SANGGUNIANG PANLUNGSOD
Section 1. TITLE. This measure shall be known and cited as the Candon City Youth
Development Ordinance of 2017.
(a) A member of the Candon City Youth Development Council must be a citizen of the
Philippines, and a resident of the Candon City for not less than one year immediately
preceding the day of his or her election to the Candon City Youth Development Council.
He or she should be at least fifteen (15) years of age, but not more than thirty (30) years
of age on the day of his or her election to the council, able to read and write Filipino,
English, Ilocano or other local dialect, and must not have been convicted by final
judgment of any crime involving moral turpitude. To be duly nominated as a member of
the Candon City Youth Development Council, he or she must possess a letter of
appointment or resolution of nomination from the highest official or body of the youth
group that they represent, in accordance with their respective rules.
(b) For the purpose of emphasizing the role of the youth in nation-building and molding
them to become better citizens with the values of patriotism, nationalism and honor as a
Filipino, any Sangguniang Kabataan official, whether elected or appointed, or any
member of the Candon City Youth Development Council must undergo the mandatory
training programs before he or she can assume office. During their incumbency, they
must attend the continuing training programs to be undertaken by the Commission in
coordination with the Department of the Interior and Local Government. Deliberate
failure to attend the said training programs shall constitute sufficient ground to disqualify
said Sangguniang Kabataan official or Candon City Youth Development Council
member or subject them to disciplinary actions.
(a) assist in the planning and execution of projects and programs of the Sangguniang
Kabataan, and the Katipunan ng Kabataan in Candon City
(b) serve as the voice of Candon City youth with respect to local, regional and national
concerns
(c) mobilize and sustain youth participation and volunteerism towards local government
efforts, and the local and regional realization of the Philippine Youth Development Plan,
the Philippine Development Plan, and the Sustainable Development Goals.
Section 9. RULES. The Candon City Youth Development Council shall, by resolution,
promulgate its own rules, as well as the composition and jurisdiction of its committees.
The Council shall elect a Vice Chairman, who shall preside in the absence of the
Chairman, as well as a Secretary, Treasurer, and such other officials as the Council
may require.
Section 10. MEETINGS. The Candon City Youth Development Council shall meet at
least once a month, and all its meetings and minutes shall be open to the public. Written
notice of meeting providing the date, place, time, and agenda of the meeting shall be
personally delivered to all members, and posted in all Barangay Transparency Boards
no later than seven days from the date of the actual meeting.
(a) In accordance with Republic Act 10742 and its Implementing Rules and Regulations,
register and verify youth and youth-serving organizations, subject to guidelines
prescribed by the National Youth Commission;
(b) Provide technical assistance to the Candon City Youth Development Council in its
operations as well as in the formulation of the Local Youth Development Plan;
(c) Facilitate the election of the Candon City Youth Development Council
representatives;
(d) Serve as secretariat to the Candon City Youth Development Council and preserve
its records in accordance with law;
(e) Conduct the mandatory and continuing training of Sangguniang Kabataan officials
and Candon City Youth Development Council members, in accordance with the
programs jointly designed and implemented by the National Youth Commission and the
Department of the Interior and Local Government.
(e)(2) The Youth Development Officer and/or his or her staff shall apply for accreditation
from the National Youth Commission in order for them to conduct the mandatory and
continuing training programs of Sangguniang Kabataan officials and Candon City Youth
Development Council members. In the absence of a Youth Development Office in the
province, city or municipality, the designated existing personnel by the Mayor shall
apply for accreditation with the National Youth Commission in order for said official to
conduct the mandatory and continuing training programs of Sangguniang Kabataan
officials and Candon City Youth Development Council members.
(f) Provide technical, logistical and other support in the conduct of the mandatory and
continuing training programs, and to such other programs of the National Youth
Commission and Department of the Interior and Local Government;
(g) Promote and encourage volunteerism among Candon City residents, and manage
the Candon City Volunteer Program in accordance with Republic Act 9418, the
Volunteer Act of 2007;
(h) Coordinate with the National Youth Commission, with regard to the youth programs
within their jurisdiction;
(i) Create, manage, and sustain an annual recognition and rewards system with open
and public nominations, designed to give due acknowledgement to exemplary
performance of local youth and youth organizations
(j) monitor the compliance of Sangguniang Kabataan officials with respect to their
duties, particularly the observance of the Linggo ng Kabataan in accordance with
Section 30 of Republic Act 10742,, and the semiannual meeting of the Katipunan ng
Kabataan as mandated by Section 6 of Republic Act 10742
(k) Perform such other functions as may be prescribed by law, ordinance, or as the
Mayor, the Department of the Interior and Local Government or the National Youth
Commission may require
(a) be preferably not more than thirty years of age at the time of her/his appointment;
(b) be of good moral character;
(c) must have acquired experience in youth development affairs or involvement in youth
or youth-serving organizations for at least three (3) years prior to appointment
Section 17. FUNDING AND RESOURCES. The Candon City local government shall
incorporate in its annual budget such amounts as may be necessary for the operation
and effective functioning of the Candon City Youth Development Office and Candon
City Youth Development Council, in accordance with Commission on Audit accounting
and auditing rules and regulations. The funding amount shall not diminish in succeeding
years.
Section 18. PUBLIC NOTICE.
a. It shall be the duty of the City Information Officer to post true copies of this Ordinance
at the Bulletin Board of the Candon City Hall, at the entrances to all public markets in
the City of Candon, and at the Barangay Transparency Boards. This ordinance shall
also be published in a newspaper of general circulation.
b. It shall be the duty of the Task Force on Youth Development and Sangguniang
Kabataan officials in all barangays to ensure the widest dissemination of this Ordinance
to all youth in the City of Candon.
c. It shall likewise be the duty of the City Information Officer to post notices of meeting
of the Candon City Youth Development Council at least seven days prior to the meeting
at the Bulletin Board of the Candon City Hall, at the entrance to all public markets in the
City of Candon, and at the Barangay Transparency Boards.
Section 20. TECHNICAL AND RESOURCE ASSISTANCE. The Candon City Youth
Development Council and Candon City Youth Development Office shall consult with
regional, provincial, and city representatives of the Department of Education,
Department of the Interior and Local Government, National Youth Commission,
Philippine Information Agency, Department of Health, National Council on Disability
Affairs, Department of Social Welfare and Development, and other government
agencies in the City of Candon, Province of Ilocos Sur, and Region I, to provide
necessary assistance as needed.
Section 21. SEPARABILITY CLAUSE. If any clause, sentence, paragraph or part of this
Ordinance shall be declared invalid or unconstitutional, the remainder of the provisions
of this Ordinance shall continue to have full force and effect.
Section 22. EFFECTIVITY . This Ordinance shall take effect on its approval.
