Introduction including overview of area inspected and activities taking place

This Inspection is carried out at GoodWill Construction A mall Costruction site which is
located at ST. Angelos Road, Airoli, Thane district, Maharashtra state, India on 10 th August 2016.
This site consists of a two building with huge basement for parking with a garden.

The overall area of the site consist of seven acres of land. The half construction of mall is
totally completed. The project is totally divided in two phases and the work is now statrted in
phase two. Which consisit of 5th floor the phase one is allocated for food and beverages, cloth
market, Daily products, Shops, super market, show rooms of expensive watches and shops of
antic items etc. However phase two is designing and constructing such a ways for offices,
consultant, big companies Head offices, further we found that doors and fabrication works of
windows and tiles work is started.

The Areas inspected on the site are:

Cement Plant
Heavy Machinaries used at construction site
Steel Favbication yard
Scaffold and building
Excavated are
Site office area
Store Room
Electrical substation
Welfare Facilities

There are many hazards found like Machine hazard, Excavation hazard, Vehicle hazard, fire
hazard, unsafe office premises and steel and wood dust hazard.

There are about three contracting companies working togher with 13th staff of Good will
Construction and around 150 workers with contractors are employes on the project. Two staff
from project consultants are permantly stationed on the construction site

Executive Summary

Organization had to pay attention of nine main areas Highlithed in the report to improve there
Health and safety statndard. The given below points in order of priorities and importance.
Recommendation with time scale and approximate cost are recommented in the report.

1. Not using Permit to work:

Training to workers should be given to let them know the imporatnce of permit to work.
Positive culture should be developed in the organization. To improve morale and beheviour of
work force.

2. Not using Personal Protective Equipments:

Workers should be aware the consequences of not using PPE; s and proper tarinig should
provide to create positive culture in the organization.

3. People Moving in Earth moving Machinaries area:

Peoples should be aware about the walkways and traffice routes. Awarnes should created by
posters in the site. Signage and Construction of designated walkways and crossing points.

4. Insufficent Medicine in the first aid box:

Its a employers responsibalitry to take care of the workers, The employer should provide
enough medicine in the first aid box to avaid complication at the time of accident and should
properly maintain it.

5. Lot of Smoke in Steel Fabrication Area:

Workers should protect from smoke which could casue illness or disease to workers. More
Dilute Ventilation system should instlled to remove smoke and should maintain and inspect
dilute system as per the schedule.

6. Food waste is littering in trhe canteen area:

Health and hygien is the main concern at the work plance littering item will generate the
mosquitto that will lead to malariya and ather illness. So proper Housekeeping should be
done, and hire the 3rd party house keeping and provide common waste collection point.

7. Inadequate Ventilation in the store Room:

The store room temparature should be workable and proper natural ventilation should
provided by constructing big windows for natural ventilation in the store room.
8. Insufficient Toilet Facilities.

Its the duty of employer to provide at the site found that insufficent toilets, so employer
should arrange movable temporary toilets and should maintain in good condition, and should
construct the permanat toilets at the site.

9. Missing stair Rails:

Movement of people withing the organization should safe, and proper railing should provided
to avoid accident.

Main findings of the inspection

From Observation No: 01

Workers not using Work Permit

Permit to work is an important document which required, before starting of any high risk
activity. As it required to control it through Work permit because it can casue harm or injury to
people and fire and explosion.

In the company found that work permit not following so it can cause harm and loss or
fire and explosion and not taking permit is poor culture so organization should train the worker and
provide information of importance of permit. This is breached of factory act 1948.

From Observation No: 02

Workers holding wet cement without PPEs

Using proper ppes Help to prevent illness or injuries casue due to exposure of hazardous
matarial, Process or procedure however found that people holding the wet cement without require
PPEs (Gum boot, Hand gloves etc).

SO organization should provide proper ppes to the workers and should train the workers
how to use it. It will improve the culture and protect bthe workers from physical harm like, skin
burn, eye irritation, darmatatics, because wet cement is corrosive.
This is breached of building and other construction workers act 1996.(BOCW)

From Observation No: 05

People moving in earth moving machanaries area:

The construction site proper routes layout which peoples should follow to avid any
accident. However at site found that people are moving it earth moving machineries area

The activity is dangerous so organization should make safe layout, crossing points,
designated walk ways to peoples ans should train tham both peoples and drivers should installed
barrication, signage to make awarness at work site.
This is breached of building and other construction workers act 1996.(BOCW)
From Observation No: 07
Enough medicines are not avialable in first aid box:

First aid facility should avialable to every work place to prevant severe injury and to save laife
however found that enough medicines are not avialable in first aid box so at the time of accident
essential and primery help will not available.

