2.3 ExistingLevelsofService
Urbanroadsystemsareultimatelycontrolledbythefunctionofthemajorintersections.Intersection
failuredirectlyreducesthenumberofvehiclesthatcanbeaccommodatedduringthepeakhoursthat
havethehighestdemandandthetotaldailycapacityofacorridor.Asaresultofthisstrongimpacton
corridorfunction,intersectionimprovementscanbeaverycosteffectivemeansofincreasinga
corridorstrafficvolumecapacity.Insomecircumstances,corridorexpansionprojectsmaybeabletobe
delayedwithcorrectintersectionimprovements.Duetothesignificantportionoftotalexpenseforroad
constructionprojectsusedforprojectdesign,construction,mobilization,andadjacentarea
rehabilitation,acarefulanalysismustbemadeoftheexpectedservicelifefromintersectiononly
improvements.Ifadequatedesignlifecanbeachievedwithonlyimprovementstotheintersection,then
acorridorexpansionmaynotbethemostefficientsolution.Withthatinmind,itisimportantto
determinehowwellthemajorintersectionsarefunctioningbydeterminingtheirLevelofService(LOS).

LevelofService(LOS)isaqualitativemeasuredevelopedbythetransportationprofessiontoquantify
driverperceptionforsuchelementsastraveltime,numberofstops,totalamountofstoppeddelay,and
impedimentscausedbyothervehicles.Itprovidesascalethatisintendedtomatchtheperceptionby
motoristsoftheoperationoftheintersection.LevelofServiceprovidesameansforidentifying
intersectionsthatareexperiencingoperationaldifficulties,aswellasprovidingascaletocompare
intersectionwitheachother.Thelevelofservicescalerepresentsthefullrangeofoperatingconditions.
Thescaleisbasedontheabilityofanintersectionorstreetsegmenttoaccommodatetheamountof
trafficusingit.ThescalerangesfromAwhichindicateslittle,ifany,vehicledelay,toFwhich
indicatessignificantvehicledelayandtrafficcongestion.TheLOSanalysiswasconductedaccordingto
theproceduresoutlinedintheTransportationResearchBoardsHighwayCapacityManualSpecial
Report209usingtheHighwayCapacitySoftware,version4.1f.

InordertocalculatetheLOS,18intersectionsonthemajorstreetnetworkwerecountedduringthe
springof2009.Theseintersectionsincluded6signalizedintersectionsand12highvolumeunsignalized
intersectionsintheHamiltonarea.Eachintersectionwascountedbetween7:00a.m.to9:00a.m.and
4:00p.m.and6:00p.m.,toensurethattheintersectionspeakvolumeswererepresented.Basedupon
thisdata,theoperationalcharacteristicsofeachintersectionwereobtained.

2.3.1 SignalizedIntersections
Forsignalizedintersections,recentresearchhasdeterminedthataveragecontroldelaypervehicleisthe
bestavailablemeasureoflevelofservice.Controldelaytakesintoaccountuniformdelay,incremental
delay,andinitialqueuedelay.Theamountofcontroldelaythatavehicleexperiencesisapproximately
equaltothetimeelapsedfromwhenavehiclejoinsaqueueattheintersection(orarrivesatthestop
linewhenthereisnoqueue)untilthevehicledepartsfromthestoppedpositionattheheadofthe
queue.Thecontroldelayisprimarilyafunctionofvolume,capacity,cyclelength,greenratio,andthe
patternofvehiclearrivals.

Thefollowingtableidentifiestherelationshipbetweenlevelofserviceandaveragecontroldelayper
vehicle.Theproceduresusedtoevaluatesignalizedintersectionsusedetailedinformationongeometry,
laneuse,signaltiming,peakhourvolumes,arrivaltypesandotherparameters.Thisinformationisthen
usedtocalculatedelaysanddeterminethecapacityofeachintersection.Generally,anintersectionis

determinedtobefunctioningadequatelyifoperatingatLOSCorbetter.Table21showstheLOSby
controldelayforsignalizedintersections.

intersectionswascalculated.Table22showstheAMandPMpeakhourLOSforeachindividuallegof
theintersections,aswellastheintersectionsasawhole.TheintersectionLOSisshowngraphicallyin

2.3.2 UnsignalizedIntersections
Levelofserviceforunsignalizedintersectionsisbasedonthedelayexperiencedbyeachmovement
withintheintersection,ratherthanontheoverallstoppeddelaypervehicleattheintersection.This
differencefromthemethodusedforsignalizedintersectionsisnecessarysincetheoperating
characteristicsofastopcontrolledintersectionaresubstantiallydifferent.Driverexpectationsand
perceptionsarealsoentirelydifferent.Fortwowaystopcontrolledintersections,thethroughtrafficon
themajor(uncontrolled)streetexperiencesnodelayatintersection.Conversely,vehiclesturningleft
fromtheminorstreetexperiencemoredelaythanothermovementsandattimescanexperience
significantdelay.Vehiclesontheminorstreet,whichareturningrightorgoingacrossthemajorstreet,
experiencelessdelaythanthoseturningleftfromthesameapproach.Duetothissituation,thelevelof
serviceassignedtoatwowaystopcontrolledintersectionisbasedontheaveragedelayforvehicleson
theminorstreetapproach.

Levelsofserviceforallwaystopcontrolledintersectionsarealsobasedondelayexperiencedbythe
vehiclesattheintersection.Sincethereisnomajorstreet,thehighestdelaycouldbeexperiencedby
anyoftheapproachingstreets.Therefore,thelevelofserviceisbasedontheapproachwiththehighest
delayasshowninTable23.ThistableshowstheLOScriteriaforboththeallwayandtwowaystop
controlledintersections.

Table25showthedetailedresultsoftheperformancelevelturningmovementbreakoutforeach
