of thermostats embedded in the


stator windings, which shall protect the motor against cold stall and
continuous overload.

The motor shall be protected against loss of one or more phases by a


single phasing preventer.

The motor shall be provided with automatic phase rotation correction


device to ensure that the motor is always presented with the correct
phase rotation regardless of possible incorrect power connections.

Starter

Triple pole, direct on line, reversing contactor starter incorporating all


control/protection circuitry shall be provided as an integral part of the
actuator assembly.

The starter unit shall be suitably rated to match the motor characteristics
and capable of handling any fault current that may occur for a particular
application as limited by the protective device.

The contactors shall be provided with mechanical and electrical interlocks


to prevent simultaneous closure of the forward and reverse circuits.

The starter unit shall incorporate a time delay circuit to prevent shock
loadslcurrent surges when an actuator is ordered t o reverse direction
instantaneously.

The starter unit shall be of withdrawable type for easy replacement and
maintenance.

An integrally mounted transformer of suitable rating shall be included to


convert the incoming supply for control purposes.

Pushbutton

-
The actuator shall be provided with integral controls for close stop- open
operations.

Open and close control schemes shall be configurable for either single
press (Maintained) or continuous press (Non- Maintained) operations. The
stop pushbutton shall be of stayput type.

The following operations shall be possible in the single press (Maintained)


mode:

a) Maintained travel to the limit after initiation from appropriate push-


button.

b) Stopped at a particular point by operating stop push-button.

C) Reversed or continued after stopping by operating a particular


push-button.

In continuous press (Non- Maintained) mode, appropriate push-button to
be held pressed until required position is reached.

Local / Off / Remote switch

An integral local/off/remote switch shall be provided where remote


operation is specified for facilitating transfer of control between the
remote systems and the integral push buttons.

When the selector switch is in the "Remote" mode, the functions of the
local close/stoplopen push buttons shall be taken over by the remote
system.

The Local / off / Remote switch shall be lockable in all three positions.

Remote Control

Where remote control is specified, interposing relays shall be provided in


the actuator to facilitate close-stop-open functions by application of
signals from a remote location. A separate signal shall cause the valve to
drive in each direction. Acceptance of simultaneous control from two
functions shall not be possible.

The actuator shall be designed to accept remote control signals with


control supply voltage and source (External or Internal) as specified in the
data sheet.

Local Position Indicator

Continuous display of the valve position from fully "Open" to fully


"Closed" shall be provided as an integral part of the actuator with specific
indication to show whether the valve is closed, open or in an intermediate
position.

Remote Position Indicator

Output contacts for remote indication to indicate closed, open and


intermediate position of the valve, shall be provided, whether operated by
the motor or the handwheel, unless otherwise specified in the data sheet.

A precision potentiometer shall be provided and calibrated to facilitate the


indication of the valve position in the remote control room if continuous
indication of the valve position is specified.
Status Feedback Contacts

Where status feedback is specified in the data sheet, the actuator shall
include a monitoring relay integral to the actuator, provided with input to
the remote system1 DCS, for indicating the following conditions as a
minimum.

a) Local/ Remote switch set to" Local".

b) Loss of control supply.

C) LOSSof one or more of Power supply phases.

d) Motor tripped.

Limit and Torque Switches

The actuator assembly shall include all necessary limit switches and
torque switches required for normal travel operation and indication
purposes, to suit the control and indication requirement specified in the
data sheet / P&ID.

Switches shall be of heavy-duty type, designed for the life of the


actuator, capable of over-travel and arranged such that over-travel will
not cause damage to the switches, in either direction of travel.

The position limit switches shall be adjustable over the full range of valve
travel.

Torque switches shall provide control of output torque and protect the
valve and actuator from mechanical overload in either direction.

Torque limit switches shall stop the actuator in the event of exceeding the
torque setting when moving in the open or closed direction. Means shall
be provided to prevent the open torque protection tripping during initial
unseating.

The closing torque limit switch shall be set as necessary to ensure proper
seating (if valve requires torque seating). The torque limit settings shall be
adjustable.

The torque and position sensing system shall be with mechanical


components or solid state circuitry using current sensors for torque
sensing, and Hall effect magnetic pulse system for position as specified in
the Data sheet.
Gearbox

The gearbox shall be of robust construction and be an integral part of the


actuator. The output characteristics shall match the requirements of the
particular service both for speed and torque requirements.