The organisation should maintain the first aid box all time full and if not so need to arrenge
required one. Proper inspectionm should carryout of medicines so missing medicine will be
purchased again and life of the employee could be safe at the time of accident. According to
factory act 1948 section 45 enough medicines should available.

From Observation No: 15

Steel fabrication areas contain lot of smoke:

Proper vantilation should be avialable to work easily otherwise will cause fatige and stress. In
fabrication area found that dilute vantilation provided is not safficient and smoke can cause eye
irritation, temporarely breathing problem, fatigue and stress.

Organisation should provide two more dilute systems to remove the smoke from work place
and filter should clean time to time and proper inspection and pridically maintainance should be
the dilute system. As per ILO-C-155 article 16-2 proper ventilation should provided.

From Observation No: 20

In canteen area food waste littering:

Health and hygeyne in an important issue in work place. Proper welfare facilities and good
hygien protect peoplr at work site from any illness. However in canteen area found that food waste
is littering, which is a source of mosquitos, which is futher source of malaria and other illness.

In organisation they should out source the house keeping who going to tekacare of it and should
provide common waste collection point and should instruct the people. It is a breach of law
factory act 1948 section 46.

From Observation No: 21

Environment of store room area found too hot:

Environment of working area should always calm and shold be good ventilated to work.
However fpound that store room area is too hot. It will creat uneasyness, fatiuge and stress the
will lead to accident.

Organisation should provide more ventilation point they should construt big windows for natural
ventilation and provide frequent breaks and work schedule of worker. According to building and
other construction act 1996 proper windows should provided to maintain the working
temperature.
From Observation No: 22
Observe that toilet facilities are insafficient:

Welfare faciliteis are the important point of discusion in which toilet facilities, changing rooms
and many more comes. However found that as compare to number of workers, toilets are less at
site. Which is creating uneasyness in the working crowd and workers are loosing consentration
that will lead to accident.

The organisation should arrenge mobile toilets for time being. However permanent toilte faciliteis
should be constructed atr site and cleaning and maintenance of toilets should carry out. It is a
breaches of law factory act 1948.

From Observation No: 25

Stair rails are missing in phase 01 second floor:

Railing place an important role to prevent fall hazard however found that in phase 01 second
floor stair railling are missing which could cause fall hazard to people working there which creates
severe injuries or minor injuries to people.

Railing should provide at missing point and railing should be inspected properly and periodically
maintenance should carryout to take care of it. It should keep maintain in good condition to ues for
workers or people. According to building and other construction act 1996 proper guards and
stair railing should provided.

Conclusion

The construction site revealed that there are good safety cultures at some aspects, like
medical doctors and representatives were available, So at the time of accident workers life could
be saved and first aid would be provided professionally. Further found thjat safe working load were
displayed on all heavy earth moving machineries which will helps the operator , not to lift the
overload which will prevent lot of accident like fall of load, overturning of machineries , fall of load
on the peoples etc. However there are also some hazards like permit to work for welding and hot
work not taken which shows the bad or poor safety culture at the organization, Which may cause
the severe accident like fire or explosion, further found that workers are not using the personal
proitective equipment when handling the wet cement that will lead to dermatitis, skin burn, eye
irritation or skin irritation.

Peoples are moving in earth moving machineries are due to which they may come in
contact of machineries and sever or minor injuries could happen or also possibility of death due to
collision which heavy machineries, than inspected the canteen area found that food waste is
littering in eating area which is source of lot of illness, littering items will helps the mosquito to born
and that will be source of malaria and other illness. Further inspected the store room of the site
found that store room is too hot and working environment ius not at all workable which will lead to
lake of concentration , fatigue and stress to worker and that all condition leading to accident.

Check the toilet facilities available and also verifies the numbers of workers working there,
found that enough toilets facilities are not available. Then inspected the stair railing of the site,
found in some places railing is not provided which could lead to fall hazards and workers could
suffer from minor or sever injuries. Due to all this condition further check the First Aid Box found
that enough medicines are not available in first aid box and at the time of accident first will not be
provided properly which will lead to severe injury or possible death, but this could be prevented by
filling the first aid box with proper medicines.

The outcome of the report is the organization has many breaches of health and safety
standards and many acts, If the organization follow the same practice the managing director of the
organization have to face prosecution and need to pat fines. There are employees working at the
site so they may face to civil action and compensation which will increase the insurance premium.
If organization losses their reputation due to accidents, the company will not get further projects.
 By introducing the recommendation within the time scal in the report, The Company could
get benefits from a safe and healthier environment and also accident free working environment for
their employees. It can also improve staff moral and get a more productive work force.
