Emergency Preparedness Drill Part II

The city of Mertzville experiences inclement weather frequently and the situation

continues to worsen as days elapse. Thus, the need for better engagement of the disaster

management agencies.

Therefore, the lives of the citizens within the city depend on the citys authorities who

have the mandate responding to any signs of inclement weather before tragedy strikes.

However, the situation has continued to escalate to uncontrollable levels as some parents

are now unable to access their childrens school due to rapid deterioration of the weather.

This is the time the city should act and rescue its citizens from the catastrophe of the

stormy weather.

The case study shows that the city has adequate food and other resources required for

survival. With efficacy in planning, there is likelihood that the engagement of the

population will increase in a way that would enhance proper utilization of the resources.

Thus, the first response of this disaster would be to evacuate everyone to safer ground

free of the catastrophe.

i) With regards to this case, evacuation seems to be the best option because the

magnitude of the problem in a given area may be unknown thus it would not be

wise to make assumptions. Early precautions are therefore crucial in the pursuit of

saving the lives of all citizens in the city.

ii) Along with ensuring the safety of all the citizens is the need also to ensure that the

learning environments and the schools, in general, are safe. That is, every child

should be able to report back to his/her parent in order for the parents to have the

inner peace.

iii) Finally, a central shelter would be another way of ensuring that everyone is easily

attended to in case of any other emergency. A central gathering of the citizens at

one common point would increase the availability of the elements required to

mitigate the impact of any casualty coming with the catastrophe. Everyone would

be ready to work in unity to overcome any negative impacts.

With better organization, it would be possible to create a better environment where the

city can have absolute capability of exercising its mandate with efficacy for enhanced

well-being of all the residents.

Effective management of the incidents would involve various personnel in various areas

of jurisdiction.

o First is the Police Department

i) Consultations with the chief police

ii) Frequently report damages through an active call information system for

responding to the disaster.

iii) Use various evaluation methods to adequately transport officers to more

prone areas.

iv) Increase contact with government agencies.

v) Frequently brief the public after conducting an assessment.

Government contact Agencies

i) The government agencies must showcase their efficacy as far as response

is concerned in the wake of an event.

ii) Activation of local government agencies by the governors in case of state

of emergency.

iii) Assist in disbursing resources from the state treasury in case the cities lack

sufficient resources to operate in within the parameters of required

efficacy.

iv) The agencies would be utilized as a means of controlling Hazmat and any

death tolls.

v) The agencies would collude with fire department to check for any gas

leakage and damaged power that can increase chances of more deaths.

Fire rescue department

i) The fire rescue department will be riding across the city looking for

eavesdropping cables after the disaster that in one way or another can

harm the citizens.

ii) The incidents may increase in magnitude thus necessitating for training

more personnel who can work in collaboration with the police department

and the agencies of the government to come up with sound solutions.

iii) Activate the Emergency Services (EMS) to provide a clear pathway for

hospitals and other health organizations to provide the medical services

required at the time of disaster.

iv) The EMS should be up to date and highly responsive in terms of providing

the first services required to stabilize the casualties.

v) Children and elderly should be considered first in the EMS as they have

insufficient energy to control situations facing them.

i) Government agencies such as the YMCA should promote funding that can

be used by a various organization like the Red Cross to provide shelter for

the victims.

ii) Provide adequate food and water in the places used for shelter.

iii) Provide continuous updates regarding the current situation and the EMS.

iv) Use a scale to determine the level of endurance of the victims and when to

administer any form of treatment.

v) Document data that can later be used for surveys and research
