The ACSR conductors shall be classified


as Class A as designated in American
Society for testing and materials B232.

STEEL CORE:

Material: The steel wire shall be


fabricated from steel obtained by the
open-hearth, electric furnace, of basic
oxygen process and conforms to the
chemical composition specified in

Section 3 of ASTM B498 as follows:

Testing: The steel wire shall be tested in


accordance with Section 5, 6 and 10 of
ASTM B498.

Corrosion Protection: The steel wire


shall be coated with zinc to Class A
requirement with coating weight
described in Table 4 of ASTM B498.

Additional protection for ACSR


conductor against corrosion of the steel
core shall be provided by use of a
suitable corrosion inhibition, grease or
oil.

ALUMINUM WIRES:

Materials: The round aluminum sire


shall be drawn from rods that conform to
the chemical requirement of Tab le 2,
ASTM B230.

Testing: The aluminum wire shall have


tensile strengths depending on temper as
shown in Table 1 of ASTM B233.

Resistivity: The electrical resistivity


limits and values of the aluminum rods
are presented in Table 4 of ASTM B230.

LAY FACTOR: The lay factor of the


aluminum wire shall be not less than 12
nor more than 14.5 times the outside
diameter of the conductor. The preferred
lay factor is 13 times the diameter, with
the lay in a right hand direction.

CONSTRUCTION: The number and


diameter of aluminum and steel wires
and the stranding shall conform to the
requirements of Table 1, 2 and 3 of
ASTM B232.

CONDUCTOR STRENGTH: The
rated strength shall be the aggregate
strength of the steel and aluminum wires
determined by the methods described in
Section 9.1 of ASTM B232.

WEIGHT AND ELECTRICAL


RESISTANCE: The weight and
electrical resistance of the stranded
conductor shall be determined by the
methods described in Section 11 of
ASTM B233.

CHARACTERICTICS: ACSR
conductors shall have the following
characteristic:

FINISH: The conductor shall be free of


imperfections, sharp protrusions and
blemishes not consistent with good
commercial practice.

SPECIFICATIONS STATEMENT OF
COMPLIANCE

TESTS & INSPECTION: The manufacturer shall


conduct conductor tests and inspections in accordance
with Section 16 of ASTM B232 or IEC 888, in so far as
applicable. NEA reserves the right to witness factory
tests and inspections and shall request test reports. The
manufacturer shall also conduct conductor reel tests and
inspections and submit test reports before shipment to
verify that the reel and lagging comply with the
requirements of this Standard. NEA shall also have the
prerogative to inspect conductor reels at any time to
ensure compliance of this standard. Non- conforming
reels and lagging are unacceptable.

PACKAGING AND SHIPPING: Conductor shall be
shipped on non-returnable reels manufactured from
aluminum steel or export quality preservative treated
wood lagging. Wood reels and all lagging shall be
constructed from new lumber which shall be square
sawn, be of smooth surface, with not splits, warps,
crooks, loose fibers, decay or insect infestation. The
lumber used for wood reels and all lagging shall be
preservative treated in accordance with American
Wood Preserves Associates Standards.

Performance Requirement: The cable shall
be tested to demonstrate compliance with the
requirements of Section 6 of ICEA S-66-524
(NEMA WC7, [14], in so far as applicable.
PACKAGING AND SHIPPING: Conductor

STATEMENT OF

SPECIFICATION COMPLIANCE
EVIDENCE

S C O P E : This specification establishes the


physical characteristics and performance
requirements of steel poles for use on Eastern
Samar Electric Cooperatives, Inc. electric
distribution system. Poles furnished to NEA
specifications shall conform in all respects to the
performance of this standard. The text, figures and
references of other standards supplement each
other and shall be considered part of this standard.
The poles are to be of the embedded type and not
to require a special foundation.

MATERIAL: Steel poles shall be fabricated from


structural quality hot rolled steel which conforms to
ASTM A570-79, 'Standard Specification for Hot-
Rolled Carbon Steel Sheet and Strip, Structural
Quality.'

