ABSTRACT

AGUS SAID (G2F 105 006), Community Participation in the process of spatial
arrangement of the plan of region konawe, under the guidance of Prof. Dr. Ir. La Ode
Muh. Aslan, M.Sc as the first supervisor and Dr. Ir. Weka Widayati, MS as second
supervisor.
The purpose of this research is to know the form of community participation in
the process of spatial arrangement of the plan of region Konawe and what are the
factors influence community participation in process of spatial arrangement of the
plan of region Konawe.
This research emphasize on the fieldwork, and methods used in this study are
qualitative descriptive analysis and qualitative through chi square analysis. The data
obtained from respondent by using cluster sampling technique based on the
questionnaire and the result of interview as the primary data, besides that, this study
also equipped with secondary data.
Result of research studies shows that the spatial arrangement of the plan of
region Konawe policy in the practice, there are some differences with the standard of
normative. The form of community participation dominated by input, suggest,
proposal, and the information of data form. Level of community participation
according to arnsteins typology categorized as consultation level as the form of
fourth rung from eight rungs on a ladder of citizen participation or include on the
degrees of respect (takcisme). The from of participation influenced by income and
consultant role factors. Whereas, level of participation influenced by education,
income, and the consultant role factors. Stakeholders role still dominated by
government, while the role of private and community relatively small, because there
are discrepancy process of such participation that resulting spatial planning doesnt
fully used yet as the reference of development by private and public government.
