Dear Ms. Antebi-Taylor:

Pursuant to our conversation, attached is supplemental information concerning DHA's


public housing policies and Cliff Manor. Specifically, attached are DHA's Admissions and
Continued Occupancy Policy for Low Income Housing owned by DHA ("ACOP"); the Public
Housing Lease that will be utilized at Cliff Manor; and a current draft of the Good Neighbor
Agreement that is anticipated to be used at Cliff Manor.

Additionally, many ofthe points in your June 17,2010 letter to MaryAnn Russ, were
previously addressed in response to community inquiries:

A clear list from DHAlMDHA of what social services will be addressed at Cliff Manor through
PSH.
People who live at Cliff Manor, including those who already live there, receive a variety of
services mostly provided by professionals, skilled non-professionals, various faith representatives
and relatives, who visit the Development. Additional services include meals on wheels,
chore/cleaning service, transportation to shopping, medical providers and worship services. DHA
also employs resident service employees (available at every DHA property) who provide case
management services. These individuals meet with residents, talk with them about their
problems and needs and provide information and referral to off-site service providers, if
necessary. Under PSH, these already provided services will be augmented with a dedicated
case manager who will do the same thing DHA's resident services staff do - meet with residents
and make information and referrals to off-site services, including transportation to such services.

The current security structure for Cliff Manor + the proposed security plan for the new PSH of Cliff
Manor.
DHA is currently providing security through a combination of professional services (after working
hours) from Able Security and a contract with a company that employs off-duty police officers.
We will be offering an apartment at no charge to a DPD officer, but this is still being negotiated
with DPD.

Admission/ Intake
To be admitted to Cliff Manor (or any other low rent public housing property) a
family/individual must:
a. Be income eligible (Maximum income for admission (gross income, all sources)
of a one-person family is $38,300 and 40 percent of the people admitted each
year must have incomes less than $14,350 per year. Our typical applicants have
less than $10,000 in annual income.
b. Be either a citizen or eligible immigrant (e.g. be a permanent legal alien or a
person fleeing persecution in their native iand);
c. Have and supply the social security number of every family member who will live
in the unit;
d. Every adult must be verified to meet Federal standards on criminal history:
1) Not be subject to a lifetime registration requirement as a sex offender;
2) Not be a current user of illegal drugs;
3) Not have a recent history of violent crime
4) Not engage in behavior when abusing alcohollhat would be a lease
violation
e. Not owe DHA or any other housing authority money related to participation in a
housing program
In addition, for participation in the PSH program, the individual must first be cleared by
MDHA's initial screening process.

Criteria for dismissai/eviction


Part 2, section 12 of the Lease, Tenant Obligations, details what a tenant must do to
remain a public housing tenant. When we terminate leases, the most common reasons
are failure to pay rent (based on income) or charges in addition to rent, permitting
someone not listed on the lease to live in the apartment, housekeeping that creates
health or safety hazards, committing drug related or violent criminal activity (not just in
the apartment or building, but also nearby), and interfering with the quiet and peaceful
enjoyment of the premises by other tenants or persons residing in the immediate vicinity
of the unit.

Detaiied process of how residents will be able to access services: transportation.


Many residents are eligible for DART bus passes and LifeNet will ensure that tenants
have viable transportation options in order to meet with service providers.

Also, as previously indicated, please note that there is currently no plan by DHA
to add more apartments to Cliff Manor; the average stay for tenants will be based on their
ability to abide by DHA's rules and regulations, and the Public Housing Lease, which is
attached; there is currently no remodeling work contemplated at Cliff Manor that would
require a permit, and there are currently no permits pending; there is currently no
remodeling or construction plans contemplated AT Cliff Manor; all MDHA tenants at
Cliff Manor will screened by MDHA in addition to having their backgrounds screened by
D HA, according to Federal Guidelines. Those prospective tenants who fail the
background checks will not be allowed to become tenants at Cliff Manor; those tenants
that are disabled will be entitled to a live-in aide, al1live-in aides will also be subject to
DHA's background check conducted according to Federal Guidelines; and a live-in
maintenance worker will be onsite at Cliff Manor.
Additionally, no change is contemplated in the use of land or any of the
improvements, from the uses currently in place. We appreciate your interest in Cliff