FINISHING: The pole shall be cleaned of scale,


rust, oil, paint and other surface contaminants and
then rinsed in an alkaline cleaning bath. The steel

shall then be bathed in a diluted acid (sulfuric or
hydrochloric) bath for at least five minutes. Just
prior to galvanizing, the acid cleaned steel shalt be
immersed in a flux solution of 30% zinc ammonium
chloride with wetting agents and maintained at 65
deg. C until galvanizing is completed. Steel poles
shall be hot dip galvanized in accordance with
ANSVASTM A153-82, Standard Specification for
Zinc Coating (Hot Dip) on Iron and Steel Hardware.
This standard requires a minimum zinc coating of
610 grams / sq. m. The coating shall be
continuous, smooth, reasonably uniform in
thickness and free of blemishes and other
imperfections which are inconsistent with
commercial practice. Galvanized articles shall be
free from coated areas, blisters, flux deposits, acid
and black spots, and dross inclusions. Lumps,
projections, globules, or heavy deposits of zinc
which will interfere with the intended use of the
material will not be permitted. All holes shall be
clean and reasonably free from excess zinc.
DIMENSION: The poles are specified in
accordance with the ANSI Standard for
classification of wood poles; that is by length
andstrength class. The first number is the overall
length in feet and the second numberis the
designation of the strength class. A 35 foot pole
with a strength classification of 5 is abbreviated
35/5.The diameter of the pole at ground line shall
be similar to an equivalent wood pole of that height
and class to assure that the earth surrounding the
pole will provide the necessary resistance to
develop the strength of the pole.
S T R E N G T H : The strength of the pole is
specified as force acting at 90 degrees to the center
line of the pole at a point two feet from the top of the
pole. The amount of force in pounds that each
classification must be able to withstand without
damage is shown on the table below;

Pole strength designated as a force in pounds
acting at right angles to the centerline of the pole at a point
two feet below the top of the pole, and is applicable to both
axes of the pole cross section.

SPECIFICATIONS STATEMENT OF COMPLIANCE

MARKINGS: Each steel pole shall be identified by


the supplier by stamping into the pole, prior to
coating, with letters not less than 1/2" high squarely
on the face of the pole at ten (10) feet from the butt
of the pole. The following information shall be
stamped into the pole:

Month and year of manufacture
Length of pole
Class of pole
Type of coating
Pole production or serial number

The marks shall be legible after application of


the protective coating.

INSPECTION AND TESTING:


The manufacturer shall conduct factory tests to
verify that the poles comply with the requirements
of this standard. NEA reserves the right to witness
ANY OR ALL factory tests and the Supplier shall
notify NEA fifteen (15) days before each test is to be
conducted. The Supplier is required to furnish NEA
a copy of all test reports. NEA expects to
commission an internationally recognized third
party, independent inspection and/or testing agency
for independent inspection and/or testing at the
factory, prior to shipping or after receipt of the poles
in the Philippines. The galvanizing shall be tested in
accordance with ASTM Standard A 123-89. Any
pole that fails an inspection is automatically rejected
and additional poles from that lot must be tested in
accordance with the following testing schedule:

TESTING SCHEDULE: One pole out of


every lot of 25 poles shall be tested to 50 percent of
its rated strength and a record kept of the deflection
after a two (2) minute hold at each multiple of 10
percent. This is a non-destructive test unless it
shows some weakness indicating the pole could not
meet the strength requirements and then it is to be

carried to destruction.

One pole out of every lot of 100 poles shall be


tested to destruction. If it fails at less than rated
strength, then four additional poles from the same
lot shall be tested to rated load. If they all pass, the
lot is considered to have passed that test. If two or
more of the additional test poles fail, the entire lot
will be rejected. If only one of them fails, ten more
from the same lot may be tested to rated load. If
there are no failures, the remaining poles of that lot
are considered to have passed that test, however, if
there are any failures in these ten, and then the lot
is automatically rejected.

PROCEDURE

Proof Load Test:

Initially set the dynamometer to a load of 40% of


the minimum breaking load. Apply load steadily
until it reaches 40%. Hold for two (2) minutes.
Note for the development of weld cracks or
splitting. If any appear at the 40 % load, the pole is
considered to have FAILED the test and the batch
represented shall be rejected.

Break Load Test: Initially set the dynamometer to a


load of 40% of the minimum breaking load. Apply
load steadily until it reaches 40%. Hold for one (1)
minute. Note for the development of weld splits or
cracks. If cracks appear at 40% load, the pole is
considered to have failed the test. The batch
represented shall be rejected.

If no cracks or splits appear after the application of


40% load, set the dynamometer to a load of 50% of
the minimum breaking load. Apply load steadily until
it reaches 50%. Hold for one (1) minute. Note for the
development of cracks or splits. If found the pole is
considered to have failed the test. Release load to zero.

Upon removal of the load, immediately increase


the load gradually to 70% of the minimum
breaking load and hold for two (2) minutes. Note
for the development of additional cracks or splits.

