PREFACE

The BJP and the INC, both parties are well aware of the importance of 2018 assembly election in Chhattisgarh
which would be acrucial electoral test before General Elections to be held in 2019. The unique feature of
Chhattisgarh politics is its bipolarity means from the very beginning its politics is dominated by the two most
popular national parties namely the INC and the BJP. The present ruling party of Chhattisgarh, BJP is making
every single effort to regain power for the fourth consecutive term. Chhattisgarh, a state with a predominant
tribal population, the ruling BJP government has initiated several schemes to attract the tribal. On the other
hand, different reactions are clearly observable within the Congress party members in regard to the recent
announcement of the formation of a new party by Ajit Jogi, the first chief minister of Chhattisgarh Congress.
But the time will tell whether the new party is a force to reckon within Chhattisgarh or not. Therefore, the 2018
Chhattisgarh assembly election will be mainly a two-corner tug of war between the BJP and the Congress,
but the importance of the BSP and the new party of Ajit Jogi cannot be ignored since there is every possibility
that their presence might change the whole electoral game of the state. But which party will succeed to
allure their voters would be decided only after the final verdict.

Most of the time it is observed that the demographic composition of a constituency comprising its population
by religious group, caste and literacy therein, reservation nature of the constituency and its location in rural
or urban areas affects the election results significantly. The importance of the election data can never be
neglected since every political party, pressure group, political analyst, political scholars and individual are
interested in the election results so that they can easily chalk out the weak and strong regions of the political
parties, candidate performance in their constituency, impact of demographic profiles, loss and gains of
legislative seats, vote difference and swings of votes among the contesting political parties.

This report has been made by keeping into consideration the usefulness of analysis of the past election
result with linking of socio-religious profile of AC arises in a wider prospective in the contemporary era for
the pre election readiness by the analysis of previous election results. In it thematic maps has been used
to put up a detail insight report of the state assembly election results and the assembly segments of the
parliamentary election since these maps are recognised as the most excellent method to present the sea
of information at a glance. The unique feature of this report is its notable attempt to analyse the variables of
the last assembly result 2013 and the assembly segment in Parliamentary election 2014 comparatively, so
that the readers can have a crystal clear picture of the changing situations of the Chhattisgarh elections in
the forthcoming Assembly election 2018.

This report of analysis is divided into nine chapters, leading from the basic features of Assembly constituencies,
demographic profile of the state, electoral features, election results and analysis of results, vote difference
and swings, state level time series comparison, top ten raking of assembly constituencies and candidates
and the supporting datasheets.

This report is a reader oriented one and mainly aimed at serving as a pre-election reference book which
would be resourceful for politicians, policy makers, researchers, psephologists, media professionals and
academia that have interest in election politics of Indian states.

RR Electoral Features :-
YY In Chhattisgarh, total electors were 17664520; Male electors 8946747 (50.6%); Female electors 8716788 (49.3%) in
2014 Parliamentary Election while the same were 16895762; Male electors 8586556 (50.8%) and Female electors
8308557 (49.2%), in 2013 Assembly Election. This marks an increase of nearly 7 lakh electors with 4.6% growth.
YY India has over 23 million electors in the age group of 18 to 19 years, out of which Chhattisgarh constitute 867099 (4.9%);
Male electors 500585 (57.7%), Female Electors 366507 (42.3%) and newly created category of Others electors constitute
7 (0%) in 2014 Parliamentary Election.
YY The total electorate size of the state grew from 13543656 electors in the 1st Assembly Election of 2003 to become
17664520 in Parliamentary Election 2014 - more than 1.3 times the figure in 2003.
YY Kasdol AC under Janjgir-Champa (SC) PC has the maximum electors 308098 in 2014 Parliamentary Election and 295214
in 2013 Assembly Election.
YY Manendragarh AC under Korba PC has the minimum electors 131103 in 2014 Parliamentary Election and 125551 in 2013
Assembly Election.
YY In 2014 Parliamentary Election, 21424 polling stations were set up as compared with 21802 in 2013 Assembly Election.
This marks a decrease of 378 (-1.7%) Polling Stations.

