1.1 Definition of Emergency:

An emergency may be defined as sudden occurrence of such magnitude so as to bring about a


disruption in the normal activities inside plant with a potential to cause injury, loss of life, damage
to property within or outside the working premises.

1.2 Potential Emergency Situations:

Emergency situations are a discrete phenomenon and not a continuous occurrence otherwise it
will loose its "emergency" credentials. These situations have different shades and colours of their
intensity to cause damage and hence they need to be identified in the form in which they
manifest.

Considering the location and the type of activities carried out on site in HF, different types of
emergency situations as given below are envisaged for drawing up this plan:

2.1.2 Mitigation and Response Actions:

1. Person noticing the fire / explosion should try to extinguish it if he / they have been trained
in use of fire fighting equipment. Refer Annexure I for TYPE OF FIRE EXTINGUISHERS
AND ITS APPLICABILITY.
2. If he / they are unable to do so, he / they shall immediately notify the people in the
surrounding area and inform the Security. He / they shall provide the following information
(if possible) LOCATION, TYPE OF EMERGENCY, EXTENT OF INJURY (IF ANY), and
CURRENT SITUATION to the Security Incharge.
3. Inform the first aid trained person to render First aid to the affected personnel.
4. Shifting affected personnel to the hospital for further treatment / investigation.

2.1.3 Post Emergency Activities:

The different activities carried out and falling within the scope of this plan involve
complex process and hence some of them have potential for causing accidents for
example working at heights, operation of electrical installations and rotating
machinjury etc.

The accident situations may involve one or more personnel depending on their nature.

2.2.23 Mitigation and Response Actions:

Victim of Burns:

1. Pour cool water on the burn area till the burning sensation is reduced.

2.5.2 Mitigation and Response Actions:

2.5.3 Post-Emergency Measures:

Wear safety gears (specially heavy shoes).


Check for hazards (fire, gas, electric wires, spills, etc). Shut-off all the valves.
Provide First-Aid.
Check yourself for injuries. Protect yourself from further danger by putting on long pants,
a long sleeved shirt, sturdy shoes and work gloves.
Check others for injuries. Give First Aid for serious injuries.
Look for and extinguish small fires. Eliminate fire hazards. If you smell gas or think its
leaking, turn it off.
Use the telephone to report life-threatening emergencies.
Build earthquake resistant structure in Seismic zone area.
Obtain maximum possible information / instructions from the possible sources (radio,
television etc.).

2.4 SPILLAGE AND LEAKAGE OF HAZARDOUS SUBSTANCES

2.4.1 DEFINITION:
Spillage is the accidental flow of liquid (oil, fuel, chemical) from the container during handling
or transportation. Leakage is the accidental flow of liquid or gas in or out through a small hole
or crack during transportation, handling, storage and operation. Spillage and leakage may

2.6.2 Mitigation and Response Actions:

6A. Role of Communication Team

1) HR-Executive

Proceed to Control Center and take orders from Main Site Contractor
Arrange mutual aid / city fire brigade as requested by Main Site Controller.

6B. Role of Action Team A

1) Asst. to Base Team Members / Supervisors / Personnel of affected area:


Start initial fire fighting an alarm. (Ring the nearest fire bell)
Inform Site Main Controller / Telephone Operator and Incident controller regarding
nature and location of emergency on Intercom No. ., ., & . respectively.
Switch off electrical and gas supply.
Alert every occupant to leave the building to reach the Assembly Point safely.
Simultaneously trained employees will start fire fighting and rescue operation.
Follow instructions of Incident Controller / Site Main Controller.

2) Maintenance Supervisor/ Electrician:


Ensure that all water system pumps are on and deliver the water.
Provide engineering assistance to Incident Controller / Main Site Controller.
Switch off electrical supply.

3) Fire Fighting Team & Rescue Team


Proceed to scene of emergency.
Consult Supervisor of area regarding special precautions, if any.
Decide line of action in consultation with Incident Controller / Site Main Controller.
Keep track of stock e.g. water and extinguishers etc.
Separate unburned material from fire.
And extinguish fire with the help of necessary fire extinguishers and water.

6C. Role of Action Team B

1) Officers / Supervisors / Personnel of other depts


Ensure that fire pumps are operating normally.
Sufficient water quantity is available, if not, inform site controller.
Shut off power and gas of affected area.
Shut down the other depts in consultation with incident Controller / Site Main Controller
if that dept is under the influence of fire.
Control the manpower from going to the place of incident and if required evacuate to
assembly point.
Evacuate to assembly points in a single line by the safest route without panic.
Stand in lines at assembly point for ease of head count.
Section in-charge has to take head-count and locate missing persons, if any.
Follow instructions from incident Controller / Site Main Controller
Get back to your work place (if Safe) and when all clear signal is received from Site
Main Controller.