Again remove the load and sussessivety increase the


load by an amount equal to 10% of the minimum

breaking load up to 80% and thereafter increase by 5%
of the minimum breaking load until failure occur, hold
each load for two (2) minutes.

Measure load at the point of failure to the nearest 5


kilograms.

The pole is considered to have failed the break


load test if it yielded at less than the minimum
breaking load.

REPORT

For tests conducted at source, the test shall be


prepared by the manufacturer in coordination with
the witnessing inspection engineer or test engineer.

The following test data shall be collected and


recorded in accordance with the attached format:

SPECIFICATIONS STATEMENT OF
COMPLIANCE

Transparent glass cover (good plastic) for durability and easy


reading. Glass cover shall effectively seal the meter to
prevent the entry of rain and dust into its internal parts.

It shall be designed to operate continuously for the normal


life of the meter in an unsheltered outdoor tropical location
exposed to the elements without rust, corrosion, or other
damage which might adversely affect the meters accuracy or
reliability.

The kwh meter shall have ESAMELCO printed in English


with black letters at least 3/8, to be checked (3.2 cm) high on
the face plate.

Bidder shall submit dimensional drawings, pictures, catalog


information, data on starting watts and losses, characteristic
performance curves and instruction bulletins for adjustment,
installation and storage meters.

INSPECTION: The manufacturer shall perform the


necessary inspection and test to determine if the watt-hour
meters comply with the specifications and supply certified
test reports that give proof of conformance to the
performance standards in all respects. All information, test
reports, instruction look, etc., shall be written in English.
NEA reserves the right to witness factory tests.

PACKAGING:

The kWh meters shall be individually packaged in a suitable


container for a tropical climate. Each container (box) shall be
clearly labeled with manufacturer name and catalog no.

The purchaser reserves the right to check, and test the meters
after they arrive in the cooperative, ESAMELCO, if they are
found not to conform to the standard in all respects, they are
automatically rejected.

Applicable Standards: All transformers furnished under this
specification shall be designed, manufactured and tested to meet or
exceed the requirements of the latest revision of the following
IEEE, ANSI IEEE. NEMA and ASTM Standards or equivalent

IEC standards:
Frequency: The transformer shall be designed to operate at 60 Hz.

KVA Ratings: The kVA rating shall be continuous and based on


not exceeding either a 65 C average winding temperature rise or
an 80 C hottest-spot temperature rise above an ambient of 30 C.
The temperature rise of the insulating oil shall not exceed 65 C
when measured near the top of the tank (IEEE Std C57.12.20).
Short-Circuit Characteristics: The transformer shall withstand
the mechanical and thermal stresses produced by external short-
circuit currents specified in IEEE Std 057.12.00, latest revision.
Loading Capability: The transformer shall be guaranteed to have
the loading capability in accordance with ANSI IEEE Std C 57.92,
latest revision
Audible Sound Level: Transformers shall he designed so that the
average sound level does not exceed the values specified.
Cooling Class: The cooling method employed for transformers
supplied under this specification shall be self-cooled (OA or
ONAN).

Core-Coil Assembly: Transformer core shall be manufactured


using either low-loss high-permeability grain-oriented silicon steel
or amorphous metal.
Transformer windings shall be made of high-conductivity copper,
The core and coil assembly shall be mounted rigidly in the tank.
The assembly shall not shift in direction during shipping, handling,
installation, or during normal operation due to vibrations.
The core and coil assembly shall he vacuum processed to ensure
maximum penetration of the insulating liquid to the coil insulation
system.

Insulating Liquid: The transformer shall be filled with unused


mineral oil meeting the requirements of the latest revision of
ASTM D3487 (Specification of Mineral Insulating Oil Used in
Electrical Apparatus). Insulating Liquid must not contain more
than 2 PPM of Polychlorinated Biphenyl (PCB), classified as
PCB Free.
Hardware: All energized hardware, i.e., bolts, nuts and washers
shall be made of tinned copper alloy material such as silicon
bronze or equivalent. All other hardware shall be hot-dip
galvanized.

Nameplate: The transformer shall be provided with a nameplate in


accordance with the latest revision of IEEE Std C57.12.00. The
nameplate shall be made of stainless steel with the technical
information etched on the surface and coated with black enamel.