RR Turnout :-
YY Chhattisgarh voters turnout was 69.54% in 2014 Parliamentary Election, as compared with 77.12% in 2013 Assembly Election.
YY In 2014 Parliamentary Election, maximum voters turnout was 84.47% in Lundra (ST) AC under Sarguja (ST) PC and Kurud AC
has 88.61% in 2013 Assembly Election.
YY In 2014 Parliamentary Election, minimum voters turnout was 31.15% in Konta (ST) AC under Bastar (ST) PC and Bijapur (ST)
AC has 45.01% in 2013 Assembly Election.
YY As much as 68.16% of female and 70.89% of male voters in 2014 Parliamentary Election, as compared with 77.32% of
female and 76.93% of male voters in 2013 Assembly Election exercised their franchise.
YY Assembly Election 2013 have seen the highest voters-turnout in the state since first assembly election with 77.12% of the
electorate casting vote. The previous highest was 71.30% recorded in 2003 Assembly Election.
YY In the previous Assembly Election held in 2013, voters turnout was 77.12%. In absolute numbers, out of the total 17664520
electors, 12253551 people cast their vote in 2014 Parliamentary Election.

RR Candidates :-
YY In 2014 Parliamentary Election, the total 211 candidates contested the election as compared with 986 candidates in
2013 Assembly Election.
YY In 2014 Parliamentary Election, the maximum number of 36 candidates contested from Raipur PC while maximum
number of 38 candidates contested from Raipur City South AC in 2013 Assembly Election.
YY In 2014 Parliamentary Election, the minimum number of 8 candidates contested from Bastar PC while the minimum
number of 4 candidates contested from Konta (ST) AC in 2013 Assembly Election.

RR Election Results :-
YY In 2014 Parliamentary Election, the maximum number of 112613 votes secured by Abhishek Singh (BJP) in Kawardha AC
under Rajnandgaon PC as compared with 95470 votes in 2013 Assembly Election by Umesh Patel (INC) in Kharsia AC.
YY In 2014 Parliamentary Election, the minimum number of 25 votes secured by an Independent candidate Saiyyad Javed
Ali in Raipur City North AC under Raipur PC as compared with 27 votes secured by an Independent candidate Santosh
Dahariya in Raipur City South AC in 2013 Assembly Election.
YY In 2014 Parliamentary Election, the minimum number of 23112 votes secured by a winner Dinesh Kashyap (BJP) in Konta
(ST) AC under Bastar (ST) PC as compared with 27610 votes in 2013 Assembly Election by Kawasi Lakhma (INC) in Konta
(ST) AC.
YY Kawardha AC under Rajnandgaon PC with 50844 votes (Winner 112613 votes, Runner-up 61769 votes) has the
maximum winning margin in 2014 Parliamentary Election as compared to Marwahi (ST) AC with 46250 votes (Winner-
82909 votes, Runner-up- 36659 votes) in 2013 Assembly Election.
YY Nawagarh (SC) AC under Durg PC with 786 votes (Winner 61147 votes, Runner-up 60361 votes) has the minimum
winning margin in 2014 Parliamentary Election as compared to Takhatpur AC with 608 votes (Winner 44735 votes,
Runner-up 44127 votes) in 2013 Assembly Election.

YY More than 2.2 lakh voters, (3.3%) chose NOTA in 2014 Parliamentary Election and in 35 Assembly constituencies, NOTA
were the third choice of voters, whereas in 2013 Assembly Election 4.0 lakh voters, (3.1%) chose NOTA and in 34 Assembly
constituencies, NOTA were the third choice of voters.
YY In 2014 Parliamentary Election, 11 candidate won among 36 candidates fielded by National parties as compared to 89
won among 301 candidates in 2013 Assembly Election.
YY Not a single candidate won among 69 candidates in 2014 Parliamentary Election and 330 candidate in 2013 Assembly
Election fielded by state parties.
YY In 2014 Parliamentary Election, Not a single candidate won among 106 Independent candidates contested as compared
with 1 won among 355 Independent candidates contested in 2013 Assembly Election.
YY In 2014 Parliamentary Election, 211 candidates contested the Election and an average number of contestants per seat
were 19 as compared with 986 candidates contested in Assembly Election 2013 and an average contestants per seat
were 11 contestants.