The gear arrangement shall be self-locking, and the combination of motor


and gearbox shall be capable of accepting all thrusts transmitted when
maximum torque is applied either in normal operation or under fault
conditions.

The complete assembly shall be capable of operating in any mounting


position.

All joints and seals on moving parts shall also be designed to suit the
universal mounting arrangements to prevent leakage or seepage of oil.

Handwheel

A handwheel shall be provided to allow manual operation under all


operating conditions, independent of the motor.

A Hand / Auto lever shall be provided which shall be pad locked in Hand
or in Auto position.

The actuator shall be provided with suitable mechanism to disengage the


motor drive when the HandIAuto lever is in hand position and to
disengage the handwheel drive during motor operation.

The handwheel shall be ergonomically designed and the force at the rim
required to operate the valve shall not exceed 220 N.

The manual drive (and gearing, if any) shall be entirely independent of the
motor gearing.

Valve Stem Protection

Valve stem protection of suitable size to allow full extension of the stem
shall be provided, if specified in the data sheet, t o prevent physical
damage of the valve stem due t o environmental phenomena such as
sandstorms. The protection for the valve stem shall be of all metal
construction.

Hammer Blow Device

In order t o overcome possible "stiction" or excessive initial resistance to


motion, particularly after long periods of idleness, the actuator shall
include a hammer blow feature to allow the motor or handwheel to
accelerate and assist in unseating the valve.

Fireproofing

Where fireproofing of the actuator is specified in the data sheet, the


actuator shall be provided with coating, suitable enclosure or other
provisions so that the temperature rise inside the actuator is limited to
levels within their maximum tolerance. The actuator shall continue its
operation for the specified duration when exposed t o petroleum fire.

The actuator shall remain operable for a minimum period of 3 0 minutes


when exposed to external fire causing a surface temperature of 1000 C.

The actuator shall be subjected to fire tests, and a certificate to show


that the equipment has successfully passed the tests shall be submitted
from an internationally recognised testing laboratory for KOC's review and
approval.

Terminal Box

The terminal box shall be separately sealed and shall provide adequate
room for the necessary terminals, which shall be angled to assist making
of connections at the facility.

Terminals shall be suitably sized for power and control services and they
shall be tropical grade, non- hygroscopic type.

All connections from internal components shall be prewired and brought


out t o the terminals.

Termination schedule for external control and monitoring cable


connections shall be permanently fixed inside the terminal enclosure cover
t
plate.

A minimum of three (3) cable entries of size as specified in the data sheet
shall be provided.

All cable entries shall be provided with suitable certified flameproof


glands as specified in the data sheet.
Cable Marking and Segregation

All internal wiring shall be identified with full-circle type indelible markers
which is cross-referenced t o the wiring diagram.

Power wiring shall be segregated from control wiring.

Actuators with remote control shall have provision for all remote control
inputs to be "opto isolated" in order to protect the actuator logic circuits
from high voltage transients that may occur in the control cabling.

All metallic casings of the actuator shall be provided with electrical


continuity, and internal & external stud(s) shall be provided for
terminating the earthing cable.

Lifting Eyes

The actuators shall be fitted with tested lifting eyes if specified in the
data sheet. Alternatively, slinging points should be clearly identified such
that over stressing of the assembly does not occur during lifting, and
control components are not damaged.

Additional Instrument Features

The following additional features shall be provided if specifically called for


in the P&ID/ Data Sheet:

Multi Drop Control

When used with multi drop control schemes which enable several
actuators to be controlled and monitored from a single master station, the
actuators shall be equipped with microprocessor controller1 interface units
and accessories, for control and monitoring, from the remote station
using 2 wire loop.

Non- Intrusive Actuator

Access to actuator configuration and adjustments from an external


electronic communicator in a non-intrusive actuator shall be password
protected. The hand held electronic communicators used shall be
intrinsically safe and certified for use in zone 1 hazardous areas.
Hazardous Area Certification

The MOV Actuators to be installed in a hazardous area shall conform to


the relevant part of KOC Recommended practice for 'Selection, -
Installation and Maintenance of Electrical Equipment in Hazardous Areas"
(KOC-E-004).