Standard support lugs shall be he provided on the tank wall for


securely mounting the transformer on the pole. The type of support
lug to be provided corresponding to the transformer size shall he as
shown in IEEE Std C57.12.20, latest revision. Lifting facilities for
the core-coil assembly shall be provided. The tank shall surge
arrester mounting provision adjacent to the high-voltage bushing
per IEEE Std C57.12.20. It shall consist of two steel pads with a
inch-13 NC tapped holes 11 mm (0.44 in) deep and located on the
side of the tank in line vertically with the high voltage bushing.
The arrester mounting provisions shall have centerline-to
centerline spacing as shown in IEEE Std 057.12.20, latest revision.
Corrosion-resistant flanged cup shall be installed to protect the
threaded opening of the unused arrester mounting pads. The

correct oil level at 25 C shall be marked inside the tank.

The tank shall be painted with two (2) coats of outdoor type, light
gray paint conforming to Munsell Notation 5BG7.0/0.4, ANSI70
Gray, over a suitable prime coat.

Tank Markings: Transformer kVA rating shall be painted in


black using 3-inch block letters and numerals. The location of the
kVA marking shall be below the low-voltage bushings. The JFPR
Logo shall be embossed on the tank wall using 3-inch block
letters. The location of the name shall be below the kVA marking.
Tap Changer: The transformer shall be provided with a tap
changer designed for de-energized operation only. The tap changer
shall be provided with an external operating handle mounted on
the tank wall that can be rotated in a clockwise direction from a
high tap voltage to low tap voltage. It shall be provided with stops
when rotating from the highest to the lowest tap positions and shall
be designed to prevent accidental operation by requiring a
preliminary step before the tap setting can be changed. A caution:
DO NOT OPERATE WHEN ENERGIZED shall be marked near
the tap changer-operating handle, clearly visible to the operator.
Tap positions and caution markings shall be marked with reflector,
non-weathering decals at least 25 mm (1.0 inch) high. 1 shall be
assigned to the highest tap.

Tests: Each transformer shall be subjected to the following routine


production tests in accordance with procedures specified in IEEE
StdC57.12.60 and IEEE Std C57.12.90, latest revisions:

Primary Bushings: The transformer shall be furnished at the


primary side with cover-mounted high-voltage bushing.
The high-voltage bushings shall be made from high-grade, wet
process porcelain with the entire exposed surface to be glazed. The
color of the bushings shall be Light Gray ANSI 70, Munsell
Notation 5BG 7.0/0.4.

The high-voltage bushing/s shall be designated as H1 (for single


bushings transformer) of H1 & H2 (for double bushing
transformer) and shall be arranged in accordance with the latest
revision of IEEE Std C57.12.20.

For single-bushing transformers, the H2 end of the primary


winding shall be brought out through a high-voltage neutral
bushing, which shall be designated as H2. The high-voltage neutral
bushing shall be sidewall-mounted, 1.2 kV class, 30 kV BIL, made
from high-grade, wet, process porcelain, colored Light Gray ANSI
70. It shall be externally grounded to the tank wall using a
removable copper ground strap.

Secondary Bushings: The transformer shall be furnished at the


secondary side with sidewall-mounted, low-voltage bushings. The
number and characteristics of the low-voltage bushings are shown
in Table 8.

The low-voltage bushings shall be made from high-grade, wet-
process porcelain with the entire exposed surface to be glazed. The
color of the bushings shall be Light Gray ANSI 70, Munsell
Notation 5BG 7.0/0.4.
The low-voltage bushings shall be designated as X1, X2, X3, and
X4, depending on the transformer secondary voltage rating, shall be
arranged in accordance with the latest revision of IEEE Std
C57.12.20.
The low-voltage bushings of transformers rated 167 kVA and above
shall be designed to withstand without damage or leakage a
minimum cantilever force of 40 kg.
Bushing Terminals: The high-voltage bushing and high-voltage
neutral bushing shall be equipped with eye-bolt-type connectors
made from tinned copper-alloy material and provided with stainless
steel spring washers. The terminal connectors shall accommodate
(AWG No.8) solid to 30 mm2 (AWG No. 2) stranded copper
conductor. Terminal detail shall be in accordance with the latest
revision of IEEE Std C57.12.20.
The low-voltage bushings shall be equipped with the tinned copper
alloy, eyebolt-type connectors or tinned spade terminal pads,
arranged for vertical takeoff of cables. Size of terminal openings and
cables, and type of spade terminal pads are shown in Table 9.
Terminal details shall be in accordance with IEEE Std C57.12.20,
latest revision.

