01 INTRODUCTION

1.1.1 General

01.01.01 Steel Authority of India limited (SAIL) Bhilai Steel Plant (BSP), Bhilai, intends
to install Buffer Vessels & PRMS for Oxygen, Nitrogen & Argon along with
related electrics, instruments, etc. in order to distribute the gaseous Oxygen,
Nitrogen and Argon mainly to SMS-III which is being installed under 7.0 Mt
Expansion program, on complete turnkey basis. MECON Limited has been
entrusted by BSP to provide consultancy services for the 7.0 MT expansions.

01.01.02 This Contract Technical Specification covers the design, engineering,


procurement / manufacture / fabrication, supply, shop painting, shop testing,
delivery to site including packing and forwarding, transportation, unloading at site /
storage at site, erection including Electrical, Instrumentation & control, Structural,
Civil works, testing and commissioning of Buffer Vessels & Pressure Reducing and
Metering Station (PRMS) on total turnkey basis as detailed in the Contract
Technical Specification and subject to the terms and conditions as mentioned in
the Standard Bidding Document (SBD).

The Buffer Vessels & PRMS shall include all mechanical, instrumentation,
electrical, steel structures, civil works, cables, panels, pipelines, pipe-fittings,
valves, supporting structures, etc. as required for the completeness of the project.

01.01.03 The Contract Technical Specification shall be read in conjunction with General
Technical Specification (GTS) N0. MEC/S/1901/11/38/0/00/00/F1889/R2, July07
for the design, engineering, procurement / manufacture / fabrication, supply, shop
painting, shop testing, delivery to site including packing and forwarding,
transportation, unloading at site / storage at site, erection, testing and
commissioning of Buffer Vessels and PRMS on total turnkey basis along with all
electrical, Instrumentation & control, supporting structures, civil foundation etc. as
required for the completeness of the project.

01.01.04 The Contractor shall ensure the completeness of the offered system for its proper
installation and testing & commissioning at site.

01.01.05 In respect of components / parts of equipment whose details were not mentioned in
the tender stage, Employer / Consultant reserves the right to specify particular type
and make of such items during engineering stage of the Contract. Generally,
preferred makes will be as per the relevant chapter of General Technical
Specification (GTS).

01.01.06 All moving parts, which may cause injury to operating personnel, shall be suitably
guarded. Design of Buffer Vessels & PRMS shall be such that it meets the
following:
(i) Safety of operation & maintenance personnel
(ii) Uninterrupted smooth operation
(iii) Long life of equipments.
(iv) Low and easy maintenance at minimal cost.
(v) Statutory requirements.

01.01.07 The contractor shall design the equipment considering the Plant conditions and
for outdoor installation.

01.01.08 If any equipment requires special purging/ cleaning/ flushing or any other
arrangement, the same is included under contractors scope of work.

01.01.09 A non-corrodible name plate giving major characteristics for the mechanical as well
as electrical and instrumentation equipment shall be provided on each equipment.

01.01.10 The contractor shall submit well in advance general arrangement & detailed
fabrication drawings, scheme drawings, welding procedures, material specification,
testing method, erection procedures, etc. for various components of Buffer Vessels
& PRMS for the approval of Employer / Consultant. Only after approval is
accorded in respect of manufacture / fabrication / erection, the contractor shall start
manufacture / fabrication / erection, as applicable, of the equipment. However, such
approval shall not relieve the contractor of his responsibilities towards completion
of work & demonstration of performance guarantee parameters as defined in the
contract. During the course of manufacture/ fabrication / erection, if any additions/
alterations are found necessary by the Employer / Consultant and intimated to the
contractor before fabrication or erection of the equipment / components, the same
shall be implemented by the Bidder without any extra cost.

01.01.11 Offered Vessels, PRMS, pipes, valves, piping component, etc shall be designed in
such a way that all components shall be easily accessible to facilitate inspection,
maintenance and repairs. They shall be provided with suitable lifting facilities e.g.
chain pulley blocks, etc. to enable their handling during erection and maintenance.

01.01.12 All necessary facilities including tools, tackles, testing equipment, instruments,
accessories, etc. shall be provided by the contractor to enable stage wise inspection
of equipment during its manufacture / fabrication, by the Employer / Consultant.

1.2 Intent of the Specification

This contract Technical Specification (CTS) covers basic design, detailed


engineering, manufacturing/ fabrication/ procurement/ assembly/ inspection/
testing/ shop painting, supply, transportation, delivery, storage at site, erection,
painting, testing and commissioning of Buffer Vessels & PRMS including pipes,
pipe fittings, valves, equipment, pipe saddles, etc. in its completeness, Electrical,

Instrumentation & Control Systems, associated Structural work like trestles, pipe
bridges, working platforms with stairs, cat ladders, walk-ways, etc., relevant Civil
works like foundations of trestles, equipment, instrumentation cum electrical
control room, paving, fencing etc.

This technical specification shall be read in conjunction with the following


documents irrespective of whether attention to the same has been specifically drawn
or not:

1.3 Implementation Philosophy

This package shall be executed on Turnkey Basis i.e. contractor shall be


responsible for all activities from design to commissioning.

1.4 Implementation Schedule

The total duration of the project shall be 12 months from the effective date of
contract. The Contractor shall submit detailed implementation schedule in a bar
chart format based on the above schedule within one month.