6D. Role of Team C

1) Environment Officers
Approach the site of incidence immediately.
Depending upon the hazardness of the substance, guide the fire fighting team for
proper action.

9.3 Emergency Control Center - Security Office at Main Gate, Material Gate.

10. Warning System

Material Gate Security Office will blow the siren continuously three time with 2
second delay time between the siren blow.
One hand-operated siren is installed near the Security office in the factory
premises. It can be heard thorough out the factory premises and nearby outside
area also. The siren will be blown to indicate the emergency.
Internal telephones are available from all places to inform emergency at a time at
any time
Any person spotting a dangerous incidence can raise an alarm as above to warn
others the eminent danger and summon assistance. On getting the warning all
those should act as per the role mentioned in the action teams.

11. First Aid /Fire Fighting Facilities Available

Fire Fighting Equipments:

We have a full-fledged fire fighting wing functioning under Security Incharge as


also our all permanent operators are trained in fire fighting.
In the factory, at any given time, there is about 5,000 Ltrs. of water available in
overhead water tanks. Also we have a water tank full of water near the Security
Gate as well as we have one more tank near canteen.
To fight the fires in their incipient stage we have provided different type of fire
extinguishers at different places and their total number are as under :

12. Communication facilities during Emergency and required for Off-Site Emergency

Important Telephone Numbers

For the communication regarding the emergency, the residential telephone


numbers of the key personnel and the telephone numbers of other agencies /
services are available at Main gate Security office, Shop floor and Main Site
Controllers office. Same lists are available with Safety Officer, Personnel
Department, and Telephone Operator.
If the incident is likely to affect people or the environment outside the site, the Site
Main Controller should advise the concerned Government Agency, Hospitals as
quickly as possible, of his assessment of the nature and size of the incident so that
the latter can arrange to activate the off site emergency plan as required.

During emergency situation in the factory, it is absolutely essential that all the employees follow
the instructions as above so as to avoid loss of property and human lives in the factory and the
surrounding areas.

2.7.3 MITIGATION AND RESPONSE ACTIONS:

Stop further supply of contaminated foodstuff. Collect the supplied / served food.
Inform the first aid trained person to render First aid to the affected personnel.
Shifting affected personnel to the hospital for further treatment/investigation.
Disposal of contaminated/infected food items after the sample of the same has been taken for
analysis.

2.7.4 POST EMERGENCY ACTIVITIES:

Dispose the contaminated food in the vermicompost pit.


Manager PERSONNEL shall make alternate arrangement for supply of snacks and outside food.
Store the fighting equipments like stretcher at the appropriate location.

Experience with on-site emergency planning has proved the need of Training and Rehearsal.
Major emergency procedure is laid down clearly and convinced to everyone on site, particularly
to the Key Personnel, Team members of the emergency Org., Fire fighting and First Aid trained
employees & all other responding Workers of the company.
In this regard class room training is important to above all & the same was followed by mock drills
The duties and responsibilities of each person in emergency is explained & asked to follow the
procedure. This is done with the help of-
a. Training programme for all Permanent & Contract employee.
b. Training programme for all Staff.
c. A separate programme for Key personnel.
d. Emergency Instruction Booklet.
Majority of associates have been assigned role only to get evacuated safely by shutting off power
on equipment that they are working on and leave the work place to go to a safer place.
10. Emergency Drill
The success of this plan is dependent on planned and unplanned mock drills. Mock drills should
be carried out regularly by HR executive.
Mock drill helps to familiarize workers, employees for their roles.
10.1 Procedure for Emergency Drills

All the concerns are to be made familiar with emergency procedure & their role.
Plant drill is to be carried out once in period of 6 months.

Surprised Mock Drill shall be conducted every 6 months.


Emergency Drills will be monitored by the Observer (who will be one of the Senior Officer)
not involved in the exercise. The observer will fill the observation in F/EMR/10/00 for mock
drill.
In case of emergency Siren will be blown to intimate Emergency.
All the team members will report to Site Main Controller. He will take the charge &
depending upon emergency shall inform the team to act.
Incident controller will take the charge in case of absence / non-availability of the
Site Main Controller.
All team members will control the emergency & shall report to site main controller.

After emergency is over All Clear Signal will be raised.

The safety committee will analyze the findings by filling information as per format
F/EMR/11/00 of mock drill.

The emergency preparedness and response plan will be reviewed and updated if required in the
