Large Construction Coverage

The Permit Board on Environmental Quality has reissued the general permit that authorizes the discharge of
storm water associated with construction activity. The Large Construction Storm Water General Permit
(MSRIO) was reissued on January 11, 2011. This general permit authorizes the discharge of storm water from
construction sites that disturb five (5) or more acres by clearing, grading, excavating, or other land disturbing
activities. This permit replaces the previous general permit that expired on May 31. 2010, and was
administratively extended by MDEQ. The permit is reissued for a five-year period that will end on December
31, 2015.

The reissued general permit contains changes that reflect new national standards, implements consistency with
EPA permitting requirements, clarifies existing requirements and incorporates further measures to reduce
administrative burden. These changes am summarized on the enclosed addendum. This addendum is only a
summary of significant changes and does not negate the requirement for the coverage recipient to carefully read
and be familiar with the permit and its conditions. The Large Construction General Permit and associated
Forms Package are available on MDEQs website at:

the Internet, MDEQ will mail the current general permit and standardized forms upon request.

A construction project that has active pennit coverage (has been granted coverage under the previous general
permit) has three options: (1) re-coverage under the reissued Large Construction General Permit, (2) termination
of permit coverage, or (3) appLication for an individual permit to discharge storm water. Please read the
following instructions carefully.

1. In order for the above referenced project to remain covered under a valid permit, the coverage recipient
must complete the enclosed Re-coverage Form and send it to the indicated address within 30 days of the
date of this letter. A re-submittal of the Storm Water Pollution Prevention Plan (SWPPP) is not
required even if amendments must be added to meet new permit conditions. However, amendments to
the SWPPP must be submitted with the Re-Coverage Form if there has been a change in design that may
increase the potential to pollute waters of the Slate or if the plan is ineffective in controlling storm water
pollutants. Jf ownership or the name of the project has changed and MDEQ has not been notified1 a
Request for Transfer of General Permit Coverage, found on page 9 of the Large Construction Forms
Package, must accompany the Re-coverage Form.

Z. Coverage must be terminated if construction activities are complete and the site has achieved final
stabilization. A Request for Termination of Coverage Form is enclosed and may also be found on page 16