RR Seats & Winning Percentage :-


YY BJP contested 90 ACs in 2013 Assembly Election and was the winner, runner-up and third in 49, 38 and 03 ACs, respectively.
In 2014 Parliamentary Election, it contested in 90 ACs (11 PCs) and emerged winner and runner-up in 72 and 18 ACs,
respectively.
YY INC contested 90 ACs in 2013 Assembly Election and was the winner, runner-up and third in 39, 47 and 04 ACs,
respectively. In 2014 Parliamentary Election, it contested in 90 ACs (11 PCs) and was winner and runner-up in 18 and 72
ACs, respectively.
YY BSP contested 90 ACs in 2013 Assembly Election and was the winner, runner-up and third in 01, 02 and 22 ACs, respectively.
In 2014 Parliamentary Election, it contested in 90 ACs (11 PCs) and emerged winner, runner-up and third in 0, 0 and 33
ACs, respectively.
YY In 2014 Parliamentary Election, BJP secured 48.7% votes as compared to 41.0% in 2013 Assembly Election.
YY In 2014 Parliamentary Election, INC secured 38.4% votes as compared to 40.3% in 2013 Assembly Election.
YY In 2014 Parliamentary Election, BSP secured 2.4% votes as compared to 4.3% in 2013 Assembly Election.

RR Polarity :-
YY In 2013 Assembly Election, Single-party dominated ACs were 2, out of which 1 seat won by each BJP and INC. While
amongst 7 single-party dominated ACs in 2014 Parliamentary Election, all seats won by BJP.
YY In 2013 Assembly Election, the numbers of Bi-polar ACs were 71 and major contest was between BJP-INC, out of which 37
& 34 seats won by BJP and INC respectively, while amongst 78 Bi-polar ACs in 2014 Parliamentary Election major contest
was between BJP-INC, out of which 60 and 18 seats won by BJP & INC respectively.
YY In 2013 Assembly Election, the numbers of Tri-polar ACs were 14 and contest was among BJP-INC-BSP on 7 seats, BJP-INC-
GGP on 3 seats and BJP-INC-IND on 2 seats out of which 8 & 4 seats won by BJP and INC respectively, while amongst 2
Tri-polar ACs in 2014 Parliamentary Election, contest was among BJP-INC-BSP out of which both seats won by BJP.
YY In 2013 Assembly Election, 1 Multi-polar AC seat won by BJP, while in 2014 Parliamentary Election, there is no Multi-polar
AC.

YY By general-reserved break up, Scheduled Castes Reserved, Scheduled Tribes Reserved, Scheduled Castes dominated,
Scheduled Tribes dominated and General ACs are 10, 29, 15, 47 and 51 respectively.
YY Out of 10 SC reserved constituencies, seats won by BJP fell from 9 in 2013 Assembly Election to 7 in 2014 Parliamentary
Election, while those won by INC increased from 1 in 2013 Assembly Election to 3 in 2014 Parliamentary Election.
YY Out of 29 ST reserved constituencies, seats won by INC declined from 18 in 2013 Assembly Election to 5 in 2014
Parliamentary Election, while those won by BJP increased from 11 in 2013 Assembly Election to 24 in 2014 Parliamentary

YY Out of 15 SC dominated constituencies, seats won by INC fell from 4 in 2013 Assembly Election to 1 in 2014 Parliamentary

YY Out of 47 ST dominated constituencies, seats won by INC fell from 26 in 2013 Assembly Election to 12 in 2014 Parliamentary

YY Out of 51 unreserved (general) constituencies, seats won by INC fell from 20 in 2013 Assembly Election to 10 in 2014

YY State average poll percentage has been decreased in 2014 Parliamentary Election (69.54%) from the last 2013
Assembly Election (77.12%). Total 48 ACs are accounted above average poll percentage and 42 ACs below average
poll percentage in 2014 Parliamentary Election, while these were 55 ACs above average and 35 ACs below average poll
percentage in the 2013 Assembly Election.
