14 This IS NOT the formal HAZOP which requires vendor data and MOC and is formally initiated during Detail Design. This effort is
a preliminary and initial assessment of the operability and safety hazards and attempts to capture most if not all the important
issues so that they are included in the estimate and scope.

15 This schematic approximates the refinery layout and roughly locates tie-in locations, generic routing and line size
(including tracing and insulation requirements as applicable). The document is used to assure all to's and from's
are accounted for.

16 The construction plan for the estimate organizes the project into estimating areas for review of costs and schedule.
The areas allow elements of the estimate to be extracted to man load schedules and assess densities and other
construction affects. This plan must include anticipate schedule and initial construction execution concept to allow
the estimate to have a basis for assembly and reassessment once the cost information is available

17 The project objectives document, prepared by Client, provides the guidelines to be followed in the development of
the scope and ultimately the cost of the project. Examples would be direction regarding the use (or not) of bypasses
around heat exchangers for cleaning, use of motor operated valves, surge drums, tracing strategy, electrical
redundancy, access considerations, DCS provisions, etc.
