ASSIGNMENT- 01
A water plant project has been initiated in Rathnapura. The scope of the project is to construct of
a water plant in Rathnapura and Project aim is to supply safe drinking water for the people in
rural areas near Rathnapura.The project involves a significant amount of construction which
includes intake work, pumping, purification, storage work and pipework. Project duration is Six
years.

The Design Build method using for this water purification project.
Contractors have to manage some new factors that are not their responsibilities based on the
traditional project approach such as design duty, quality of design, design management issues
and even authorities approval.

You are one of contractor who is in the bidding stage. So the client asks you to prepare a
prequalification report to proof your managerial skills and how you going to involve with the
design and execution phase.
TASK 1

management principles and applications. Modern world construction industry is very big sector

When controlling these type of construction works, workers are need to be properly trained
for particular job. As an organization special training courses need to provide to the all staff
members. It improved the productivity and the quality of the work done by the organization.
After completing the given task all staff members should have some appreciation from their
senior staff members. Appreciation is very important to motivate the staff. Promotions and
salary increments are also need to be provided to the staff members within a proper schedule.

are called preliminary works.
Normally in natural land some materials are can be found on the site. Suitable soil type, suitable
top soils, woods, water, aggregates are can be found on site. So when managing the site materials
those on site materials are can used for save the finance of the project. When allocating the
budget for materials client can save the money. But when using those materials for the project
need to be careful. Because those materials are not in the required quality for the construction.
Accommodations are comes under the welfare works. Dressing rooms, praying rooms, lunch
rooms, canteens and temporary offices and rest rooms are need to provide the staff members.
When allocating the budget for these works, those are need to add in preliminary works.

This project is a drinking water supply project. So the quality of supplying water is need to in
good quality in very areas. From the start to the end purification process should need to highly
monitor by skilled engineers.
Using water source should be in good average quality. Water source need to be protect by
natural courses. Animal works, human works are some of them. If rain water using for this water
project those water should collect separately because the acid level of the rain water different
comparing to the river or lake water. Purifying unites are should capable for purify those
different water types. So complete those works contractor should hired specified an engineers.
Water purifying unit is the heart of this project. So those equipments are need to be properly
installed. When procuring those equipments special instructions required specified people.
When appointing the subcontractors should hired a pre-qualified specialized contractors for these
type of projects.
Water is a human right. So the water suppliers should got the responsibility of the quality of the
water. So the contractors should obtain the permission for used that selected water source for
distribute the people. Purified water samples are need to test by laboratory and should confirmed
its ready to drink.

Mainly municipal council of the area permission is required to star this construction. To get that

Selected site should be located in suitable place. Disturbance should in less level to the near
houses and other assets from the project and construction work.

Usually the consideration is the payment of money but it need not be; it can be anything of value
including the promise not to do something, or to refrain from exercising some right.

Out sourcing is buying goods and services to the organization from the outside supplier. There
are many advantages in this outsourcing method.

Collaborative procuring is buying goods and services to the organization joining with another
organization. In this method both two parties got the benefits from the contract.

There are three types of tendering methods commonly used in construction industry.
Open tendering method

Open tendering method
In this method employer advertised the project to tender in public media. Then contractors can
get the set of tender documents and filled their own rates and hand over them in the employer.
Sometimes employer request a money deposit for these tender documents. If the contractors not
filled their tender documents properly or their rates higher than the client expected those
documents are rejected. So sometimes some contractors are waste their time in this tendering
method.
Selective tendering method
In this method client listed down a well-known contractors which suitable for the project and
inform them to send a qualification report of their company for this particular project. In this
method client can save his time because number of requested tenders are low comparing to open
tendering method. This is the most suitable method for this water project. Because this is a
special project not only the building construction. There are some machineries are need to
be installed.so pre-qualified contractors are suitable for this construction for do this job in
best quality.
Negotiated tendering method

In Negotiated tendering method employer already selected the contractor for the project and
request a rate list for the project. This method is specially used in special project with tight
deadlines and emergency works.

Employer/ client got the full authorities to select a contractor to the project. Employer have the
authority to inspect the site during the construction and giving advice and the check the quality
of the work. If the contractor do not work a promised quality client can legal decisions against
the contractor.
Client is also need to provide all drawings when starting the project. Allocating a sufficient time
also need to done by the client to protect the quality of the project.
Contractor should get all drawings before commencing the project. And main contractor got the
authority for appointing other sub-contractors of his own risk. Contractor should provide the
labors and equipments to the project according to the clients payments.
Contractor should protect the drawings not giving that anyone without any permissions from the
client. Contractor try to done the project according to clients quality and the time if any
disturbance not happen. If any extra work or variations happen contractor should get the
permissions from the client to do the job.

This report is written by Sir Michel Latham in 1994 for the construction works. According to
Lathams idea to complete the construction project team work is very important. Team members
can be client, contractor, sub-contractor and other parties.
In better team work communication between the team members are very important. All
problems arising during the construction work should discuss between the team members. When
discussing those problems between the team members they can select the best solution for the
problem. When working as a team the risk also delegate in between the team members.
When working as a team it helps to save the time. Avoid the unwonted works in project and
necessary woks not includes in the drawings and construct them on time to help for save the
time. In construction industry time is directly affects to the money or profits. If the construction
delayed to finish it can be loss for the contractor also client as well.

professional qualifications for construction industry. They work on their experience.