All the MOV Actuators and accessories to be installed in hazardous areas


shall be certified for use in those areas by a testing authority of an
international repute and approved by KOC.

The list of testing and certifying agencies acceptable t o KOC are given in
KOC-E-004 Part-2. Copies of all relevant certification documents shall be
submitted by the manufacturer for KOC review and approval.

Electromagnetic Compatibility and Radio Frequency Interference (RFI)

MOV Actuator shall be designed and manufactured such that under


normal operating conditions, the associated system shall be unaffected by
electromagnetic disturbances likely to be encountered, and shall not
radiate RFI which shall affect the normal operation of other electronic
devices.

The actuators shall conform to the latest requirements of the EMC


directives of EEC or similar international organisations t o ensure high level
of immunity to radiated high frequency electromagnetic fields such as
those generated by radio, radar and microwave sources.

PERFORMANCE REQUIREMENTS

Quality Control (QC)

All items to be designed, manufactured, inspected and tested under the


control of a documented QA system, the general requirements of which
are given in clause 8.0 of this Standard.

Any special reference to inspectionltest referred within this Standard are


additional t o and shall not replace or reduce the general QAIQC
requirements.

Shop Inspection and Performance Testing

MOV Actuators shall be subjected to routine tests at the manufacturer's


works as per relevant standards mentioned in this Standard. Any
additional testing, if required, shall also be carried out as specified in the
KOC contract document.
The manufacturer shall be responsible for all required QA/QC and
inspection works to satisfy the requirements of this Standard.

The test and inspection plan shall be approved by KOC and shall include
the following items in addition to those found necessary by the
Manufacturer to assure the quality of the product:

a) Perform visual inspection to verify the conformity to this Standard.

b) Where applicable, a check on the dimensions of the finished items


against KOC approved drawings for the actuator assembly.

C) A check on the motor, gear systems, and all accessories in


accordance with this Standard, data sheets and drawings.

d) Full functional testing, speed of operation and working of torque/


limit switches in accordance with this Standard and data sheet.

e) A check on the nameplate data and tagging in accordance with this


Standard, data sheet and drawings.

f) A check on the painting and general suitability for the environment.

No equipment shall be delivered until all applicable tests have been


successfully completed.

The documentary evidence of the test reports shall be submitted to KOC


for approval before release of material.

QUALITY ASSURANCE

The manufacturer shall operate a quality system preferably based on IS0


9000 series of standards to satisfy the requirements of this Standard. The
manufacturer shall demonstrate compliance by providing a copy of the
accredited certificate or the manufacturer's quality manual. Verification of
the manufacturer's quality system is normally part of the pre-qualification
procedure, and is therefore not detailed in the core text of this Standard.

PACKING, MARKING AND DOCUMENTATION

All correspondence, drawings, catalogues, instruction manuals, data


sheets or any other written information shall be in the English language.
In case of dual languages, one language shall be English.

All dimensions, units of measurement, physical constants etc. shall be in


SI units, unless otherwise specified.

9.3 The manufacturer's submittals shall include the following documents as a


minimum:

a) Completed data sheet.

b) Wiring diagram.

C) Valve /actuator assembly drawing (If ordered together).

d) Installation, operation and maintenance instructions.

e) Hazardous area certification.

f1 Fire test Certificate (If specified).

g) Type test/ Routine test certificates.

9.4 Nameplate

Nameplate shall be made of stainless steel and be screw fixed t o a non-


removable part of the actuator and shall be stamped with the following
information as a minimum in accordance with BSEN-60034 Part-1.Values
given shall be those measured during tests.

a Manufacturer's Name.

b) Actuator type.

C) Serial Number.

d) Hazardous area certification data where applicable.

e) Motor Rating.

f1 Supply Voltage.

g) Frequency.

h) Nominal Motor Current.

i Insulation Class.

j1 Temperature rise class.

k) Actuator speed.
1) Enclosure degree of protection -1P Rating.

m) Lubricant type.

Warning Label

Each terminal box cover shall be provided with a warning label.to read
"Isolate supply before opening" engraved in dual language ( English and
Arabic) .

For all relevant requirements, refer to the "KOC Standard for Spare Parts
