j UMMC is committed to advancing the implementation of the master plan and addressing the
related issues in the way that makes the most sense. In any event, as construction projects
progress, the prime contractor(s) for each project will be responsible for developing site
specific sediment and erosion controls, submitting the necessary documents to the
Mississippi Department of Environmental Quality (MDEQ), installing and maintaining the
controls, implementing necessary best management practices and ultimately complying
with all of the applicable construction storm water regulations with respect to the areas to
be disturbed under the awarded contract.

1.3 Facility Drainage & Surrounding Properties


Based on the topographic map (Figure 1) and site reconnaissance of the area, surface
topography is generally sloping toward the south through one or more on-site shallow ditches.
The drainage leaves the property through Beihaven Creek that flows generally south under
Woodrow Wilson Drive. Figure 3 shows the onsite drainage patterns of the site. The facility is
at an elevation of approximately 330 feet National Geodetic Vertical Datum (NGVD). Elevation
extremes within a one-mile radius of the facility range from a minimum elevation of 270 feet
above NGVD to a maximum elevation of 360 feet above NGVD.

In the event of a spill of oil products or hazardous materials, or if the presence of a sheen on any
captured storm water is present, the migration of the water and contaminants will be controlled
using the appropriate spilt control materials located onsite. Any contaminated water will be
collected via vacuum trucks or portable pumps and piping to tanks, drums, or other authorized
vessels for subsequent disposal. Through proper management practices, regular inspections, and
prompt response measures outlined in this plan, the facility should prevent sediments and
potential spills from reaching navigable waters of the United States.

The Site Location Map, presented as Figure 1, shows the property boundaries and surrounding
areas. The Site Aerial Map, which illustrates the features of the surrounding area and subject