Skilled workers are have qualifications for construction works and the experience bit higher than
other non-skilled and semi-skilled workers.
Technical and managements persons are very important for construction project. Engineers,
architectures, designers and managers are done the designing and managing part in the
construction project.
Martials and equipments.
Modern construction industry is very complex. So the using materials and equipments are also
complex comparing to past time. With the sustainability concepts, construction materials are
change totally different situations. There are range of products and materials for the construction
industry so contractors can finished their works without any delays. Modern equipments and
machines are developed to save and done the work less craftsman ship. Its improved the quality
of the construction work.

Using consultancy services is helped to do the project in good quality for the client. Consultants
are giving advices for the project and how the technology used for the project. Site surveying and
estimating are also main jobs they done.

Project manager
This is the person who carried the construction project to success. Project manager inspected all
day to day works and finished the work in good quality. Project manager is responsible for the
complete the project within the time frame and best quality.
Project accountant
Project accountant is very important person for manage the project or organization finance. In
construction project salaries for the contractors, sub-contractors, money for the materials are
providing by the project accountant without any delay. Time is very important in construction
project. If any delay occurred mistake of the accountant, contractor or client can lose their
money.

Team leader
Mainly in construction projects, labors are need to allocated do different work in same time. So
the labors and other officers are need to divide into groups. Groups want a leader to controlled
them and direct them into complete the work in give time frame. Motivation is also done by the
team leader to get the best performance from the team members.
Communicational specialist
Communication specialist is very important for the construction project. Important messages are
need to deliver among the workers in an organization. In construction project special
communication system need to be applied. Between the labors to top managerial persons are
properly communicate for run the project smoothly and on time.
Architect
Architecture who is the person design the structure considering about the appearance and
architectural aspects in construction project.

Functional structure is one of the common usage of organizational structure used in construction
projects. In this structure top person is the client of the project or an organization. Under the
client there are managers and the consultants are situated. Under consultant and engineers other
subordinate workers, T.Os, safety officers and super visors are situated.
Using this structure is suitable for this kind of project. Client get the all decisions using the
consultant ideas. Engineers and other officers are carry out the work according to the consultant
inspection. So everyone work under control to the client. And the risk level is also reduced when
delegating the responsibilities.

Modern day all organizations have mission and vision state. In vision and mission state includes
their targets and objectives that they looking archived in certain time period. They indicate the

All members are worked under organization, they should have a one goal. They should work as a
team for archive that goal. So its improved the organization productivity and understand
between the staff members. There limits and abilities. Vision and mission state also improved
the motivation of the staff members.

In a construction project scale and the size of the project is very important. When designing the
project client need to clearly identify the purpose of the project and what is the main parts in the

client should waste his money and time.
When allocating the budget for each and every item client or consultant should pay lot of
attention. When allocating the budget client should allocate sufficient money to priority works.

In construction project finance management is very important. In the tendering stage client side
consultant prepared an estimate/approximate budget for the construction. This estimate is done
by various methods.

industry.
Approximate quantities method
In this method, When calculate an approximate cost for the substructure of the building
foundation type and materials are selected by the designer already. So required material
quantities can be calculated according the design and then can calculated the cost for the
materials for the sub structure of the building. Using same technique can calculate the cost for
the super structure of the building. This estimate method is based on the contractor or designers
experience. Most commonly and more accurate method for estimating.
Unit method
The unit method is a single price rate method based upon the cost per functional unit of the
building, a function unit being,[ CITATION wic151 \l 1033 ]

These type of method is suitable for the who specialized in same category building
contractors.

Approximate estimation gave the nearest cost of the proposed construction project.
Actual cost means the exact cost need to allocate to the construction. After finishing the
construction according to the accounts it shows how much money did spend by the client for the
construction.

Management is very important when running the project. Human resources, materials and
natural resources are need to be manage in project.

Risk assessment is also one of main element. Risk assessment is also need to carry out from
beginning the project.
Bench marking also important same as others. When running the organization managers done
some works to improve the productivity and motivate. . They measured with other units,
organizations and projects with ongoing projects and giving motivational advices to the staff.
It helps to improve the productivity.

In modern day construction industry sustainability concept is very popular. Sustainable

constructions reduced the environment pollutions and it helps to save the occupants health as
well. Not also to the occupants, sustainable constructions are helped to protect the world from
environmental issues. When planning an organization or constructing a building those are need
to planed not only focusing profits plans are need to an environmental safe projects.
Sustainable constructions are mostly done by using recyclable materials. It reduced the damage
happen to the environment. Using sustainable materials initial cost can be high but after
demolition the building the client can use those materials again to a new project or can soled
them for the market to earn money. It can be bonus for the organization.
Applying the method in to organizations it can helps to promote their organization among other
same category organizations. As an example, Sri Lankan educational institutes are promoting
their institute as a GREEN UNIVERSITY. So they can fought with other privet sector
universities. Sustainable concept helps to save environment as well earn profits the organization.

In constructions projects plan for the construction is need to prepared environmental friendly
method. Construction plan should be prepared to minimize the environment pollution. Reducing
the cutting trees and vegetations helps to protect the site air clarity and it improving the site
appearance using green color. When constructing a factory waste materials and waste water
should not to be dump in the natural rivers and water sources. There also some government rules
and regulations are there for prevent those kind activitys. So the organizations are legally
bonded with those rules and regulations. If the organization not worked according to those rules
organization can be faced some legal issues.
As an example, in Sri Lanka COCA-COLA Company dump their waste water in the natural
water sources. Then the government stop their operations in Sri Lanka. So they reduced their
profits and add a black mark to their brand name.

When managing the staff members in construction project need to be properly manage them. If
not some safety issues can be occurred.
When installing the machines for the project, those are need to install according to plan. Firstly
installed the main work machines. Supplying Martials is also very important. Materials are also
need to transport to the site when the project need that Martials. If not the project can be delayed.
