Clean Air Act Section 110(a)(2)(D)(i)(I) Applicable Requirements
for the 2012 Annual Fine Particulate Matter National Ambient Air Quality
Standard; Public Hearing Notice
The Pennsylvania Department of Environmental Protection (Department or DEP)
is proposing to revise the Pennsylvania State Implementation Plan (SIP) to
address the requirements of Sections 110(a)(1) and 110(a)(2) of the Clean Air
Act (CAA) for the 2012 Annual Fine Particulate Matter (PM2.5) NAAQS.
Sections 110(a)(1) and 110(a)(2) of the CAA direct each state to develop and
submit to the U.S. Environmental Protection Agency (EPA) a plan that
provides for the implementation, maintenance, and enforcement of the
NAAQS, including the 2012 annual PM2.5 NAAQS. This type of SIP revision
is commonly referred to as an infrastructure SIP.
On July 15, 2014, the Commonwealth submitted an infrastructure SIP revision to
EPA for the 2012 PM2.5 NAAQS. The submittal addressed requirements in
Sections 110(a)(2)(A), (B), (C), (D)(i)(II), (D)(ii), (E), (F), (G), (H), (J), (K), (L),
and (M) of the CAA and was approved by EPA on May 8, 2015 (80 FR
26461). The Department did not address Section 110(a)(2)(D)(i)(I) of the
CAA, dealing with interstate transport, in its July 15, 2014, SIP revision. On
March 17, 2016, EPA released guidance entitled Information on the
Interstate Transport Good Neighbor Provision for the 2012 Fine Particulate
Matter National Ambient Air Quality Standards under Clean Air Act Section
110(a)(2)(D)(i)(I). Therefore, this infrastructure SIP revision addresses the
Prong 1 (significant contribution) and Prong 2 (interference with maintenance)
requirements in Section 110(a)(2)(D)(i)(I) of the CAA, for the 2012 annual
PM2.5 NAAQS.
The Department is seeking public comment on the proposed CAA Section
110(a)(2)(D)(i)(I) infrastructure SIP revision for the 2012 PM2.5 NAAQS. The
proposed SIP revision is available on the Department's web site at http:
/www.ahs.dep.pa.gov Comment.
The Department will hold three (3) public hearings, if requested, to receive
comments on the proposal. The hearings will be held concurrently at 10:00
a.m. on July 18, 2017 at:
- DEPs Southeast Regional Office, 2 East Main Street, Norristown, PA;
- DEPs South Central Regional Office, 909 Elmerton Avenue,
Harrisburg, PA; and
- DEPs Southwest Regional Office, 400 Waterfront Drive, Pittsburgh, PA.

A California family finds a welcome escape from
T
city life in a new home amid the trees.
he homes framework was
only a quarter finished when
Michelle Young stumbled
upon the property, but she
could see it already: the
front door just minutes
from a private community ski lift, the
great-room for enjoying a crackling fire and
entertaining friends, and the bathtub for
soaking on quiet nights. With two young
children and little time to spare, Michelle
and her husband, Frank, quickly decided to
purchase the partially constructed house.
We didnt want to spend three years
building a vacation home from scratch when
now is when we have the flexibility to take
our kids out of school and go on family
trips, Michelle says. This way, we were
moved in within the year.
Becoming involved in the Tahoe propertys
build during its early stages allowed Michelle
the freedom to select some features and
finishes, making the place her own. But
it was the homes existing midcentury
modern rear elevation that she fell in love
with originally. The idea was to blend the
modern with the rustic, Michelle says.
Although Michelles selection of browns
and grays may be neutral, you cant
look past the decors charm. A lot of the
character comes from old beams used as
architectural accents, like the fireplaces
mantel, the kitchen islands paneling, and
the master baths accent wall. Even the
staircase and catwalk are made from the
same reclaimed wood, which came from an
old Lake Tahoe pier. Most of that pier is in Wood salvaged from a local pier was repurposed to construct much of the homes interior
our house now, Michelle says with a laugh.

LIVING
Homeowner Michelle Youngs
top priority when designing her
familys vacation home was to
keep everything practical for a
family with two young children
and a dog. Heres how she did it:
DECORATE WITH
ARCHITECTURE, NOT
COLLECTIBLES. Rather than
clutter family living areas with
breakable items, Michelle built
the decor into the architecture
with durable materials like wood
and metal.
CONSTRUCT A DURABLE
EXTERIOR. Architect Keith
Kelly took Michelles needs to
heart when selecting the exteriors
materials. We used a weathered
wood that should never need a
stain, Kelly says. Its all about
materials that look natural and
indigenous to the area but provide
a low-maintenance exterior.
CHOOSE EVERGREEN
ACCENTS. Small potted
evergreens in the kitchen and
succulents in bell jars on the dining
table require little watering and
attention. I wanted greenery where
I could walk into the house after
traveling three hours to get there,
and not have to see dead plants,
Michelle says. No one wants to
clean right when they arrive home.
