Fiscal Stability
Closed a combined $2.5 billion FY15 and FY16 budget deficit without raising taxes and,
for the first time in four years, without drawing down the states rainy day fund.
Massachusetts fiscal 2016 budget holds spending to a lower rate of growth than
projected tax revenue.
Under state law, income tax rates automatically decline based on revenue growth
targets.
The Governor and legislative leadership are committed to budgetary balance and
maintaining reserves in the rainy day fund.
Rainy day fund balance currently exceeds $1.6 billion; the 9th largest stabilization fund
among U.S. states in fiscal 2015.
