TRADE NOTICE

REGISTRATION OF CONTRACTS FOR


EXPORT OF ORGANIC EDIBLE OILS

Vide Notification No 50 (RE-2010) 2009-2014 dated June 03, 2011, issued by Director
General of Foreign Trade, Govt. of India, New Delhi (DGFT) the export of Organic
Edible Oils is allowed subject to the following conditions:

1. Quantity limit shall be 10,000 tonne per annum.

2. Exports shall be allowed only from Customs EDI Ports

3. It should be duly certified by Certification Bodies (CB) accredited by


APEDA as being organic edible oils

4. Export contracts should be registered with APEDA, New Delhi prior to


shipment

APEDA accordingly has laid down the following procedure for the Registration of the
Contracts and issuance of Registration-cum-Allocation Certificate (RCAC) for the export
of Organic Edible Oils.

PROCEDURE Application for Registration of Contracts for export of


Organic Edible Oils, in the prescribed format as at
Annexure I, will have to be sent by post by the exporters to
the Cereal Division, Agricultural and Processed Food
Products Export Development Authority (APEDA), 3rd
Floor, NCUI Building, 3 Siri Institutional Area, August
Kranti Marg (Opp.Asiad Village), New Delhi 110016

CERTIFICATION It would be mandatory for the exporters to furnish, along


with their application a copy of each of the Scope
Certification & Provisional Transaction Certificate
obtained from one of the Certification Bodies accredited by
APEDA under National Programme for Organic Production
(as listed in Annexure II)
The guidelines issued by APEDA to the Certification
Bodies in this respect may also be seen at Annexure III

PROCESSING CHARGES Processing charges Rs.25 per MT of the contracted quantity


shall be paid by the applicants. This amount shall be paid
by Demand Draft/ Pay Order drawn in favour of APEDA.
All applications for registration of contracts should be
accompanied by Demand Draft/Pay Order of requisite
amount.

REGISTRATION The applications shall be scrutinized in the office of


APEDA and a Registration-Cum-Allocation Certificate
(RCAC) shall be issued to the applications for quantity
contracted.

DESPATCH DETAILS While registering a new contract online exporters are


required to provide details of actual shipments made
against RCACs issued in past for export of Organic Edible
Oils. RCACs in original with copies of shipping
documents are required to be submitted after completion of
dispatches against each RCAC.

VALIDITY The RCAC shall be valid for a period of 45 days for


shipment

AMENDMENT RCAC once issued will not be amended in respect of the


particulars of the buyer and F OB price.

Subject : Guidelines for Certifications of Organic Edible Oils for Exports

This is to inform you that Govt. of India, vide DGFT Notifications No.50 (RE-
2010) 2009-2014 dated June 03,2011 has now permitted the export of 10,000 MT of
Organic Edible Oils per financial year 2011-12 upto 31/03/2012 ( a copy of the DGFT
Notifications is enclosed for reference)

As per the procedure, place on the APEDA website


(http://203.196.130.19/apedawebsite/miscellaneous/Trade_Notice_Organic_Pulses.pdf),
the exporters are required to submit an application to APEDA for issue of registration-
cum-allocation certificate(RCAC). In respect of export of organic edible oils, the
applications are required to be accompanied by a Transaction Certificate. These
documents can be issued by accredited certification bodies authorized for specific
markets as per the scope of accreditation. In case of certain markets, in-conversion
organic products are not allowed to be imported. Therefore, to verify this aspect the
application also needs to be accompanied by the Scope Certificate indicating the organic
status of the produce. The exporters have been advised to provide these documents while
submitting their application for issue of RCAC.

You are requested to please comply with the requirements stated above. For the
sake of convenience, we are enclosing the formats of the scope and transaction
certificates for different markets. You are also requested to advise the exporters on the
above lines while certifying their products referred to above.
