How can I set-up a Nursery in Dubai?

Activity Code in DED: 801001
License Type: Professional

Activity Description: Includes firms specialized in receiving and caring for children while their
parents are absent.
Age Limit: children aging from 45 days to a maximum of four years are enrolled in nursery.

NOTE: As per the new rule, Ministry of Education's approval is required for Nursery.

Special Approval: This business activity is subject to approval from Ministry of Social Affairs,
Ministry of Education and Dubai Municipality (Department of Health and Public Safety).

General Rules:
License owner and Manager should be UAE National.
Police Clearance Certificate for the owner and Manager.
Free Zone: License holder or partner shall be UAE national.

Steps to Follow
Submit online application through Ministry of Social Affairs website.
Documents Required:
Passport copy
Family Book copy (Jinsiya)
Education Certificate of the owner
Police Clearance Certificate
One Photo
Undertaking letter in Arabic stating that you will appoint a UAE National as Manager
Location Map of the proposed building with address
Nursery License Application (available at Ministry on CD) singed by the applicant.
Acquaintance Document/Introductory Statement (if any)

Information of the applicant: P.O.Box, Mobile number, Land phone number, Fax, E-mail,
Profession/Department.

Name of Nursery: Three name choice should be given to Ministry of Social Affairs with Arabic
translation.
Location & Building: Municipality and Civil Defense approval is required. Locations that have
become industrial areas or labour housing are not allowed.

You need to make lease agreement (tenancy Contract) only after getting approval from
Ministry of Social Affairs.

You should present detailed operational, educational, and financial plan for the project.

After the approval from Ministry of Social Affairs, get approval from Ministry of Education.
This is a new condition implemented recently.

New License Fee at Ministry of Social Affairs: Dh10,000

Renewal Fee: Dh5000 Per Year.

DED) Approval
After getting approval from Ministry of Social Affairs, you should approach Department of
Economic Development (DED) for license approval.

Steps to Follow at Department of Economic Development (DED)

DESCRIPTION FEES IN AED
Commercial Name Reservation: from Tas'heel Centre at Al Tawar Centre
Qusais or Muraqabat or Oud Metha Road, or Business Village near Clock
Tower, Muraqabat. Documents required: Owner's passport copy and 660
approved name from Ministry of Social Affairs. Name Reservation can be
completed same time.
Initial Approval From DED: Take approval from Economic Department
(DED). Type (BR1) form, get signature of the owner and Manager and
submit at DED. Form can be filled from Typing Centre.
Attachments: Initial approval from Ministry of Social Affairs, Name
Reservation Certificate, BR1 Form and Passport copy of owner and Manager
(if any).
Walk-in Submission facility is available at DED Head Office, Business
Village, Near Clock Tower, Deira, or you can take online appointment to
avoid long waiting.
Online Appointment: Create a new user account through MYID Website.
You should have Emirates ID and Card Reader to complete the registration.

After submitting required information, you will get a username and
password. If you have difficulty in creating User Account, you can go to
Tas'heel Centre (for DED Services) at Al Tawar Centre, Qusais. Fees:
Dh100. Self service counters are available at DED Business Village Branch,
near Clock Tower, Karama Head post office and DEWA branches. After
creating the account, enter DED site and make appointment. Submit the
documents at the selected DED branch.
If you don't have Emirates ID, you can use your local partner's user ID to
make appointment.
MYID Call Centre: 600 56 0000. This user ID can be used for various
government sites.
Lease Agreement: Make ready Tenancy contract of the premise and
register through EJARI online system. EJARI can be prepared from 215 for Ejari
authorized Typing Centre.
Get approval from Civil Defence and Dubai Municipality (Department of
Health and Public Safety) if advised by DED.
Final Submission at DED: Attach initial approval from Ministry of Social
Affairs, Name Reservation Certificate, BR1 Form, Ejari Certificate, Passport
copy of owner, Manager (if any), Approval from Civil Defence and Dubai
Municipality (if any) at DED as per your appointment. Payment voucher will
be issued same time or you can take print from DED website. Make payment
at the counter and get the license. You can also pay using Credit Card/Direct
Debit through DED website after issued the payment voucher.

Apply for Immigration & Labour Establishment Cards: These cards are required for hiring
employees for the Nursery.

LICENSE RENEWAL: Ministry of Social Affairs License should be renewed every year on
payment of Dh5000. Ministry will conduct site visit before renewal approval. Those who meet
all the requirements will get immediate approval, while those who dont will be given a list of
the violations that must be rectified within 90 days.

Inspections: The first type of visits are completed before the renewal of licence and nurseries
are given advance notice.
The second is a follow up to make sure the violations have been rectified. They usually take
place three days after the 90-day deadline is over. If the violation is not rectified, the licence is
cancelled and the nursery has to stop its operations temporarily.
The third type of visit are surprise visits based on complaints by parents or issues noticed by
the ministrys inspectors.

Violations: Ministry of Social affairs will cancel the license incase of violations like; Enrolling
children above the permitted age limit, neglecting the room designated for the nurse, hiring
workers without a licence, operating nursery without a manager or operating from a building
that is not suitable for children.

DED License is valid for one year. After expiry, 30 days grace period is there. If not renewed
within the grace period, Dh200 fine per month will be charged at DED. Apart from the
remaining fees, employee accommodation fees to be paid extra according to the number of
staff. For Managers and Degree/PG level profession holders should pay Dh500 per head and
for low level staff Dh300 per head. This amount should be paid every year. Supervisor:
Dh500, Clerical Staff, Labourer: Dh300 each.
