CHAPTER-1

INTRODUCTION

Thermal Power Station Panipat, a bunching of eight individual units with total installed capacity of
1360 MW is located about 8 KM in the west of Panipat city on Panipat- Hisar National Highway and is
surrounded by cultivated green fields. In addition, 640 acres of saline waste land is earmarked for
disposal of ash. The plant is equipped with a huge residential colony to ensure availability of staff
and officers round the clock. Unit No. 1 was commissioned on 1st November, 1979 Haryana day by
the then President of India Shri Neelam Sanjeeva Reddy with subsequent commissioning of Units-II,
III, IV, V, VI, VII & VIII.

MAJOR ACHIEVEMENTS OF THE PLANT (PLANT AS A WHOLE)

Generation & PLF: The generation & P.L.F. during the year 2006-07 was 9908.1265 MU & 83.17
respectively which is the highest since commissioning of all the units.

Auxiliary consumption: The auxiliary consumption of the station during the year 2006-07 was 9.48%
which is the lowest since commissioning of all the units.

Specific Oil consumption: The specific oil consumption of the station during the year 2006-2007 was
1.39 ml/Kwh which is the lowest since commissioning of all the units.

Specific coal consumption: The specific coal consumption of the station during the year 2006-2007
was 0.699 Kg/Kwh which is the lowest since commissioning of all the units.

ACHIEVEMENTS OF STAGE I & II (4X110 MW UNITS):

110 MW units - 1 to 4 generated 2566.6211 MU (PLF 66.59%) during the year which is the 2nd
highest generation since commissioning of all these four units. First highest generation of these units
was 2800. 1989 MU (PLF 72.45%) during 2003-04.

Specific oil consumption of 4x110 MW units remained 2.92 ml/kwh which is the lowest specific oil
consumption since commissioning of these units.

Specific coal consumption of 4x110 MW units remained 0.842 kg/kwh , which is the 2nd lowest since
1990-91. 1st lowest specific coal consumption of these units after 1990-91 is 0.813 kg/kwh during
2003-04.

Heat rate of unit 1 to 4 remained 3342 kcal/kwh which is the lowest since commissioning of these
units.

Unit-1st (110 MW) generated 603.530 MU (PLF 62.63%) during this year which is the 2nd highest
generation since commissioning of this unit. First highest generation of this unit is 609.40 MU(PLF
63.09%) during 2003-04.
Unit-2nd (110 MW) generated 745.504 MU (PLF 77.37%) during this year which is the highest
generation from this unit since its commissioning.

Unit-4th (110 MW) generated 744.86 MU (PLF 77.30%) during this year which is the 3rd highest
generation from this unit since its commissioning. First & Second highest generation are 767.17 MU
(P.L.F. 79.67%) during 2005-06 & 758.43 MU (P.L.F. 78.49%) during 2003-04.

Unit-2nd (110 MW) remained in continuous operation from 12-02-07/1336 hrs to 31-03-07/0802
hrs=46 days which is the 1st highest continuous running since commissioning of the unit.

Unit-4th (110 MW) remained in continuous operation from 27-06-06/0705 hrs to 04-11-06/0707
hrs=130 days which is the highest continuous running of any unit of PTPS since 1979 i.e.
commissioning of the 1st unit.

ACHIEVEMENTS OF 210 MW UNIT NO-V:

The generation and PLF of 210 MW unit-V during the year 2001-02 was 1723.34 MU and 93.68%
respectively which is the highest annual generation and PLF record since commissioning of the 210
MW Unit-V.

The generation and PLF of 210 MW Unit-V during October, 2006 was 159.5847 MU & 102.14%
respectively which is the highest monthly generation & PLF record since commissioning of this unit.

The auxiliary consumption of 210 MW Unit-V during 2003-04 was 8.83% which is the lowest since
commissioning of Unit-V.

The specific oil consumption of 210 MW Unit-V during 2006-07 remained 1.08 ml/Kwh which is
equal to the earlier lowest during 2001-02 since commissioning of Unit-V.

The specific coal consumption of 210 MW Unit-V during 2006-07 was 0.677 Kg/Kwh which is the
lowest since commissioning of the Unit-V.

The Heat Rate of 210 MW unit-V during 2006-2007 remained 2758 Kcal/Kwh which is the lowest
since commissioning of the unit-V.

210 MW Unit-V remained in operation continuously for 109 days from 19-7-1999 to 0 5-11-1999 and
thus establishing a new record of continuous running for 109 days since commissioning of the Unit-
V.
ACHIEVEMENTS OF 210 MW UNIT NO-VI :

The generation and PLF of 210 MW Unit-VI during the year 2002-03 was 1696.243 MU and 92.21%
respectively which is the highest annual generation and PLF record since commissioning of the 210
MW Unit-VI without availing any shutdown.