Tank: The transformer tank shall be made of steel. It shall be of


sealed-type construction with a steel cover. The tank cover shall be
provided with a reusable gasket. The tank cover shall be grounded to
the tank body using a copper strap adequately sized for the short-
circuit of the transformer.
The tank shall be provided with a tank grounding connector located
near the base of the tank. The connector shall be eyebolt-type, made
from tinned copper alloy material, and designed to accommodate 8
mm2 (AWG No. 8) to 30 mm2 (AWG No. 2) stranded copper
conductors.
Standard support lugs shall be provided on the tank wall for
securely mounting the transformer on the pole. The type support lug
to be provided corresponding to the transformer size shall be as
shown in IEEE Std C57.12.20, latest revision.
Lifting lugs shall be permanently attached near the top of the
transformer tank to allow for balanced vertical lift. The design of
the lifting lugs shall incorporate a safety factor of 5.
Lifting facilities for the core-oil assembly shall be provided.

The tank shall have surge arrester mounting provision adjacent to


the high-voltage bushing. It shall consist of two steel pads with a

FUSE LINKS: Fuse Links shall conform in all respects to the


requirements of this document. The fuse links covered in this
specification are intended for use in open-type distribution fuse cutouts.
The fuse links shall be of the buttonhead-type to be used in the
overcurrent protection of distribution transformers and circuits. The
fuse links shall meet the electrical and mechanical interchangeability
requirements for fuse links used in open-type cutouts as described in
Sections 3.2 of ANSI C37.42 [1].

RATINGS: Voltage and current ratings of the fuse links shall be based
on the service condition defined in ANSI C37.40 and as specified in
ANSI C37.42.

Rated maximum voltage which is determined by the highest voltage


rated cutout with which the fuse link is designed to be used and yet
conform to the interchangeability requirement of Section 3.2.1 of ANSI
C37.42.

MARKINGS: Each fuse link shall bear the manufacturers


identification mark or symbol and rated continuous current followed by
the fuse type identifier.

PACKAGING: Fuse links shall be package in lots of 25 per box with 95


each fuse links in an individual container. All fuse link in a given lot
shall be of the same type and ampere rating. Boxes containing lots of
fuse links of the same type and ampere rating shall be packagedin
shipping cases as required to meet the quantities specified in the tender
documents. Each individual container, lot box and shipping case shall
be clearly marked to show the following minimum information:

1. Quantity
2. Manufacturers identification
3. Manufacturers Catalog number and type identification.
4. Rated continuous current.

The type identification K shall follow the rated current.

GENERAL: Arrester shall protect pole-mounted equipment from
voltage impulses or surges resulting from lightning strokes, system
faults, circuit switching, load rejection or other events. The arresters
shall limit such over voltage levels below equipment BIL ratings.

SERVICE CONDITIONS: Arresters shall meet the following physical


and system conditions:
1. Ambient temperature above 40C
2. Altitude up to 1,800 meter above sea level
3. Nominal system frequency 60 Hertz
4. Arresters shall be rated 9/10 kV MCOV, for phase to ground
connection on a 13.2/7.62 kV grd Y system.
CONSTRUCTION: Arrester shall be gapless type, described briefly as
follows:
Gapless arresters shall have valve elements fabricated from non-linear
resistance metal oxide materials to perform both the surge discharge
and power frequency reseal functions.

CONNECTORS: Both line-lead and isolator terminals shall


accommodate # 6 solid through 2/0 AWG stranded copper or aluminum

conductors.

PROTECTIVE CHARACTERISTICS: Arresters shall have protective


characteristic based on standard rms data cycle voltage as summarized
from ANSI C62.11 [1].

NAMEPLATE: Information required for identification must be


embossed on an nameplate firmly fixed to the arrester and shall
include:
a. Arrester classification
b. Manufacturers identification or symbol
c. Arrester model and identification number
d. Arrester voltage rating
e. Date of manufacture

The nameplate must be eligible over the lifetime of the arrester.

MOUNTING: Distribution arrester shall be supplied with a crossarm


mounting bracket that conforms to the requirement of NEMA Pub.
No.1 PH25, [3], or with appropriate bracket when supplied as a cutout-
arrester combination on it.

All mounting bolts and conductor connections require lock washers.


Lock washer shall be fabricated from material that complies with the
requirements of ANSI B18.21.1 [5].

PACKAGING: Arrester shall be securely packaged for shipping. Each


package shall be clearly marked with the manufacturers name and
catalog number.

require lock washers. Lock washers shall be fabricated from material

combination, together with its mounting bracket shall be securely
packaged in a box clearly labeled to show the manufacturers name,
product, identification and type and voltage and current ratings.