The specific coal consumption of 210 MW Unit-VI during 2006-07 was 0.675 kg/kwh which is the
lowest since commissioning of the Unit-VI.

The specific oil consumption of 210 MW Unit-VI during 2006-07 was 0.54 ml/kwh which is the lowest
since commissioning of Unit.

The auxiliary consumption of 210 MW Unit-VI during 2001-02 was 8.94% which is the lowest since
commissioning of Unit-VI.

The Heat Rate of 210 MW unit-VI during 2006-2007 remained 2748 Kcal/Kwh which is the lowest
since commissioning of the unit-VI.

210 MW Unit-VI remained in operation continuously for 96 days from 15-11-2006 to 20-02-2007 and
thus establishing a new record of continuous running for 96 days since commissioning of the Unit-VI.

Unit-6th (210 MW) generated 5.346 MU (PLF 106.07%) on dated 10/08/2006 which is the highest
one day generation from this unit after its commissioning.

ACHIEVEMENT OF 250 MW UNIT NO-VII:

Unit-7th (250 MW) generated 1977.9204 MU (PLF 90.32%) during 2006-2007 which is the highest
generation from this unit after its commissioning.

Monthly highest generation of Unit-7th (250 MW) remained 189.034 MU (PLF 101.63%) during
01/2007 which is the highest during a month since commissioning of this unit.

Percentage Aux. Consumption of Unit-VII remained 8.44% during this FY. Earlier lowest Aux.
Consumption was 9.76% during 2004-2005

Specific coal consumption of Unit-VII remained 0.628 Kg/Kwh during this FY, which is the lowest
since its commissioning.

The Heat Rate of unit-VII remained 2507 Kcal/kwh which is the lowest since commissioning of the
unit.

Unit- 7th (250 MW) remained in continuous operation from 11-01-2007/2130 Hrs to 08-03-
2007/1555 Hrs = 55 Days 18 Hrs 25 Mts which is the highest continuous running since
commissioning the Unit.
ACHIEVEMENTS OF 250 MW UNIT NO-VIII:

Unit-8th (250 MW) generated 1998.078 MU (PLF 91.24%) during 2006-2007 in spite of availing S/D
of 15 days (02-11-2006 to 15-11-2006) which is the highest generation from this unit after its
commissioning. Earlier highest Gen. was 1832.5808 MU during 2005-2006 without S/D.

Monthly highest generation of Unit-8th (250 MW) remained 189.130 MU (PLF 101.68%) during
03/2007 which is the highest during a month since commissioning of this unit.

S p. coal consumption of Unit-VIII remained 0.6226 Kg/Kwh during this FY, which is the lowest since
its commissioning.

The Heat Rate of unit-VII remained 2502 Kcal/kwh which is the lowest since commissioning of this
unit.

Unit- 8th (250 MW) remained in continuous operation from 02 -01-2007/1202 Hrs to 11-02-
2007/0032 Hrs = 39 Days 12 Hrs 30 Mts which is the Second highest continuous running since
commissioning the Unit.

AWARDS & APPRECIATIONS:

Appreciation by Honourable Prime Minister of India: Appreciation of Honourable Prime Minister of


India was conveyed by the Secretary, Ministry of Power, Govt. of India to Chairman HSEB for
achieving targets during the first half of year 1997-98 (Target fixed by CEA for first half of the year
1997-98 was 1278 MU against which actual generation was 1367.294 MU).

Appreciation by his Excellency President of India: Panipat Thermal Power Station was awarded letter
of appreciation by His Excellency President of India at Vigyan Bhawan New Delhi on dated 24-08-
2004 for good performance of plant during year 2003-04.

GOLD SHIELD BY GOVT. OF INDIA: Gold Shield was awarded by Govt. of India to MD/HPGCL for early
completion of 250 MW, Unit 8 of Panipat Thermal Power Station during the year 2004-2005.

Special Incentive by H.S.E.B.: HSEB awarded special incentive of 10 days pay to all employees of the
plant for achieving record generation during 1996-97 (2753.631MU against target of 2700 MU) and
1997-98 (2868.835MU against target of 2800MU)

Special Incentive by HPGCL: HPGCL awarded special incentive of 7 days pay to all employees of the
plant for achieving outstanding performance during the year 1999-2000. In addition to this HPGCL
awarded Special incentive of one day pay to all the employees of plant for achieving 99.34% PLF on
dated 05-02-2004.
